The regular meeting of the board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, October 15, 1990, at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
Marvin Ehlers
James L. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
J. Robert York
Absent: Vernon E. Swanson
and that a quorum was present and in attendance. Also present was
Village Manager.Robert Franz and Attorney Herb Linn.
Trustee Seidman moved, seconded by Trustee Rosenthal, that the
minutes of the previous meeting be approved. Motion carried
unanimously.

An inquiry was raised by Trustee York regarding publication of legal
notices. The Board agreed that legal notices for the Village should
be placed in publications that have wide circulation in Deerfield.
PROCLAMATIONS Mayor Forrest read Proclamations designat-
ing October 20 -28, 1990 as Red Ribbon Week
and Drug Free America Week in Deerfield and October 15 through
October 21, 1990 as Deerfield Enhanced 9 -1 -1 Week.
Trustee Rosenthal moved, seconded by Trustee Ehlers, that the
Proclamations be accepted. Motion carried unanimously.
There was a brief discussion of the Enhanced 9 -1 -1 system with
Police Chief Richard Brandt. Ken Smith, representing Illinois
Bell, installers of the system, presented the Board with mementos in
appreciation of their support for Enhanced 9 -1 -1.
MANPOWER COMMISSION Mayor Forrest announced the following
appointments by the Manpower Commission:
Debra Singleton, Chairperson, Deerfield Energy and Resource Recovery

Deerfield Cemetery Commission.
Trustee Seidman moved, seconded by Trustee Marovitz, that the
appointments be approved. Motion carried unanimously.
REZONING AND SPECIAL The Plan Commission recommended approval of
USE - MEDICAL OFFICES petitioner's request to establish medical
760 OSTERMAN facilities at 760 Osterman and recommended
rezoning the subject property from I -2
Limited Industrial District to C -3 Limited Industrial District. The
Village Center Development Commission also recommended rezoning 760
Osterman to the C -3 classification.
Trustee Rosenthal moved, seconded by Trustee Seidman, that the
recommendations of the Plan Commission and VCDC for rezoning 760
Osterman to a C -3 classification be accepted subject to dedication
and easement for the extension of Robert York Avenue. Motion
carried unanimously.
VILLAGE CENTER BOUNDARY Trustee Seidman moved, seconded by Trustee
Ehlers, to table the recommendation of the
Village Center Development Commission that the Village consider
expanding the Village Center boundary south to include the property
between Waukegan Road and the railroad tracks, south to Rates Road.
Motion carried unanimously.

FRONT YARD VARIATION Ordinance granting front yard variation -
1266 WOODLAND DRIVE 1266 Woodland Drive, Donald and Jean
Pfeifer. First reading.
Trustee Marovitz moved, seconded by Trustee Rosenthal, that the
Consent Agenda be approved. Motion carried unanimously.
BANNOCKBURN'S PROPOSED Bannockburn Trustee Michael Grutza
TRAFFIC RESTRICTIONS discussed a traffic study conducted by
Northwestern University Traffic Institute
and another that will be finalized in 3 months. Proposed traffic
restrictions are one way traffic only going north on Telegraph Road
from the Wilmot intersection from 7 to 9 A.M. and one way traffic
only going south from Wilmot and Telegraph Road. Turn restrictions
will remain on Wilmot and Duffy Lane. Mr. Grutza agreed to share
the traffic study with Deerfield when it is completed.

BRIARWOOD COUNTRY CLUB Trustee Marovitz moved, seconded by Trustee

DISCUSSION Bret Rappaport, representing the Deerfield
Committee to Preserve Thorngate, discussed
the Thorngate matter. He suggested the Village send a letter to the
Lake County Board advising them of Deerfield's pledge not to annex
the Thorngate property. This suggestion was rejected by the Board.
Mr. Rappaport noted that the Illinois Local Land Resource Management
Planning Act deals with intergovernmental agreements for preserva-
tion of natural resources, open space and recreation between
counties and municipalities with $100,000 per year financial support
from the State. He suggested negotiations between Riverwoods,
Deerfield and Lake County under this Act could be an advantage for
preserving Thorngate. The Board directed the Village Attorney to
review this Statute.

Marc Kreiter, a Deerfield resident, read a statement describing an
incident that occurred at his home where he had hosted a party on
October 6. Mr. Kreiter criticized the conduct of a certain police
officer involved in the in and suggested the Board request an
internal investigation of the officer's conduct and his fitness to
serve the community. Mayor Forrest requested a copy of Mr.
Kreiter's statement and advised him there would be a follow -up on
this matter.
There being no further business, upon motion of Trustee Ehlers,
seconded by Trustee Seidman, the meeting adjourned at 9:40 P.M.
