05/04/1992May 4, 1 992 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, May 4, 1992 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Mayor Forrest requested the minutes of the previous meeting regarding the Amendment to the 1991 -92 Budget be amended by deleting the words "over budget" and replacing them with "not budgeted." Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting, as amended, be approved. Motion carried unanimously. PROCLAMATION Mayor Forrest proclaimed May as Clean -Up /Fix -Up Month and May 16, 1992 as Clean -Up /Fix -Up Day in Deerfield. Trustee Rosenthal moved, seconded by Trustee Swanson, that the Proclamation be accepted. Motion carried unanimously. FINANCE DEPARTMENT Finance Director George Valentine reported OBJECTIVES that the Village received a certificate of Achievement for Excellence in Financial Reporting for the eighth consecutive year and the Distinguished Budget Presentation Award for fiscal year ending April 30, 1992• The Finance Department will be starting preparation of the Comprehensive Annual Financial Report for completion by September. Mr. Valentine noted that the Department objective of investing 97% or more of cash on hand to surpass the 90 -day Treasury Bill rate has been achieved in the November 1991 through March 1992 period. RESUBDIVISION OF Petitioner proposes to resubdivide the 951 CEDAR STREET existing three lots into two buildable lots. The Plan Commission recommended approval of petitioner's plan for a resubdivisi.on of the property at 951 Cedar Street. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Plan Commission to approve request of petitioner, Stuart Wexler, for resubdivision of property located at 951 Cedar Street be accepted. Motion carried unanimously. FINAL PEAT OF DIVISION /N.E. WILMOT & LAKE ROADS Preliminary P RESUB- The Plan Commission finds the Final Plat CORNER of Resubdivision of the Prodromos property COOK at the northeast corner of Lake Cook and Wilmot Roads to be in substantial conform- ance to the previously approved lat. Trustee Seidman moved, seconded by Trustee Marovitz, to accept the recommendation of the Plan Commission finding the Final Plat of Resubdivision of the Prodromos property at the northeast corner of Lake Cook and Wilmot Roads to be in substantial conformance to the previously approved Preliminary Plat. Motion carried unanimously. 0 -92 -22 ORDINANCE SPECIAL USE - FIRST CHURCH OF CHRIST SCIENTIST Consent Agenda Ordinance amending Special Use to permit addition to existing building of First Church of Christ. Scientist, 155 Deerfield Road. 0 -92 -23 ORDINANCE Ordinance amending water rates - $2.05/100 AMENDING WATER RATES cubic feet: f.... Trustee Rosenthal moved, seconded by Trustee Seidman, that the Consent Agenda be accepted and the Ordinances adopted. Motion carried by the following vote: 1. AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) COMPREHENSIVE PLAN - Ordinance re amendments to the Comprehen- SARA LEE PROPERTY sive Plan - Sara Lee Property. First reading. Trustee Marovitz recused himself from considering this matter. (as amended 5/18/92) AGREEMENT WITH LAKE This is an extension of the agreement the COUNTY- LAKEWOOD Village has had for the past two years. YARDWASTE COMPOST The annual fee of $38,639 compares with FACILITY with last year's fee of $38,828. Trustee Rosenthal moved, seconded by Trustee Marovitz, that the Mayor be authorized to sign an intergovernmental agreement with Lake County for extended use of Lakewood Yardwaste Compost Facility. Motion carried unanimously. AWARD OF BID Three bids were received for 1992 50 -50 50 -50 PARKWAY TREES Parkway Trees. The Director of Public Works and Engineering recommended the bid be awarded to the low bidder, Rolling Hills Nursery, at the unit prices bid for the delivered stock. Trustee Marovitz moved, seconded by Trustee Rosenthal, that a contract be awarded to Rolling Hills Nursery for supplying the 1992 50 -50 Parkway Trees at the specified unit prices. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) MUNICIPAL CODE Ordinance amending the Municipal Code re AMENDMENT - FIREWORKS Fireworks Displays. First reading. DISPLAY MUNICIPAL CODE Ordinance amending the Municipal Code re AMENDMENT - COMMUTER commuter station parking fines. First STATION PARKING FINES reading. DISCUSSION Richard Bowden, 1405 Wilmot Road, discussed two oak trees, presumably 100 to 150 years old, that have been marked for removal due to the Wilmot Road reconstruction project and asked why they could not be saved. Carolyn Hild,.1549 Wilmot, also expressed concern over removal of the trees and asked the Village to make every attempt possible to save the trees. Village Engineer James Stucko explained the difficulty of saving the trees because of the proximity of the project to the drip lines•of the trees. The cost of saving the trees is prohibitive and there is no guarantee the attempt would be successful. (as amended 5/18/92) The Board agreed a tree expert should be contacted to determine if the trees could be saved and at what cost. LIQUOR LICENSE M iyor Forrest' advised that Embassy Suites has a new owner, Coastal Hotel Group, Inc. The former owner has turned in their liquor license. Following a police department background investigation, the new owners of the Embassy Suites have been issued a liquor license.
