The regular meeting of the Board of Trustees of the Village of
Deerfield was called to order by the Mayor in the Council Chamber
of the Village Hall on Tuesday, February 20, 1990, at 8:00 P.M.
The Clerk called the roll and announced that the following were
Present:. Bernard Forrest, Mayor
James L. Marovitz
Cynthia J. Marty
Harriet B. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
J. Robert York
and that a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Attorney Herbert Linn.
Trustee Seidman moved, seconded by Trustee Marty, that the minutes
of the previous meeting be approved. Motion carried unanimously.
BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee
Marovitz, that the Bills and Payroll be
approved. Motion carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)
TREASURER'S REPORT Finance Director George Valentine reported
that sales tax receipts for the month of
January were down about 11% from last year. Expenditures were
within projections. As of January 31, 100.2% of cash was invested
at an average interest rate of 8.627 %.
PROCLAMATION Mayor Forrest proclaimed the month of
March 1990 to be Youth Art Month in the
Village of Deerfield. Trustee Marty moved, seconded by Trustee
Marovitz, that the Proclamation be accepted. Motion carried
unanimously.
TEXT AMENDMENT TO The Plan Commission recommended adoption
SIGNAGE PORTION OF of the proposed revisions for shopping
ZONING ORDINANCE centers of over 500,000 sq. ft. gross floor
area, reflecting the signage plan which has
been approved for the Deerbrook Shopping Center. The Plan
Commission also considered it advisable to reorganize the C -2
signage provisions to reflect the needs of the various size
shopping centers in the Village.
Trustee Seidman moved, seconded by Trustee Marty, that the
recommendation of the Plan Commission regarding text amendment to
the signage portion of the Zoning Ordinance - C -2 Shopping Centers
of over 500,000 sq. ft. of gross floor area be accepted and the
Attorney directed to prepare the necessary ordinance. Motion
carried unanimously.
MORATORIUM ON PERMITS The Village Center Development Commission
FOR SOUTHEAST QUADRANT recommended that there be a moratorium on
REDEVELOPMENT AREA issuing permits in the southeast quadrant
of the Village until the Redevelopment Task
Force and Board of Trustees have resolved development issues.
Trustee Marty moved, seconded by Trustee Rosenthal, that Village
Staff not accept applications for permits of any kind, except on
an emergency basis, between now and the next Board meeting at
which time the Board will consider.a resolution declaring a
moratorium on permits in the south east quadrant. Motion carried
unanimously.
MANPOWER COMMISSION Mayor Forrest announced the appointment of
Rosemary Sazonoff as a member of the
Deerfield Youth Council. Trustee Marty moved, seconded by Trustee
Marovitz, that the appointment be approved. Motion carried
unanimously.

Trustee Marty moved, seconded by Trustee
Seidman, that the Ordinance re stop signs on Fairview at Rosewood
be adopted. Motion carried by the following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)
NAYS: None (0)

Chief of Police Richard C. Brandt appeared
before the Board to recommend terminating
the Reciprocal Taxicab Licensing Agreement
He noted the reason for his recommendation
concern with taxis not passing inspection in
Bing licensed by Highland Park.
Walter Kelly of North Suburban Yellow Cab was not in favor of
rescinding the agreement and stated that most of the drivers in
his association would not seek licensing in Deerfield.
Franklin Eleg, sales and business manager of 303 Cab Association
Inc., commented that no other community in the area has reciprocal
license agreements. His drivers would be willing to undergo
inspection and obtain a Deerfield license.
Trustee Seidman moved, seconded.by Trustee Marovitz, that the
Reciprocal Taxicab Licensing Agreement with Highland Park be
rescinded. Motion carried unanimously.

BID - Trustee Marty moved, seconded by Trustee
HYDRAULIC Rosenthal, that authorization be given to
$8,159. Motion
_ purchase an impulse hydraulic breaker from
Burris Equipment at a cost not to exceed
carried by the following vote:

NAYS: None (0)
There being no further business, upon motion of Trustee Seidman,
seconded by Trustee Marty, the meeting adjourned at 8:55 P.M.
