07/02/1990July 2, 1990 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, July 2, 1990, at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard J. Forrest, Mayor Marvin Ehlers James L. Marovitz Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: Harriet B. Rosenthal and that a quorum was present and in attendance. Also present was Kent Street, Assistant to the Village Manager and Attorney James Stucko. Trustee Seidman requested the minutes amended by noting that Jack Cooper was not a certificate, in appreciation for Pension Board. Trustee Seidman moved, Marovitz, that the minutes as amended, carried unanimously. of the previous meeting be presented with a plaque, his service on the Police seconded by Trustee be approved. Motion Mayor Forrest announced that David Rudolph has been appointed to the Police Pension Board to fill Jack Cooper's unexpired term. Trustee Marovitz moved, seconded by Trustee Swanson, that the appointment of David Rudolph to the Police Pension Board be approved. Motion carried unanimously. STAFF REPORT ON TEMPORARY SIGNAGE Forrest suggested garage sale signs Trustee Seidman inquired who is responsible for removal of temporary garage sale signs that remain standing several days after the sale date. Mayor that Staff review the regulations governing and issue a report. Trustee York expressed concern that the proposed provisions regarding temporary business signs in windows was detrimental to retail businesses. Jim Golding, President of the Deerfield Chamber of Commerce, Richard Ricordati and Leo Kabat, Deerfield retailers, voiced their disapproval of provisions limiting window signage space of retail businesses. Trustee York moved, seconded by Trustee Seidman, that Section 9.3 -7, Temporary Business Signs, be deleted from the Temporary Signage provisions. Motion carried unanimously. Mayor Forrest recommended the Chamber of Commerce be given copies of the Staff Report on Temporary Signage for their review and comments. Trustee Marovitz moved, seconded by Trustee Ehlers, that the report of Staff re Temporary Signage be tabled for two months. Trustee Seidman moved, seconded by Trustee Swanson, that the rules be waived to permit passage of the Ordinances on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marovitz, that the Consent Agenda be accepted and the Ordinances adopted. Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) AWARD OF BID 1990 MFT CONTRACT CONCRETE PATCHING AYES: Ehlers, Ma NAYS: None (0) Trustee Seidman moved, seconded by Trustee York, that a concrete patching contract be awarded to Schroeder & Schroeder at a unit cost not to exceed $25.65 /square yard. Motion carried by the following vote: rovitz, Seidman, Swanson, York (5) AWARD OF BID Trustee Marovitz moved, seconded by 1990 MFT CONTRACT Ehlers, that a thermoplastic pavement THERMOPLASTIC PAVEMENT marking contract be awarded to Mark -It MARKING Corp. at a cost not to exceed $10,058.00. Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) AWARD OF BID Trustee Marovitz moved, seconded by 1990 MFT CONTRACT Trustee Ehlers, that a contract be awarded INLET RECONSTRUCTION to Meyerbrook Contractor for inlet recon- struction at a cost not to exceed $23,562.00. Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) AWARD OF BID Trustee Seidman moved, seconded by Trustee 1990 MFT CONTRACT York, that a contract be awarded to Albany ASPHALT RUBBER CRACK Carbide for asphalt rubber crack sealant SEALANT at a cost not to exceed $0.2245/ #• Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) AWARD OF BID Trustee Marovitz moved, seconded by 1990 MFT CONTRACT Trustee Seidman, that a contract be BITUMINOUS PATCHING awarded to Skokie Valley Asphalt for MIXTURE bituminous patching mixture at a cost not to exceed $19.95/ton. Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) SPLIT DOLLAR INSURANCE The Split Dollar Insurance Plan will be PROGRAM offered to the Village Manager and four department heads. Both the employer and employee pay a portion of the annual premium. Authorization is needed from the Board to sign the Split- Dollar and Retrieval Agreements with eligible management personnel. -2- f f Trustee Ehlers moved, seconded by Trustee York, that the Mayor be authorized to sign Split- Dollar and Retrieval Agreements with eligible management personnel. Motion carried by the following vote: AYES: Ehlers, Marovitz, Seidman, Swanson, York (5) NAYS: None (0) DISCUSSION: Trustee Swanson mentioned that his neighbor was unable to purchase a paper recycling bag and stopped by the Village Hall for a complimentary bag. Supplies in the local stores were exhausted. Kent Street advised that the stores received supplies that day. Trustee York proposed that the Police Department make an in depth study of video material available in Deerfield.. The Board determined that censorship was not something the Village should be involved with.
