September 17, 1990
The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Clerk in the Council Chamber
of the Village Hall on Monday, September 17, 1990, at 8:00 P.M.
The Clerk called the roll and announced that the following were
Present: Marvin Ehlers
James L. Marovitz
Harriet E. Rosenthal
Vernon E. Swanson
J. Robert York
Absent: Bernard Forrest, Mayor
Edwin B. Seidman
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Swanson moved, seconded by Trustee York, that Trustee
Rosenthal be named Mayor Pro Tem. Motion carried unanimously.
Trustee Marovitz moved, seconded by Trustee Swanson, that the
minutes of the previous meeting be approved. Motion carried
unanimously.
BILLS AND PAYROLL Trustee Marovitz moved, seconded by
Trustee Ehlers, that the Bills and Payroll
be approved. Motion carried by the following vote:
AYES: Ehlers, Marovitz, Rosenthal, Swanson, York (5)
NAYS: None (0)
TREASURER'S REPORT Due to Finance Director George Valentine's
absence, Village Manager Robert Franz
summarized the Treasurer's report. Sales tax receipts for May
have declined by 9% compared to May of last year. There-is a 1%
decline over the last 12 months. General Fund revenues continue
to be slightly in excess of projection. As of July 31, 101.6% of
cash was invested at an average interest rate of 8.11 %.
TEXT AMENDMENTS The Plan Commission recommendation is not
REGULATING LOTS IN to approve the proposed text amendments
DEPTH (FLAG LOT) to the Zoning Ordinance and Subdivision
Code which would preclude lot -in -depth
subdivisions.
Trustee York moved, seconded by Trustee Ehlers, to accept the Plan
Commission recommendation to reject the proposed text amendments
to the Zoning Ordinance and Subdivision Code which would preclude
lot -in -depth subdivisions. Motion carried unanimously.
SUBDIVISION OF The Plan Commission recommended denial of
1545 GREENWOOD - petitioner's proposed subdivision.
EMALFARB
Martin Miller, an attorney representing
petitioner, reviewed the background of the proposed subdivision.
He requested. the September 12, 1990 letter from petitioner's
attorney to Mayor Forrest be treated as part of the minutes since
it addressed all of the issues that were raised at the Public
Hearing. Lawrence Weir,- Jim Carra and Brian Garrett, Deerfield
residents, expressed their views regarding the proposed subdi-
vision.
Trustee Marovitz moved that the Plat of Subdivision be approved.
The motion failed due to lack of a second.

After further discussion, Trustee Marovitz moved, seconded by
Trustee Ehlers, that the Plan Commission recommendation to deny
petitioner's request for the proposed subdivision be accepted.
Motion failed by the following vote:
AYES: Swanson, York (2)
NAYS: Ehlers, Marovitz, Rosenthal (3)
Trustee Marovitz moved, seconded by Trustee Ehlers, that the Plat
of Subdivision be approved subject to the driveway being relocated
to the west side of the lot and there be full compliance for both
lots as to yard requirements. Motion carried by the following
vote:
AYES: Ehlers, Marovitz Rosenthal (3)
NAYS: Swanson, York (2�
REZONING, SPECIAL USE Plan Commission recommended approval of
PUD, RESUBDIVISION - petitioner's request to rezone the R -1
DRAPER & KRAMER parcels to I -1 and to amend the text of
(LAKE COOK ROAD) the Zoning Ordinance to include an
Automobile Claims Facility as a Special
Use. The Plan Commission also recommended that the PUD be
approved subject to the review of signage, location of
mechanicals, location of trash disposal facilities, and the
rezoning and resubdivision of the property be subject to the
Planned Unit Development.
Trustee Marovitz abstained from discussion of this matter. Alice
Lee, Project Manager for Draper & Kramer, answered inquiries from
the Board and exhibited sketches of the proposed Automobile Claims
Facility and the property site.
Trustee Ehlers moved, seconded by Trustee York, that the recom-
mendation of the Plan Commission regarding, rezoning,
resubdivision, Special Use and Planned Unit Development for the
property south of Lake Cook Road at Pine (Draper & Kramer) be
approved. Motion carried by the following vote:
AYES: Ehlers, Rosenthal, Swanson, York (4)
NAYS: None (0)
ABSTAINED: Marovitz (1)
RECYCLING OF PLASTICS Kent Street, Assistant to the Village
Manager, reviewed the recommendation of
the Deerfield Energy Advisory and Resource Recovery Commission
regarding collection of plastic soft drink bottles (PET) and other
colored plastic containers (HDPE -2). In October, plastic milk and
water bottles will be collected. The cost of providing collection
of PET plastics and other colored plastic containers between
October and April would be $16,555• Due to the significant
expense of this unbudgeted service, the Committee recommended that
consideration be deferred until next spring by the Finance
Committee.
Trustee Marovitz moved, seconded by Trustee Ehlers, that the
recommendation of the Deerfield Energy Advisory and Resource
Recovery Commission be approved and this matter be referred to the
Finance Committee for next year's budget. Motion carried
unanimously.
DISCUSSION Lawrence Weir, 1111 Wilmot Road, discussed
his visit to the Village Plaza where he
test sat on one of the benches and found it to be totally
uncomfortable. He suggested the Village have the benches
redesigned before installing the remainder of them.
