10/16/19891 .4 t ­P October 1.6, 1989 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, October 16, 1989 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor James L. Marovitz Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Attorney James Stucko. Trustee York moved, seconded by Trustee Marty, that the minutes of the previous meeting be approved. Motion carried unanimously. BILLS AND PAYROLL Trustee Seidman moved, seconded by Trustee Marty, that the Bills and Payroll be approved.. Motion.carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) TREASURER'S REPORT Finance Director George Valentine reviewed the Treasurer's report. Sales tax receipts for September were up 3% from the previous September and 8% for the year. Revenues and expenditures were within projections. 103% of cash was invested at an average interest rate of 8.78 %. PROCLAMATION Mayor Forrest proclaimed October 22 -29, 1989 as Red Ribbon Week and Drug Free America Week in Deerfield. Trustee Rosenthal moved, seconded by Trustee Marty, that the Proclamation be approved. Motion carried unanimously. MANPOWER COMMISSION Mayor Forrest announced the following appointments: Board of Zoning Appeals, Ted Kuczek; Manpower Commission, Jules Crystal; Youth Council, Mark Villano; Energy Advisory Commission, Cathy Passen. Trustee Seidman moved, seconded by Trustee Marty, that the appointments be approved. Motion carried unanimously. SPECIAL USE - LOUNGE Petitioner requested an ongoing.renewal of DANCING /HYATT HOTEL its Special Use to permit public dancing in the lounge of the Hyatt Hotel. A report from the Police Department indicated that no specific calls were received by them relating to the lounge. Trustee York moved, seconded by Trustee Mar the Hyatt Hotel for a Special Use to permit s'aA _1 r�'. 1te r�;3 +: b- carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Swanson, NAYS: Seidman (1) ty,. that the request of public dancing in the r;►rryrn� Ljnt,i nl+ York (5) R -89 -9 RESOLUTION At the September 1989 meeting of the Lake DISSOLUTION OF LAKE County Joint Action Solid Waste Planning COUNTY JOINT ACTION Agency, the Board of Directors were advised SOLID WASTE PLANNING that it would be prudent to begin the AGENCY necessary steps for dissolution of the agency. As a member of this Agency, a resolution to this effect was presented to the Village for passage. Trustee Rosenthal moved, seconded by Trustee Marty, that the Resolution re dissolution of the Lake County Joint Action Solid Waste Planning Agency be passed. Motion carried unanimously. ADDITIONAL ENGINEERING Additional expenses above the contract COSTS -LAKE COOK ROAD amount were incurred by the consultant BRIDGE for the Lake Cook Road Bridge due to the extent of utility relocations. The consultants have requested an amendment to their October 1988 contract in the amount of $24,300.00. Trustee Seidman moved, seconded by Trustee Marty, that the October 17, 1988 contract with Consoer Townsend Associates re construction services for the Lake Cook Road Bridge be amended in an amount not to exceed $24,300.00. Motion passed by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York-(6) NAYS: None (0) OFFICE FURNISHINGS - Trustee Marty moved, seconded by Trustee PUBLIC WORKS /PARK Rosenthal, that a contract for office DISTRICT FACILITY furnishings for the Public Works /Park District facility be awarded to Henricksen Office Interiors at a cost not to exceed $52,346.00. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) DISCUSSION: Trustee Marty inquired if the Village would respond to a resident's letter regarding false alarms caused by power failure. Village Manager Franz advised that a standard response would be sent explaining the Board has established a strict policy regarding false alarms. Trustee Seidman commented on the excellent participation shown in the Village recycling program. He thought the residents should be congratulated in the newsletter. Trustee Rosenthal suggested the newspapers remind the residents that recycling is handled only on Fridays. Mayor Forrest discussed a letter from the Village of Riverwoods regarding a Wetlands Ordinance that Lake County is considering. The Storm Water Management Committee will be reviewing this matter and will present its views at the next meeting. Trustee York asked the Board to reconsider joining the TMA Lake Cook Road Study. Several of the large corporations in the area are conducting studies and pooling their information in an effort to solve the traffic problems on Lake Cook Road. Trustee York felt that Deerfield should be more cooperative and lend support to the companies and neighboring communities. Village Manager Franz noted that the Village, when asked to join the study, felt that there should be a separation between the public and private di. ea navtne member, but will attend and participate in the meetings. Village Manager Franz updated the Board on efforts to resolve the problems relating to the Warwick Pumping Station contractor default. A series of meetings had been held with Baxter and Woodman and the bonding company, Reliance Insurance. A draft agreement has been drawn. The only open issue is the final amount of excess engineering costs. The Board was requested to approve the concept of the agreement in order to avoid a three week delay until the next meeting. -2- It 1 Trustee Marty moved, seconded by Trustee Seidman, that the Mayor be authorized to sign the agreement for completion of the Warwick Pumping Station project after resolution of excess engineering fees between Baxter and Woodman and Reliance Insurance Company. Motion carried by the following vote: AYES: 'Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) Nays: None (0) Village Manager Franz announced the Board would make a tour of public buildings on Saturday morning from 8 to 10 A.M. and invited the press to come along.
