01/02/1990January 2, 1990 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Tuesday, January 2, 1990, at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: James L. Marovitz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney Herbert Linn. Trustee Seidman moved, seconded by Trustee Marty, that the minutes of the previous meeting be approved. Motion carried unanimously. FRONT YARD VARIATION TERRELL GOEKE 1660 HERTEL LANE The Board of Zoning Petitioner is seeking a variation to permit construction of an addition produc- ing a 35 foot setback in lieu of the established front yard setback of 58 feet. Appeals recommended the variation be granted. Trustee Rosenthal moved, seconded by Trustee Marty, that the recommendation of the Board of Zoning Appeals re front yard variation, Terrell Goeke, 1660 Hertel Lane.be accepted and the Attorney directed to prepare the necessary ordinance. Motion carried unanimously. EXTENSION OF TEMPORARY OFF -SITE SIGNS FOR THE FOUNTAINS to request an extension Board of Zoning Appeals recommended granting petitioner a six month extension of the existing temporary off -site real estate /directional signs, with the right at the end of that time period. Trustee Rosenthal moved, seconded by Trustee Seidman, that the Board of Zoning Appeals recommendation re extension of temporary off -site real estate /directional signs for the Fountains be accepted, back dating the extension to October 1 when the original extension period expired. Motion carried unanimously. MANPOWER COMMISSION -Mayor Forrest announced the following appointments: Ad Hoc Committee Studying Reckless Driving Problem - Barry Freydberg, Edwin Josephson and Robert Graham; Nortran Board - Robert Benton reappointed. Trustee Seidman moved, seconded by Trustee Marty, that the appointments be approved. Motion carried unanimously. 0 -90 -1 ORDINANCE Ordinance re amendment to Special Use, Q,T)T'r!T AT. Trustee Marty moved, seconded by Trustee Seidman, that the Ordinance re amendment to Special Use, Woodland Park School (Sports Equipment Maintenance Shed) be'adopted. Motion carried by the following vote: AYES: Marty, Rosenthal, Seidman, Swanson, York (5) NAYS: None (0) MATAS 500 CORPORATION Trustee Marty moved, seconded by Trustee INTERIOR PARKING SIGNS Rosenthal, to remove the Ordinance Amending Signage Plan re Matas 500 Corporation Interior Parking Signage from table. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Swanson, that this stand as a first reading of the Ordinance. Motion carried unanimously. PRELIMINARY PLAT A request was made for a 6 month extension EXTENSION - WILLOW & of a Preliminary Plat - Special Use Planned COUNTRY LANE Residential Development /Resubdivision, southwest corner of Willow and Country Lane (Santi- DeLeonardi). Trustee Seidman moved, seconded by Trustee Marty, that approval be given for a 6 month extension of a Preliminary Plat - Special Use Planned Residential Development Resubdivision, southwest corner of Willow and Country Lane (Santi- DeLeonardi). Motion carried unanimously. DISCUSSION: Elliott Shear, Leonard Tworek and James Hellen, Deerfield residents, came before the Board to discuss their grievances and frustations with the Warwick Pumping Station project that has disrupted their neighborhood for almost two years. They suggested the Village perform better public relations by keeping the neighbors informed of the status of the project and its completion date and determining what damages have been incurred by the property owners. They also sought assurance that any damages caused by the project would be made good by the Village. Village Manager Robert Franz advised that the original contractor went bankrupt and, therefore, the September 1, 1989 completion date was not met. He stated that the street work should be completed by the end of the week. Curbing, sidewalks, street repairing and landscaping will be completed this spring. Trustee Rosenthal mentioned that the Streetscape'and Appearance Review Committees would be reviewing the final details for the Callner site on Monday, January 8. An invitation was extended to interested parties to attend the meeting. Mayor Forrest requested the final details be presented to the Board for its approval at the next meeting. Trustee York reported that a study by an unknown committee has revealed that Trustee Seidman is in first place for the number of first and second motions made at the Board meetings in the past year. Trustees Marty and Rosenthal tied for second place. There being no further business, upon motion of Trustee Seidman, seconded by Trustee Rosenthal, the meeting adjourned at 9:00 P.M.
