07/01/1991f'. July 1'. 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council. Chamber of the Village Hall'on Monday, July 1, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson and that a quorum was present and in attendance. Also present was Kent Street, Assistant to the Village Manager. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes of the previous meeting be approved. Motion carried unanimously. CLASS A SPECIAL USE - The Plan Commission recommended approval ANGELIZA INC. of petitioner's request to permit estab- lishment of Class A Special Use in the Commons Shopping Center with the stipulations that 1) the Special Use terminate when Angeliza ceases its operation at this location and, 2) the use should be primarily retail and the cosmetology services described by petitioner must not evolve into a beauty shop, or the Village will revoke the Special Use permit.' The Village Center Development Commission recommended that Angeliza be granted a Class A Special Use to allow cosmetology services to be provided at this location. (as amended 7/15/91) Alan Murrow, representing the ownership of Deerfield Commons, appeared before the Board to discuss the lease and space petitioner is considering. Liz Aron and Angela Singer, partners in Angelina, inc., described the services and retail use they propose for their shop. A co -owner of Michael Thomas Hair Salon spoke in opposition to granting the Special Use. Trustee Rosenthal moved, seconded by Trustee Marovitz, that the recommendations of the Plan Commission and the Village Center Development Commission to grant Angeliza Inc. a Class A Special Use be accepted and the Attorney directed to prepare the necessary ordinance to include the stipulations listed by the Plan Commission. Motion carried with Trustees Seidman and Swanson casting negative votes. FINAL PLAT/ RESUBDIVISION 255 KENMORE, DEAL The Plan Commission finds the Final Plat of Resubdivision to be in substantial conformance to the previously approved plat. Trustee Seidman moved, seconded by Trustee Ehlers, that the recommendation of the Plan Commission regarding approval of Final Plat of Resubdivision, 255 Kenmore, be accepted and the Attorney directed to prepare the necessary ordinance. FARM- 0 -91 -27 ORDINANCE Ordinance amending Special Use to allow SPECIAL USE - SECOND for a second window to the drive -thru WINDOW - McDONALD'S operation at McDonald's restaurant. REAR YARD VARIATION Ordinance granting rear yard variation, 502 RADCLIFFE, HANSON 502 Radcliffe, Hanson. First reading. Trustee Rosenthal moved, seconded by Trustee Ehlers, that the Consent Agenda by approved and the Ordinances adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) Trustee Marovitz abstained from voting on Ordinances 0 -91 -25 and 0- 91 -26. 0 -91 -28 ORDINANCE Thirteen bids were opened on July 1st for AWARD OF $1.5 MILLION a $1.5 Million General Obligation Bond GENERAL OBLIGATION Issue. Interest rates ranged from 5.611% BONDS to 5.8828 %. Financial Consultant Ron Norene recommended awarding the $1.5 Million General Obligation Bonds to Clayton Brown & Associates. Mayor Forrest noted that the Village has received an Aal bond rating. The proceeds of the bond issue will be used in the Village Center in connection with improvements within the Tax Increment Financing District. (as amended 7/15/91) Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance authorizing the award of $1.5 Million General Obligation Bonds to Clayton Brown & Associates be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) EXPANDED PLASTIC RECYCLING and HDPE #2 plastics The Energy Advisory and Resource Recovery Commission reaffirmed their recommendation of last August that the Village add PET #1 to the weekly recycling service. Trustee Seidman moved, seconded by tion be given to expand the plastic September 1, 1991. Motion carried 0 -91 -29 ORDINANCE MUNICIPAL CODE AMENDMENT /FIRE LANES Trustee Ehlers, that authoriza- recycling program effective unanimously. Trustee Marovitz moved, seconded by Trustee Ehlers, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Marovitz moved, seconded by Trustee Ehlers, that the Ordinance amending Municipal Code re fire lanes at 1419 Lake Cook Road be adopted. Motion carried unanimously Trustee Rosenthal moved, seconded by Trustee Marovitz, that the Ordinance reducing the number of Class A Liquor Licenses from five to four be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson (5) NAYS: None (0) DISCUSSION Trustee Marovitz noted that Village sprinkling restrictions appear to be misunderstood by the Village residents and suggested press coverage to remind residents of the hours and days they are allowed to sprinkle. Trustee Seidman moved, seconded by Trustee Marovitz, that the Board go into an executive session following the meeting to discuss a legal matter. Motion carried unanimously.
