The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Tuesday, September 4, 1990, at 8:00 P.M.
The Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
Marvin Ehlers
James L. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
J. Robert York
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Trustee Seidman moved, seconded by Trustee Rosenthal, that the
minutes of the previous meeting be approved. Motion carried
unanimously.
COMMUNITY DEVELOPMENT Barbara Houpt, Director of Community
DEPARTMENTAL OBJECTIVES Development, reviewed the report she
had submitted to the Board. The post
census housing unit and population counts had been received.
Initial review indicates that the material is incomplete and
further review of all data will be made. Formulation of new
amendments to the Zoning Ordinance, particularly those relating
to signage regulations, have been made. These amendments will be
incorporated into the Zoning Ordinance and reprinted for
distribution and sale in the near future.
RESUBDIVISION REQUEST The Plan Commission recommends approval
980 BRAND LANE - of the resubdivision as proposed, with
JOHNSTONE the stipulation that the petitioner,
dedicate to the Village the area where the
existing public sidewalk on the northwest corner of the property
is located, that all construction traffic must access from Margate
Terrace only, and that trees are to be preserved to the extent
possible.
Richard Johnstone, developer of the property, indicated his
reason for choosing Brand Lane access rather than Margate Terrace
was due to the heavy traffic and previous accidents on Margate
Terrace. Peter Levy, Jim Beard and Mary Hayne', residents of Brand
Lane expressed their concern with the removal of trees and
vegetation from the area, setback requirements of the new building
and access to the existing sidewalk. Mr. Johnstone promised to
preserve as many trees and vegetation as possible.
Trustee Ehlers moved, seconded by Trustee Rosenthal, that the
recommendation of the Plan Commission be accepted except that the
provision for limiting access only to Brand Lane should be
removed. Motion carried unanimously.
Consent Agenda

IMPOUNDMENT CHARGES
Trustee Seidman moved, seconded by Trustee Marovitz, that the
Consent Agenda be approved and the Ordinances adopted. Motion
carried by the following vote:
AYES: Ehlers, Marovitz, Rosenthal, Seidman, York (5)
NAYS: None (0)
EXTENSION- PRELIMINARY Trustee Marovitz moved, seconded by
PLAT OF RESUBDIVISION Trustee Ehlers, that a six month extension
ASPEN WAY /KOGEN of Preliminary Plat of Resubdivision -
Aspen Way /Kogen be approved. Motion
carried unanimously.
AWARD OF CONTRACT This contract is for scheduled maintenance
WASTE WATER TREATMENT work rewiring corroded and exposed control
PLANT and power circuits between Digesters No.
1, 2 , 3 and the chlorine building at the
Waste Water Treatment Plant.
Trustee Seidman moved, seconded by Trustee Marovitz, that a
contract be awarded to Deerfield Electric for scheduled
maintenance work at the Waste Water Treatment Plant at a cost not
to exceed $28,000. Motion carried by the following vote:
AYES: Ehlers, Marovitz, Rosenthal, Seidman, York (5)
NAYS: None (0)
DISCUSSION Trustee Marovitz inquired how many parking
spaces were lost in connection with the
Chestnut Street rehabilitation. He was advised 30 spaces were
lost. The Chestnut Street road work should be completed by
September 12.
Trustee York mentioned several matters he wished to discuss. He
commented on the unkempt appearance of the roadside on the west
side of Waukegan Road at the north end of the Village with weeds
three feet high. He suggested the Village cut the weeds and keep
the area presentable.
Trustee York asked for a progress report on the improvements to
Deerfield Cemetery. Village Manager Franz reported 19 stones were
reset, the fence painted, the entire grounds rolled in the spring,
additional trees to be planted this fall and some of the lower
spaces will be filled with dirt.
Trustee York commented on youngsters skateboarding in the Commons.
The skateboard issue had been raised before but no recommendations
have been made. Trustee York requested some action be taken on
this matter.
Another item Trustee York raised was traffic blocking the Commons
and Bank driveways on Waukegan Road between 4 :45 P.M. and 6:00
P.M. He suggested a policeman direct traffic during that time.
Police Chief Brandt noted there were not enough officers available
for such an assignment due to traffic problems throughout the
Village at that time. A "Do Not Block the Intersection" sign will
be posted to see if that will help solve the problem.
There being no further business, upon motion of Trustee
Rosenthal, seconded by Trustee Marovitz, the meeting adjourned
at 9:10 P.M.
