The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, August 5, 1991 at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
James L. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
Michael Swartz
Absent: Marvin Ehlers
Vernon E. Swanson
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Seidman moved, seconded by Trustee Swartz, that the
minutes of the previous meeting be approved. Motion carried
unanimously.
TEMPORARY SIGNAGE The Board of Zoning Appeals recommended
FOUNTAINS OF DEERFIELD granting petitioner a one year extension
on the existing off -site real estate/
directional signs with the stipulation that the signs be removed
within 30 days after the final Certificate of Occupancy is issued
if the development is sold out before the expiration of the one -
year extension.
Trustee Seidman moved, seconded by Trustee Marovitz, that this
matter be put on table until a copy of the proposed sign was
reviewed by the Board. Motion carried unanimously.
0 -91 -34 ORDINANCE Trustee Seidman moved, seconded by Trustee
CORPORATE 500 /BULLS Swartz, that the rules be waived to permit
TRAINING FACILITY passage of the Ordinances on first
reading. Motion carried unanimously.
0 -91 -35 ORDINANCE Trustee Seidman moved, seconded by Trustee
SPECIAL USE - CORPORATE Swartz, that the Ordinance amending Zoning
500 /BULLS TRAINING Ordinance re Corporate 500 /Bulls Training
FACILITY Facility and Ordinance authorizing a
Special Use - Corporate 500 /Bulls Training
Facility be adopted. Motion carried by the following vote:

Seidman moved, seconded by Trustee Rosenthal, that the

SIDEYARD VARIATION Trustee Rosenthal, that the rules be

0 -91 -37 ORDINANCE Trustee Marovitz inquired whether the
CLASS A SPECIAL USE Village can be in a position to determine
ANGELIZA, INC. whether or not a tenant is in fact a
retail tenant as opposed to a service
tenant. Allan Murrow, representing the owners of Deerfield
Commons, advised that a rider on petitioner's lease stipulates
that the tenant cannot be a beauty shop and must be principally
for retail use. Tom Romagnana of Michael Thomas Beauty Salon
questioned the retail use Angeliza would offer. Petitioners
discussed the type of retail activity they would provide.
Trustee Marovitz moved, seconded by Trustee Rosenthal, that the
Ordinance approving a Class A Special Use - Angeliza, Inc.
(Commons) be adopted. Motion carried by the following vote:

RECONDITIONING #2 Trustee Seidman moved, seconded by Trustee
TRICKLING FILTER Swartz, that authorization be given to
retain Del -Par Services to perform
reconditioning work of the second trickling filter distributor
at the wastewater treatment plant at a cost not to exceed $16,800.
Motion carried by the following vote:

RETROFIT CHLORINE Trustee Rosenthal moved, seconded by
CONTACT TANK Trustee Seidman, that authorization be
given to purchase components to retrofit
chlorine contact tank at the wastewater treatment plant from
Envirex, Inc. at a cost not to exceed $28,900. Motion carried by
the following vote:

INSTALLATION OF Trustee Seidman moved, seconded by Trustee
COMPONENTS TO RETROFIT Swartz, that a proposal by J. J. Henderson
CHLORINE CONTACT TANK Co. to install the components to retrofit
the chlorine contact tank at the
wastewater trest.men.t at cost not to exceed $8,300 be accepted.

PARCEL PURCHASE - 720 Authorization was sought to purchase a
HOFFMAN LANE parcel of land at 720 Hoffman Lane at a
cost of $190,000 to complete Phase II of
the Robert York Avenue improvement. The closing is scheduled for
August 30. Relocation expenses will be $25,000.

Trustee Marovitz moved, seconded by Trustee Seidman, that
authorization be given to purchase a 7,492 sq. ft. parcel at 720
Hoffman Lane (Savage Parcel) at a cost not to exceed $190,000 and
$25,000 in relocation expenses. Motion carried by the following
vote:

VACATION OF PROPERTY Mark and Jean Malnati, owners of property
1163 HOLLY LANE at 1163 Holly Lane, have learned that
Parcel 3 shown on a Plat of Survey of
their property is owned by the Village. Robert Canel, attorney
representing the owners, appeared before the Board to request
vacation of the parcel by the Village.
Trustee Rosenthal moved, seconded by Trustee Marovitz, that the
Village vacate Parcel 3 of the property at 1163 Holly Lane at a
cost of $1.00 per sq. ft. subject to reservations and easement.
Motion carried by the following vote:

VILLAGE PLAZA USE A set of rules and regulations governing
use of the Village Plaza was discussed by
the Board. Copies will be distributed to civic organizations,
churches, schools and businesses in Deerfield in an effort to
encourage use of the Plaza for various activities.
SURPLUS PROPERTY Trustee Seidman moved, seconded by Trustee
Marovitz, that authorization be given to
release the following surplus property to the highest bidders:
1985 Olds Ciera (Gray) $900, 1985 Olds Ciera (Black) $700, 1976
International Bus $500. Motion carried by the following vote:
AYES: Marovitz, Rosenthal, Seidman, Swartz (4)
NAYS: None (0)
DISCUSSION Trustee Swartz asked about the 5% tax cap
and what effects it had on the Village.
Mayor Forrest advised that Deerfield is not subject to this tax
but there are other ramifications. Details will be given in,a
future newsletter.
Trustee Marovitz discussed cable television and some possible
increase in its fees with Jesse Rotman, a member of the Cable
Advisory Commission who was in attendance at the meeting.
There being no further business, upon motion of Trustee Rosenthal,
seconded by Trustee Marovitz, the meeting adjourned at 8:55 P.M.
