04/02/1990April 2, 1990 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Clerk in the Council Chamber of the Village Hall on Monday, April 2, 1990, at 8:00 P.M. The Clerk called the roll and announced that the following were Present: James L. Marovitz Cynthia J.,Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: Bernard J. Forrest, Mayor and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Rosenthal moved, seconded by Trustee York, that Cynthia Marty be named Mayor Pro Tem. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes of the previous meeting be approved. Motion carried unanimously. PROCLAMATION Mayor Pro Tem Marty read a proclamation designating April 15 through April 22, 1990 to be Earth Week in Deerfield. Trustee Swanson moved, seconded by Trustee Marovitz, that the Proclamation be accepted. Motion carried unanimously. REDEVELOPMEMT TASK The Redevelopment Task Force has submitted FORCE - REQUEST FOR a report regarding a mixed use development PROPOSAL /SOUTHEAST of the southeast corner of Deerfield and QUADRANT Waukegan Roads and recommends obtaining proposals from private developers. Mayor Pro Tem'Marty read a statement by Mayor Forrest (attached) in which he urged approval of the Request for Proposal. Trustee Seidman moved, seconded by Trustee Swanson, that the recommendation of the Redevelopment Task Force, southeast quadrant re Request for Proposal (RFP) be approved. Motion carried by the following vote: AYES: Marovitz,.,,14Iar-ty, Rosenthal, Seidman, Swanson, York (6) Nays: None DEERFIELD CEMETERY The Board discussed the report of the IMPROVEMENTS Deerfield Cemetery Commission and Staff regarding improvements to the Deerfield Cemetery. John Willman, representing the Commission, was in attendance to discuss the project. Trustee Rosenthal suggested some type of endowment or trust fund be established with the money donated by Mrs. Marian Meyer. The money could be used for ongoing care of the cemetery. Improvements the Board recommended were planting some ornamental trees, "leve.-Ling the center walkway and repairing the brick walk at the entrance. Mayor Pro Tem Marty advised she would contact Mrs. Meyer. to discuss the recommenda- tions of the Board and confirm this is what Mrs. Meyer had in mind for the Deerfield Cemetery. Trustee Seidman moved, seconded by Trustee York, that the Report and Recommendation of Deerfield Cemetery Commission and Staff re improvements to the Deerfield Cemetery be tabled to the next meeting. Motion carried unanimously. FINAL PLAT OF The Plan Commission finds the Final Plat RESUBDIVISION - of Resubdivision to be in substantial 244 KENMORE conformance to the originally approved Plat and recommends approval. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Plan Commission regarding request for finding of substantial conformance - 244 Kenmore (Deal) be approved. FACILITY) Trustee Seidman moved, seconded by Trustee York, that the rules be waived to permit passage of the Ordinance re authorizing Special Use /Multiple Use - 450 Lake Cook Road, Kleinschmidt on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Rosenthal, that the Consent Agenda be_: ".4pproved and the Ordinances adopted. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) IDOT RESTRICTIONS - The Illinois Division of Water Resources LAWN SPRINKLING has apprised the Village regarding new regulations governing lawn sprinkling. Effective this year, each municipality receiving water from Lake Michigan must, by ordinance, regulate lawn sprinkling from May 1-5 through September 15. T_?'nT will review ordinances to verify compliance. Village Staff recommends lawn sprinkling be permitted only between 6:00 P.M. and noon, odd numbered and even numbered addresses sprinkle on odd and even numbered dates with 6 P.M. determining the date, and fines for violators set at $25 for residents and $100 for commercial /industrial. Trustee Rosenthal moved, seconded by Trustee Marovitz, that the Attorney be directed to prepare an ordinance incorporating IDOT requirements.
