R-07-06VILLAGE OF DEERFIELD LAKE AND COOK COUNTIES, ILLINOIS RESOLUTION R -07 -06 SUPPORTING AN AMENDMENT TO THE ILLINOIS LIQUOR CONTROL ACT REGARDING PARENTAL RESPONSIBILITY WHEREAS, alcohol consumption by minors is a significant social problem throughout the country; and WHEREAS, the problem is exacerbated by adults who directly or indirectly condone underage drinking; and WHEREAS, adults who provide alcohol or allow its use by those below the legal drinking age of twenty -one are placing our youth at great risk; and WHEREAS, it is illegal to allow underage drinking in a person's home, even with parental consent; and WHEREAS, to more clearly define the responsibilities of adults with respect to underage drinking, State Senator Susan Garrett has introduced legislation in the Illinois General Assembly; NOW, THEREFORE, BE IT RESOLVED THAT: SECTION ONE: The Mayor and Board of Trustees of the Village of Deerfield support the initiative of State Senator Susan Garrett and urge the Illinois Senate to pass SB 0158 to amend the Illinois Liquor Control Act of 1934 to provide for increased penalties for a parent or guardian who knowingly authorizes or permits their residence to be used in violation of the Act and, when the violation results directly or indirectly in bodily harm to any person, provides that the person violating this provision shall be guilty of a Class 4 felony. SECTION TWO: The Village Clerk is hereby directed to forward this resolution to all appropriate parties as an indication of Deerfield's strong support of this legislation.
