09/03/1991September 3, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Tuesday, September 3, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson Michael Swartz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes of the previous meeting be approved. Motion carried unanimously. DEPARTMENTAL REPORT - Barbara Houpt, Director of Community COMMUNITY DEVELOPMENT Development, reviewed the various activities covered in her written report. A new edition of the Zoning Ordinance has been completed and a copy has been supplied to the Deerfield Library. Copies of the new temporary and general signage restrictions in the C -1 Village Center'District have been mailed to all businesses and property owners in the District. The Comprehensive Plan will be reviewed this Fall by the Plan Commission and a manual with educational material has been prepared for their use. (as amended 9/16/91) Trustee Rosenthal suggested that staff review the signage provisions for outlying commercial districts. SARA LEE PROPERTY The Plan Commission had developed goals and objectives for the Sara Lee property and recommends adoption of this parcel as a Possible Development Area for inclusion in the Comprehensive Plan. The Plan Commission recommended residential use of the property. David Marks, Chairman of the Plan Commission, was present to answer questions regarding the report. Discussion by the Board focused on whether the property should be rezoned to residential. There was further discussion on amending the Zoning Ordinance with respect to uses in the I -2 District. (as amended 9/16/91) Trustee Swanson moved, seconded by Trustee Swartz, that the report and recommendation of the Plan Commission be accepted and that the Plan Commission be directed to prepare an amendment to the Comprehensive Plan to include the Sara Lee Property as a Possible Development Area. Motion carried unanimously. Mayor Forrest requested the staff to review the I -2 District provisions-and provide the Board with recommendations for amendment. 0 -91 -42 ORDINANCE VACATING PROPERTY 1 1 6 3 HOLLY L.�1NE Trustee Seidman moved, seconded.by Trustee Marovitz, that the rules be waived to Hermit passage of the C = dina.nce 1 first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance vacating portions of property (Potomac Avenue at Holly Lane') be adopted. Motion carried by the folloc•,,ing vote: AYES: Marovitz, Rosenthal, Seidman, Swanson, Swartz (5) NAYS: None (0) C DEERFIELD ROAD BRIDGE Two bids were received for the Deerfield REHABILITATION Road Bridge rehabilitation. The consulting engineers and the Assistant Village Engineer recommended rejection of the bids at this time and re- bidding the project for early spring. Trustee Rosenthal moved, seconded by Trustee Swartz, that the bids for the Deerfield Road Bridge Rehabilitation be rejected. Motion carried by the following vote: AYES: Marovitz, Rosenthal, Seidman, Swanson, Swartz (5) NAYS: None (0) Trustee Rosenthal moved, seconded by Trustee Swartz, that the Board go into an executive session to discuss property, acquisition. Motion carried unanimously. There being no further business,.upon motion of Trustee Seidman, seconded by Trustee Marovitz, the meeting adjourned at 8:45 P.M..
