The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Monday, July 2, 1990, at 8:00 P.M. The
Clerk called the roll and announced that the following were
Present: Bernard J. Forrest, Mayor
Marvin Ehlers
James L. Marovitz
Edwin B. Seidman
Vernon E. Swanson
J. Robert York
Absent: Harriet B. Rosenthal
and that a quorum was present and in attendance. Also present was
Kent Street, Assistant to the Village Manager and Attorney James
Stucko.

Mayor Forrest announced that David Rudolph has been appointed
to the Police Pension Board to fill Jack Cooper's unexpired term.
Trustee Marovitz moved, seconded by Trustee Swanson, that the
appointment of David Rudolph to the Police Pension Board be
approved. Motion carried unanimously.
STAFF REPORT ON
TEMPORARY SIGNAGE
Forrest suggested
garage sale signs
Trustee Seidman inquired who is
responsible for removal of temporary
garage sale signs that remain standing
several days after the sale date. Mayor
that Staff review the regulations governing
and issue a report.
Trustee York expressed concern that the proposed provisions
regarding temporary business signs in windows was detrimental to
retail businesses. Jim Golding, President of the Deerfield
Chamber of Commerce, Richard Ricordati and Leo Kabat, Deerfield
retailers, voiced their disapproval of provisions limiting window
signage space of retail businesses.
Trustee York moved, seconded by Trustee Seidman, that Section
9.3 -7, Temporary Business Signs, be deleted from the Temporary
Signage provisions. Motion carried unanimously.
Mayor Forrest recommended the Chamber of Commerce be given copies
of the Staff Report on Temporary Signage for their review and
comments.
Trustee Marovitz moved, seconded by Trustee Ehlers, that the
report of Staff re Temporary Signage be tabled for two months.
Motion carried unanimously.

SPLIT DOLLAR INSURANCE The Split Dollar Insurance Plan will be
PROGRAM offered to the Village Manager and four
department heads. Both the employer and
employee pay a portion of the annual premium. Authorization is
needed from the Board to sign the Split- Dollar and Retrieval
Agreements with eligible management personnel.

Trustee Ehlers moved, seconded by Trustee York, that the Mayor be
authorized to sign Split- Dollar and Retrieval Agreements with
eligible management personnel. Motion carried by the following
vote:

DISCUSSION: Trustee Swanson mentioned that his
neighbor was unable to purchase a paper
recycling bag and stopped by the Village Hall for a complimentary
bag. Supplies in the local stores were exhausted. Kent Street
advised that the stores received supplies that day.
Trustee York proposed that the Police Department make an in depth
study of video material available in Deerfield.. The Board
determined that censorship was not something the Village should be
involved with.
There being no further business, upon motion of Trustee Marovitz,
seconded by Trustee Seidman, the meeting adjourned at 8:55 P.M.
