02/04/1991February 4, 1991 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, February 4, 1991 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Marvin Ehlers James L. Marovitz Harriet E. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Seidman moved, seconded by Trustee Ehlers, that the minutes of the previous meeting be approved. Motion carried unanimously. PROCLAMATION Mayor Forrest read a Proclamation designating February 14 as Caring for Others Day in the Village of Deerfield. Trustee Swanson moved, seconded by Trustee Marovitz, that the Proclamation be accepted. Motion carried unanimously. Village Manager Robert Franz announced that the Village and Baxter and Woodman have been awarded for excellence in innovative engineering by the Consulting Engineers Council of Illinois. POLICE DEPARTMENT Police Chief Richard Brandt reviewed the OBJECTIVES 1990 Annual Report of the Police Department and answered inquiries from the Board members. He noted a 12.7% increase in index crimes from the previous year. Service calls increased by 1.7% and traffic accidents decreased by 8.2 %. The Enhanced 911 system has been relatively problem free since its inception in October 1990. LOCAL RESOURCE RECOVERY PLAN Board and reviewed to the Board. One to have the Village eventually will be Debra Singleton, Chairperson of the Deerfield Energy Advisory and Resource Recovery Commission, appeared before the the 1991 Local Resource Recovery Plan submitted of the goals recommended by the Commission was achieve 25% waste reduction as a minimum that increased to 50%. Trustee Rosenthal moved, seconded by Trustee York, that the report and recommendations of the Deerfield Energy Advisory and Resource Recovery .Commission be accepted. Motion carried unanimously. SIDEYARD VARIATION The Board of Zoning Appeals recommended 651 BYRON COURT granting the requested variation to permit construction of a one car attached garage to within 5 feet of the side property line. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Board of Zoning Appeals to grant a sideyard variation to Mr. & Mrs. Stephen Yucknut, 651 Byron Court, be accepted and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. FINAL PLAT OF RESUBDI- The Plan Commission found the Final Plat VISION /DAVID DWELLINGS of Resubdivision to be in substantial WILLOW AND COUNTRY LANE conformance to the originally approved plat and recommended approval. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Plan Commission regarding the Final Plat of Resubdivision /David Dwellings Resubdivision, Willow and Country Lane to be in substantial conformance to the originally approved plat be accepted. Motion carried unanimously. FOUNTAINS OF DEERFIELD The Plan Commission recommended approval RESUBDIVISION - of petitioner's request to resubdivide SUBSTANTIAL CONFORMANCE a portion of their development and found it to be in substantial conformance to the previously approved Final Development Plan. Trustee Marovitz moved, seconded by Trustee Rosenthal, that the recommendation of the Plan Commission regarding the resubdivision of Fountains of Deerfield to be in substantial conformance to the previously approved Final Development Plan be accepted. Motion carried unanimously. TRAFFIC RESTRICTIONS Recommendations of the Safety Council and POET'S CORNER Village Staff regarding the traffic SUBDIVISION restrictions in the Poet's Corner Subdivision were discussed. The Board suggested a public hearing be held by.the Safety Council at Kipling School to give the residents of Poet's Corner an opportunity to specify what traffic restrictions and inconven- ience they are willing to endure. The Village will notify the residents of the Public Hearing. 0 -91 -02 ORDINANCE Trustee Ehlers moved, seconded by Trustee CITATION COMPLIANCE Seidman, that the citations compliance TICKETS tickets be removed from table. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance re local enforcement citations compliance tickets be adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) RISKY DRIVING Trustee Swanson moved, seconded by Trustee Ehlers, that the Attorney be directed to prepare an ordinance on risky driving. Motion carried unanimously. 0 -91 -03 ORDINANCE Liz Matich, an attorney representing a LIQUOR LICENSE a food service provider at 3 Parkway North CLASSIFICATION office building, discussed the D -3 liquor license classification. Ms. Matich requested time to present her client's reasons why Class D -3 liquor licenses should be issued to the food service provider rather than the owner of the facility. Trustee Seidman moved, seconded by Trustee Rosenthal, that Class D -3 be eliminated from the Ordinance re new liquor license classification for office building restaurants. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) -2- REMODELING WORK IN POLICE DEPARTMENT +d'Sa�v The Police Department requested authoriza- tion for remodeling work in their basement area to accommodate the Youth and Social Services Unit. Trustee Seidman moved, seconded by Trustee Ehlers, that formai-.bid procedures be waived and a contract awarded to Saydak Construction for remodeling work in the basement area of the Police Department in an amount not to exceed $16,790.00. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) VEHICLE PURCHASE The Police Department requested authoriza- tion to purchase three vehicles under the State Purchasing Contract; two 1991 Chevrolet Caprice Police Pursuit vehicles and one 1991 Ford Aerostar Mini Van. Trustee Rosenthal moved, seconded by Trustee Swanson, that the Police Department be authorized to purchase three vehicles under the State Purchasing Contract.in accordance with the Police Chief's report in an amount not to exceed $35,875.60. Motion carried by the following vote: AYES: Ehlers, Marovitz, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) DISCUSSION Trustee flags be until the end of the Gulf War to people. Rosenthal suggested that American displayed in the downtown area show support for our service Chris Noon, representing the neighbor to the north of the Flodstrom property on Pfingsten Road, discussed the proposed spoil disposal plan. He was concerned about possible harmful effects to his building's driveway and parking lot. A letter agreement drafted by the Village Attorney which includes certain conditions specified by the other two neighbors and the Village regarding the spoil disposal plan will be forwarded to Flodstrom. A Letter of Credit, in an amount to be determined, will be required to assure that any problems with the project will be corrected.
