The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, August 20, 1990, at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard Forrest, Mayor
Marvin Ehlers
James L. Marovitz
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
J. Robert York
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney James Stucko.
Mayor Forrest noted that in the minutes of the previous meeting
regarding the Deerfield Public Library, Tom Parfitt should have
been identified as president of the Deerfield Library Board not
as a representative of White Way Sign. Trustee Seidman moved,
seconded by Trustee Ehlers, that the minutes of the previous
meeting, as amended, be approved. Motion carried unanimously.
BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee
Marovitz, that the Bills and Payroll be
approved. Motion carried by the following vote:
AYES: Ehlers, - Marovitz, Rosenthal, Seidman, Swanson, York (6)

TREASURER'S REPORT Finance Director George Valentine reported
that July sales tax receipts were 3% less
than the previous July. Other Revenues are about $90,000 over
projections, due in part to a refund of prior years insurance
premiums to MICA and Ordinance Violations. Water purchases are
14% behind last year's sales. 101.13% of cash was invested at an
average interest rate of 8.2 %.
PROCLAMATION Mayor Forrest proclaimed the week of
August 27 to be School's Open Safety Week
in Deerfield. Trustee Swanson moved, seconded by Trustee
Rosenthal, that the Proclamation be accepted. Motion carried
unanimously.
FUTURE STREETSCAPE The Streetscape Design Task Force recom-
mends the Village proceed with acquiring
necessary easements so that Streetscape construction may start
next Spring on the section of sidewalk from the Plaza south along
the west side of Waukegan Road to Osterman Avenue.
Trustee Marovitz moved, seconded by Trustee Ehlers, that the
recommendation of the Streetscape Design Task Force be accepted.
Motion carried unanimously.

PUBLIC LIBRARY Trustee Seidman moved, seconded by Trustee
Marovitz, that the rules be waived to
permit passage of the Ordinances on first reading. Motion carried
unanimously.
Trustee Seidman moved, seconded by Trustee Marovitz, that the
Ordinance re Text Amendments for Signage in the P -1 District and
the Ordinance re Amendment to Special Use for sign, Deerfield
Public Library be adopted. Motion carried by the following vote:

DISCUSSION Village Manager Robert Franz gave an
update on the water situation in Deerfield
over the weekend. He reported that 5.7 inches of rain fell from
Friday afternoon through Monday. Normally two and a half to three
million gallons a day go through the treatment plant, but during
the three day period, 34 million gallons were pumped. The
Deerfield Road pumping station handled 3.8 million gallons and the
Warwick station handled 5.2 million gallons. There were fewer
problems experienced this time. Only 16 calls were received
versus 40 to 50 calls when two inches of rain would fall in the
past. In response to Trustee Swanson's inquiry, Mr. Franz advised
that the Bannockburn reservoir was half full during the heavy
rainfall. The maintenance and operation of the reservoir are in
the hands of the contractor and the Army Corps of Engineers.
There being no further business, upon motion of Trustee Seidman,
seconded by Trustee Rosenthal, the meeting adjourned at 8:35 P.M.
