12/02/1991December 2, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by. the Clerk in the Council Chamber of the Village Hall on Monday, December 2, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson Absent: Marvin Ehlers Michael Swartz and that a.quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Marovitz requested the minutes of the previous meeting be amended by deleting the words "some sort of" preceding "penalty" from the fifth line'of the paragraph regarding Business Registration. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes of the previous meeting, as amended, be approved. Motion carried unanimously. MANPOWER COMMISSION Mayor Forest announced the following reappointments by the Manpower Commission to the various Boards and Commissions: Plan Commission - David Marks, Richard Kamerman; Board of Zoning Appeals - Alan Garfield; Board of Police commissioners - Arnold Silberman; Police Pension Board - Howard Levine; Board of Building Appeals - Berton Ring; Manpower Commission - Jules Crystal, Richard Strauss; Youth Council - Mark Villano, Mrs. Ida Greenfield; Human Relations Commission - Mrs. Shirley Horton, Henry Kreutzinger, Alvin Causey; Safety Council - Herbert Nicholson, Howard Foote; Energy Advisory Commission - Ronald Berman, Mrs. Cindy Klein, Arthur Schaefer; Cable Advisory Board - Jeremiah Madden, Mrs. Cindy Kolof; VCDC - Mrs. Jannes Zobus, Robert Gilot; Appearance Review Committee - Michael Tarnow, Mrs. Lynn Keck Petty. New appointments were made to the Safety Council - Robert Harvey, Roy Lipner; Youth Council - Keith Forrest; Appearance Review Committee - Martin Becker; VCDC -Kevin Forrest. Trustee Marovitz moved, seconded by Trustee Seidman, that the appointments be approved. Motion carried unanimously. 0 -91 -49 ORDINANCE Ordinance re amendments to Village's VILLAGE PURCHASING purchasing policy. POLICY Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance re amendments to the Village's, purchasing policy be adopted. Motion carried by the following vote: AYES: Marovitz, Rosenthal, Seidman, Swanson (4) NAYS: None (0) PUBLIC PASSENGER VEHICLE INSPECTION/ LICENSE Ordinance approving participation in public passenger vehicle inspection/ license group. First reading. Village Manager Franz suggested the ordinance specifically set the license and inspection fees. The Board agreed this ordinance which includes limousine livery service should be publicized so that residents are aware this step was taken by the Village for safety purposes and has been approved by other suburban municipalities. NEW BUSINESS REGISTRATION Ordinance amending Municipal Code re new business registration. First reading. 0 -91 -50 ORDINANCE Trustee Seidman moved, seconded by Trustee 1991 TAX LEVY Marovitz, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance re 1991 Tax Levy be adopted. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance re 1991 Debt Service Levy Tax Abatements be adopted. Motion carried by the following vote: AYES: Marovitz, Rosenthal, Seidman, Swanson (4) NAYS: None (0) 1992 POLICE VEHICLES The current vehicle replacement schedule allocates funds for purchase of nine police cars to replace one 1984 Oldsmobile Delta 88 (unmarked), two 1989 Chevrolet Caprice (marked squads) and six 1990 Chevrolet Caprice (marked squads). A saving of $200 per car delivery charge can be realized by awarding the contract to Celozzi - Ettelson Chevrolet, Inc. who will meet the State bid price. Trustee Rosenthal moved, seconded by Trustee Seidman, that authorization be given to award a contract to Celozzi- Ettelson Chevrolet, Inc. for the purchase of nine 1992 police vehicles at a cost not to exceed $124,326.19. Motion carried by the following vote: AYES: Marovitz, Rosenthal, Seidman, Swanson (4) NAYS: None (0) Trustee Seidman requested current and projected mileage figures for the replacement vehicles be made available. DISCUSSION in Deerfield is not community. Another Deerfield.
