The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, March 4, 1991 at 8:00 P.M. The
Clerk called the roll and announced that the following were

James L. Marovitz

Edwin B. Seidman
Vernon E. Swanson
J. Robert York
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Ehlers requested that the minutes of the previous meeting
be amended in the paragraph regarding recycling by adding the
word "participation" after "95% recycling." Trustee Seidman
moved, seconded by Trustee Rosenthal, that the minutes of the
previous meeting as amended be approved. Motion carried
unanimously.
Mike Levin, representing the Corporate 500 development in
Deerfield, appeared before the Board to announce that Corporate
500 was named the Outstanding Suburban Office Development in the
Chicago area by the Chicago. Sun Times.
COMMUNITY DEVELOPMENT - Barbara Houpt, Director of Community
DEPARTMENTAL OBJECTIVES Development, reviewed the report submitted
to the Board and discussed the activities
of the various Boards and Commissions involved in Community
Development. Computerization and reprinting of the Zoning
Ordinance is almost complete and will be distributed to the Board
and Commission members. The section dealing with signage
provisions will be reprinted separately for distribution.
LAKE COOK TMA - Bill Baltutis, Executive Director of the
PERSONAL RAPID TRANSIT Transportation Management Association
(PRT) SYSTEM (TMA) of Lake Cook Corridor, discussed the
Personal Rapid Transit (PRT) Proposal for
Lake Cook Corridor submitted by the Village to the Regional
Transit Authority (RTA). Mr. Baltutis displayed an aerial photo-
graph of the proposed PRT alignment on the Lake Cook corridor and
described the three loops that would be served by a PRT station
adjacent to the proposed Lake Cook Road commuter station. The RTA
will review submitted proposals and decide which will be put on
the short list. The Board noted that Deerfield is not expected to
fund any of the costs involved in the proposed PRT system.
Trustee Rosenthal moved, seconded by Trustee Marovitz, that the
recommendation of the Staff and Lake Cook TMA regarding a Personal
Rapid Transit (PRT) system be accepted. Motion carried
unanimously.

Trustee Marovitz moved, seconded by Trustee Rosenthal, that the'
Ordinance re vacating portions of Willow Avenue in the Village of
Deerfield be put on the agenda. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Rosenthal, that the
rules be waived to permit passage of the Ordinance re vacating
portions of Willow Avenue in the Village of Deerfield on first
reading. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Marovitz, that the
Consent Agenda be accepted and the Ordinances adopted. Motion
carried by the following vote:

0 -91 -07 ORDINANCE Police Chief Brandt reviewed the Teenage
TEENAGE RISKY DRIVING Risky Driving Education Program and how it
PROGRAM would be administered by the Police
Department. Bill Sanke, a resident of
Deerfield, expressed his views regarding the program. The Board
suggested the Program be implemented by raising the age of
youthful drivers to 21 for notification to parents, extending the
program beyond the Village and allowing police officers latitude
in issuing compliance tickets. All schools to be notified of program.

Trustee Marovitz moved, seconded by Trustee Rosenthal, that the
Ordinance re Teenage Risky Driving Program, including suggestions
discussed, be adopted. Motion carried by the following vote:

BANNOCKBURN TRAFFIC The Village Staff reviewed the latest
REGULATIONS traffic restrictions Bannockburn has
imposed during morning and evening rush
hours and its effect on Deerfield traffic. Several options were
considered but the only solution recommended was a full
interchange at Lake Cook Road and, in the interim, strict speed
limit enforcement on streets experiencing increased traffic.

LIQUOR LICENSE CLASSI- Elizabeth Matich, an attorney representing
FICATION FOR CATERERS Morrison's Custom Management, a food
service operator and caterer in the Three
Parkway North office building, discussed the reasons for a liquor
license classification for the operator of a food service facility
rather than the owner of the building. Petitioner was also
seeking permission to serve liquor at catered parties within the
office building. The Village Attorney was directed to draft a
liquor license classification that would cover a food service and
catering operation.
ENGINEERING CONSULTANT Ciorba Group has submitted a Design and
1991 STREET REHABILITA- Construction Engineering proposal for the
TION PROGRAM streets included in the 1991 Street
Rehabilitation Program.
Trustee Seidman moved, seconded by Trustee Swanson, that the
Ciorba Group be retained to perform professional engineering
service for the 1991 Street Rehabilitation Program for an amount
not to exceed $64,700 plus the cost of material testing. Motion
carried by the following vote:

TRAFFIC ENFORCEMENT Police Chief Richard Brandt recommended
ON PRIVATE PROPERTY the Village enter into agreement with
private property owners for fire lane
enforcement in front of entrances to office buildings and traffic
control on certain private streets or driveways that are not
dedicated to the Village. Sample agreements drawn by the Village
Attorney were distributed to the Board for their review and
approval.
The Board was asked to consider use of banners in the Village
Plaza by non - governmental and non -local agencies. The Board
agreed with staff's recommendation to limit use to local governments.
