08/19/1991August 19, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, August 19, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers Harriet E. Rosenthal Edwin B. Seidman Absent: James L. Marovitz Vernon E. Swanson Michael Swartz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Ehlers advised that the minutes of the previous meeting should be amended by adding the word "cap" at the end of the third line of the Discussion paragraph regarding the tax cap matter. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes, as amended, be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee approved. Rosenthal, that the Bills and Payroll be Motion carried by the following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reported that sales tax receipts received in July were approximately even with the prior year. The current 12 -month average is 19 over last year. General Fund revenues are exceeding projections slightly and expenditures are on projection. Water sales are 89 over projection. As of July 31, 101.49 of cash was invested at an average interest rate of 6.73%. SWEARING -IN CEREMONY Mayor Forrest administered a swearing -in POLICE SERGEANT ceremony for Police Officer John Sebben who was promoted to Sergeant. Sergeant Sebben has been a member of the Deerfield Police Department since 1972. PROCLAMATION Mayor Forrest proclaimed the week of August 26th to be School's Open Safety Week in Deerfield. Trustee Rosenthal moved, seconded by Trustee Ehlers, that the Proclamation be approved. Motion carried unanimously. Trustee Ehlers mentioned that the Police Department has 10 car seats available for use by Deerfield residents when grandchildren are visiting. The Rotary and Optimist Club contributed funds to this public service. PO.L,ICE DEPARTMENT Chief of Police R ooard Brandt rev .�T­ . ?. ±r -; OBJECTIVES status report submitted to the Board. He noted that criminal activity in the Village has remained level in the first six months of the year. Traffic accidents decreased by 239 in the same period. Police tests were held recently to fill two vacancies in the department. A performance assessment program for the department is being developed. Assistance in developing this program has been offered by Dr. LoFasto, a Deerfield resident, who will conduct training programs in team building and teamwork for the police officers. Chief Brandt discussed the condition of the warning sirens and recommended relocating one of them for better coverage in the northwest section of Deerfield and eventually replacing the sirens with updated equipment. CONSENT AGENDA 0 -91 -38 ORDINANCE Ordinance amending Special Use - CHALLENGER DAY Glenkirk /Maplewood School to permit SCHOOL Challenger Day School operation. 0 -91 -39 ORDINANCE Ordinance authorizing amendment to PARKWAY NORTH Special Use re Parkway North Signage SIGNAGE PLAN Plan. Trustee Seidman moved, seconded by Trustee Rosenthal, that the Consent Agenda be approved and the Ordinances adopted. Motion carried by the following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) AWARD OF BID - TWO WHEEL DRIVE LOADER/ EXTENDAHOE Loader /Extendahoe at a Motion carried by the Trustee Rosenthal moved, seconded by Trustee Ehlers, that a contract be awarded to Burris Equipment for purchase of a new 1991 Case Super K Two Wheel Drive cost not to exceed $31,086 with trade in. following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) 0 -91 -40 ORDINANCE Trustee Seidman moved, seconded by Trustee CLASS A LIQUOR Ehlers, that the rules be waived to permit LICENSE passage of the Ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Ehlers, that the Ordinance increasing number of Class A Liquor Licenses from four to five be adopted. Motion carried by the following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) TELECOMMUNICATIONS Diginet Communications, Inc. has been FRANCHISE AGREEMENT - negotiating with the Village to run a DIGINET COMMUNICATIONS fiber optic cable south of Lake Cook Road in Deerfield. A franchise agreement developed by the Northwest Municipal Conference that would establish parameters for other telecommunications installations has been prepared. Jim Birkenheier of Diginet Communications appeared before the Board to discuss the proposed franchise agreement and to request issuance of an excavation permit from the Village prior to execution of the franchise agreement. Trustee Rosenthal moved, seconded by Trustee Ehlers, that permission to excavate be given to Diginet Communications, Inc. and the Mayor be authorized to sign the Franchise Agreement subject to final review. Motion carried unanimously. ENERGY CONSERVATION AUDIT /WASTEWATER RECLAMATION FACILITY of two phases. Phase I energy usage to identify An energy conservation audit at the Wastewater Reclamation Facility has been recommended by the Public Works and Engineering Department. It would consist would be an investigation of existing major areas for improvement. Trustee Rosenthal moved, seconded by Trustee Ehlers, that Donohue Engineers be retained to perform the Energy Conservation Audit for the Wastewater Reclamation Facility for a Phase I cost not to -2- I- exceed $6,900. Motion carried by the following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) 0 -91 -41 ORDINANCE The Village Attorney prepared an amend - FORTUNE TELLING ment to an Ordinance prohibiting fortune telling whereby money is obtained from the general public on the pretense of exercise of occult or psychic powers. Trustee Seidman moved, seconded by Trustee Ehlers, that the rules be waived to.permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Ehlers, that the Ordinance prohibiting fortune telling in the Village be adopted. Motion carried by the following vote: AYES: Ehlers, Forrest, Rosenthal, Seidman (4) NAYS: None (0) Trustee Seidman moved, seconded by Trustee Ehlers, that the Board go into an executive session to discuss property acquisition.
