01/15/1990January 15, 1990 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Clerk in the Council Chamber of the Village Hall on Monday, January 15, 1990, at 8:00 P.M. The Clerk called the roll and announced that the following were Present: James L. Marovitz Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman J. Robert York Absent: Bernard Forrest, Mayor Vernon E. Swanson and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee Rosenthal moved, seconded by Trustee York, that Trustee Marty be named Mayor Pro Tem. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Rosenthal, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee Marovitz, that the Bills and Payroll be approved. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, York (5) NAYS: None (0) TREASURER'S REPORT Finance Director George that sales tax receipts September were about 6% less than the previous up 5% for the 12 month period. Other revenues Hotel tax is up 8% over projection, state inco projection. Cash and investments for December 101.2% cash invested. Valentine reported for the month of September but were are doing well. me tax 12% over averaged 8.54% with DEPARTMENT OBJECTIVES James Soyka, Director of Public Works and PUBLIC WORKS/ Engineering, introduced his assistant ENGINEERING Barbara Little, who joined the department in May 1989. He reviewed the Status Report submitted to the Board. Mr. Soyka noted that the Warwick Avenue Pumping Station is fully operational and/ clean up work will be done in the spring. Various developers will be billed by the Department for monies owed the Village. The pedestrian bridge at the railroad station will be open the following day. MANPOWER COMMISSION Mayor Pro Tem Marty announced two appointments to the Ad Hoc Committee on Reckless Driving: Robert Graham was named Chairman of the Committee and Paul Adams was appointed a member of the Ad Hoc Trustee Rosenthal moved, seconded by Trustee Marovitz, that the appointments be approved. Motion carried unanimously. STREETSCAPE - FINAL The Streetscape Design Task Force recom- DESIGN PLANS /VILLAGE mended approval of the final design plans PLAZA for the Village Plaza and that Harland Bartholomew and Associates be directed to begin the bid phase so that construction can begin this spring. Trustee Marovitz moved, seconded by Trustee Seidman, that the recommendation of the Streetscape Design Task Force re Final Design Plans - Village Plaza be accepted. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, York (5) NAYS: None (0) RIGHT TURN ON RED - The Safety Council recommended that right DEERFIELD /WAUKEGAN turn on red be continued to be permitted ROADS at the Deerfield /Waukegan Roads intersec- tion. Trustee Seidman moved, seconded by Trustee Marovitz, that the recommendation of the Safety Council re right turn on red continue to be permitted at the Deerfield and Waukegan Roads intersection be approved. Motion carried unanimously. The Board recommended police enforcement at this intersection of the traffic rule regarding a full stop before a right turn on red. STOP SIGNS - FAIRVIEW The Safety Council recommended that stop AND ROSEWOOD signs be posted for north and south bound Fairview traffic at Rosewood. Trustee Seidman moved, seconded by Trustee York, that stop signs be posted for north and southbound Fairview traffic at Rosewood and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. Roy Lipner, a Deerfield resident, commented on the absence of stop or yield traffic signs on Burr Oak and Rosewood causing a hazardous traffic situation. The Board referred this matter to the Safety Council for further consideration. Trustee Rosenthal suggested the Dartmouth /Willow intersection be considered by the Safety Council for a safety study. INTERIOR PARKING SIGNAGE Trustee Marovitz moved, seconded by'Trustee Rosenthal, that the Consent Agenda be approved and the Ordinance adopted. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, York (5) NAYS: None (0) Mayor Pro Tem Marty recessed the meeting to Tuesday, January 23, 8:00 P.M. in order to obtain more information from Mayor Forrest and Trustee Swanson, who were absent that evening, on authorization of the Mayor to sign the revised Memorandum of Local Cooperation and Escrow Agreement re Lake -Cook Road Retention Basin. Trustee Rosenthal moved, seconded by Trustee York, to recess the meeting to Tuesday, January 23, 8:00 P. M. Motion carried unanimously. Meeting recessed at 8:40 P.M. -2-
