04/15/19915 April 15, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order.by the Mayor in the Council Chamber of the Village Hall on Monday, April 15, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Ehlers, approved. Motion carried by the Seidman moved, seconded by Trustee that the Bills and Payroll be following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reported that sales tax receipts received in March were 91 over the prior March and the current 12 month average is 4% above last year. As of March 31, 1991, 101.5% of cash was invested at an average interest rate of 6.98 %. PROCLAMATION Mayor Forrest proclaimed May 1 as Law Day USA in Deerfield. Trustee Rosenthal moved, seconded by Trustee Swanson, that the Proclamation be accepted. Motion carried unanimously. PUBLIC HEARING Mayor Forrest read his statement regarding 1991 -92 ANNUAL BUDGET the 1991 -92 Annual Budget, a copy of which is attached. Finance Director Valentine noted that the estimated property taxes for 1991 -92 are 4% higher than the current budget. He reviewed the property tax structure and attributed the rise to increases for IMRF, Social Security taxes and scavenger services. James Thompson, 1445 Greenwood, discussed the costs involved in the operation of the sewage treatment plant. He acknowledged there was some improvement in cost reduction from the previous year and recommended some alternative options for further cost effectiveness at the sewage treatment plant. Mayor Forrest asked Mr. Thompson to send his recommendations to his attention for consideration by the Board. Mr. Thompson also commented on police department expenditures. Ronald Schaefer. 1445 Greenwood, spoke on a matter unrelated to the Annual Budget and was ruled out of order. Trustee Seidman moved, seconded by Trustee Marovitz, that the Public Hearing be closed. Motion carried unanimously. 0 -91 -12 ORDINANCE Trustee Seidman moved, seconded by Trustee ANNUAL BUDGET FOR Ehlers, that the rules be waived to permit 1991 -1992 passage of the Ordinance on first reading. 1 4oti on carried unanimously. Trustee Seidman moved, seconded by Trustee Ehlers, that the Ordinance approving the Annual Budget for 1991 -92 be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) 0 -91 -13 ORDINANCE WAGE AND SAIARY PLAN AMENDMENT Trustee Ehlers moved, seconded by Trustee Marovitz, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Marovitz moved, seconded by Trustee Rosenthal, that the Ordinance amending the Wage and Salary Plan be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) 0 -91 -14 ORDINANCE Trustee Ehlers moved, seconded by Trustee SEWER CHARGE AMENDMENT Rosenthal, that the rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Ehlers moved, seconded by Trustee Rosenthal, that the Ordinance amending sewer charge - $1.35/100 cubic feet be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) Trustee Seidman moved, seconded by Trustee Ehlers, that the meeting be adjourned. Motion carried unanimously. Mayor Forrest presented Village Trustee Robert York with a plaque and a portrait to commemorate Trustee York's years of service to the Village of Deerfield. He was also awarded the first Jaywalkers Anonymous jacket. Judge Wallace Dunn conducted the swearing in ceremony for the re- elected and new Village Trustees, Marvin Ehlers, Edwin Seidman and Michael Swartz. A brief reception was held to celebrate the occasion. The meeting of the new Board of Trustees was called to order at 9:05 P.M. TRAFFIC RESTRICTIONS The Safety Council recommended reinstalla- POET'S.CORNER tion of "No Right Turn on Red" sign to SUBDIVISION Deerfield Road from Kipling for a six month trial basis and replacement of school zone signs that were previously removed. Further discussion on this subject with Sheila Stanger from the Safety Council, Laurie Katz and *Marvin Schaid, residents of the Subdivision, resulted in a decision to have the previous time' restriction of 7 A.M. to 7 P.M. extended to 24 hours. The new restrictions will be in force for six months or until construction -2- t t` in that area is completed at which time the traffic flow will be re- evaluated. TIME EXTENSION TO The Board of Zoning Appeals recommended SIGNAGE - ARBORLAKE approval of requested modifications CENTRE, LAKE COOK to permit renewal and one year extension OFFICE CENTRE of the existing signs for 1411 -19 Lake Cook Road and 1751 Lake Cook Road subject to a restriction concerning a location satisfactory to the Board of Sign B for Arborlake Centre. The Board was advised that petitioner withdrew its request concerning Sign B. Trustee Rosenthal moved, seconded by Trustee Marovitz, that the recommendation of the Board of Zoning Appeals approving request for extension and continued use of existing temporary signs on the Edens Spur and Interstate 94 - Arborlake Centre and Lake Cook Office Centre, as corrected, be accepted. Motion carried unanimously. PLAN COMMISSION Mayor Forrest named David Marks to serve APPOINTMENT as Chairman of the Plan Commission to fill the position vacated by Michael Swartz. Trustee Seidman moved, seconded by Trustee Ehlers, that the appointment of David Marks as Chairman of the Plan Commission be approved. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Mayor be authorized to sign two Indemnification, Defense and Hold Harmless Undertakings to rebate surplus funds from the lake Cook Road Tax Increment Financing district to Cook County. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) SANITARY SERVICE James Soyka, Director of Public Works and RELOCATION BID - Engineering, discussed the bids received RESERVOIR 29A for the sanitary service relocation project and recommended rejection of the bids. Trustee Rosenthal moved, seconded by Trustee Marovitz, that bids for sanitary service relocation for Reservoir 29A be rejected and the project be re -bid. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) AUDITOR APPOINTMENT Trustee Marovitz moved, seconded by appointed auditor cost not to exceed vote: Trustee Ehlers, that Wolf & Company be for the Village for fiscal year 1990 -91 at a $12,000.00. Motion carried by the following AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, Swartz (6) NAYS: None (0) PHONE SYSTEM - UNITEL COMMUNICATIONS Finance Department has Communications. The present phone system for the Village Hall, Police Station and Annex needs to be replaced. After careful research, the recommended a contract be awarded to Unitel Trustee Swanson moved, seconded by Trustee Seidman, that Unitel Communications be awarded a contract for a new phone system at a cost not to exceed $54,006.00. Motion carried by the following vote: AYES: Ehlers, Rosenthal, Seidman, Swanson, Swartz (5) NAYS: None (0) ABSTAINED: Marovitz (1) DISCUSSION Trustee Seidman asked if the newspapers had been informed of Deerfield's rail strike.procedure. Village Manager Franz advised that extra buses will be running from Highland Park and additional patrol officers will be on hand to handle increased traffic.
