04/01/1991April 1, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, April 1, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Swanson requested the minutes of the previous meeting be amended by noting the Board agreed with Staff recommendation that banners other /than government use not be allowed in the Village Plaza. Trustee--Swanson also requested the phrase "with the exception of a few that are running below" be deleted from the Treasurer's report. Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting, as amended, be approved. Motion carried unanimously. PROCLAMATION Mayor Forrest proclaimed the week of April 14 -20, 1991 as Telecommunicators Week in Deerfield. Trustee Seidman moved, seconded by Trustee Rosenthal, that the Proclamation be accepted. Motion carried unanimously. FINAL PLAT OF RESUB- The Plan Commission found the Final Plat DIVISION - 980 BRAND of Resubdivision, 980 Brand Lane to be in LANE, JOHNSTONE substantial conformance to the previously approved plat. Trustee Marovitz moved, seconded by Trustee Rosenthal, that the recommendation of the Plan Commission regarding approval of Final Plat of Resubdivision, 980 Brand Lane, be accepted. Motion carried unanimously. SPECIAL USE - TRAINING FACILITY -500 CORPORATE CENTRE Corporate 500 Centre. Plan Commission recommended approval of petitioner's request for Special Use for a training facility for Philip Crosby & Associates in the 520 Building of the Trustee Seidman moved, seconded by Trustee Marovitz, that the Plan Commission recommendation that the existing Special Use for the Planned Unit Development be amended to include the training facility for Philip Crosby & Associates in the 520 Building of the Corporate 500 Centre be approved and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. SPECIAL USE /PUD Plan Commission recommended approval of DEERBROOK SHOPPING request for an amendment to the Special CENTER, SUBWAY SANDWICH Use /Planned Unit Development to permit development of a restaurant and approval of Special Use for the Subway Sandwich Shop restaurant in the Deerbrook Mall including a requirement for a No Parking - Fire Lane sign to be installed in front of the proposed restaurant. Trustee Rosenthal moved, seconded by Trustee York, that the. recommendation of the Plan Commission regarding request for amendment to Special Use /Planned Unit Development to permit a restaurant and a Special Use for the Subway Sandwich Shop at the Deerbrook Mall be approved and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. 0 -91 -10 ORDINANCE Ordinance re liquor license classification LIQUOR LICENSE CLASSI- for caterers in office buildings. The FICATION FOR CATERERS amount of the annual cost for this license IN OFFICE BUILDINGS will be $2500.00. Trustee Seidman moved, seconded by Trustee Ehlers, that the Ordinance re liquor license classification for caterers in office buildings be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Swanson, York (5) NAYS: Seidman (1) LAWN SPRINKLING In an effort to end confusion on the time RESTRICTIONS permitted for lawn sprinkling, the Village Staff has recommended the following change to the Ordinance: "Even numbered addresses may sprinkle on even numbered days from midnight to noon and from 6 P.M. to midnight, and odd numbered addresses may sprinkle on odd numbered days from midnight to noon and from 6 P.M. to midnight." Trustee Rosenthal suggested that homeowner associations in the Village that have common maintenance for the entire complex be assigned one even or odd number day for all the addresses in the association. Trustee Seidman moved, seconded by Trustee Ehlers, that the recommendation of the Staff regarding the time and date restrictions for lawn sprinkling be accepted and the Ordinance amended accordingly. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) INTERGOVERNMENTAL Proposed addendum to the agreement with AGREEMENT WITH LAKE Lake County provides for the composting COUNTY RE LAKEWOOD of Deerfield's yard waste at the Lakewood YARDWASTE FACILITY Composting Facility near Wauconda. The $38,828.00 from March Village's contribution is increased to from $16,500.00 paid last year. The contract period is 15 through December 15. Trustee Seidman moved, seconded by Trustee Marovitz, that the Mayor be authorized to sign an intergovernmental agreement with Lake County for extended use of Lakewood Yardwaste Compost Facility at a cost not to exceed $38,828.00. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) DISCUSSION Fred Muscarella, owner of Harry's Grill,a spokesperson for merchants located on the east and west side of Waukegan Road north of Deerfield Road, asked the Board for help in providing adequate parking space for their customers and employees. Employee parking is a specific problem since Deerfield Federal has initiated a 3 hour time limit restriction at their parking lot. A suggestion was made that car stickers be issued to employees of the merchants which would allow them to park in certain areas all day. -Deerfield Federal will be contacted to consider the employee sticker proposal. The Village Staff was requested to find alternative options to this parking problem and make some recommendations as soon as possible. Trustee York announced that in celebration of his move to Deerfield on April 1, 44 years ago, he wished to treat the Village Board to "tea and cookies."
