01/03/1989January 3, 1989 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Tuesday, January 1989 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson J. Robert York Absent: James L. Marovitz and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Village Attorney Herbert •Linn.:. Mayor Forrest noted that the minutes of the previous meeting omitted Trustee York's name in the Roll Call, and the nomination of Cynthia J. Marty as Mayor Pro Tem. Trustee Marty requested the motion re Signage Modification, Corporate 500 Centre, third paragraph be amended to read "...that the existing 400 square feet, V shaped sign be permitted ....." Trustee Seidman moved, seconded by Trustee Marty, that the minutes of the previous meeting as amended be approve:;. Motion carried unanimously. SIGN MODIFICATION Petitioner, Lincoln Property Company, is 111 PFINGSTEN seeking a modification to permit the continued display of their temporary real estate sign. The Board of Zoning Appeals recommends denial of petitioner's request. Karin Kraii, representing, petitioner, explained their problem in complying with the signage regulations due to the unusual configur- ation and grading of their property. Petitioner suggested an alternative proposal that would combine a temporary and internal sign to permit more square footage. Trustee Marty moved, seconded by Trustee Rosenthal, that the recommendation of the Board of Zoning Appeals re modification of sigr_age provisions - 111 Pfingsten be accepted and the Attorney directed to prepare an ordinance granting a variation - in lieu of two signs, a temporary two sided sign of 50 square feet per side approxi- mately 40 feet from the property line and approximately 120`' "feet from the building. Motion carried unanimously. Trustee York requested the minutes reflect the Board's decision to grant this variation was due to the unusual shape of the property. Consent Agenda SPECIAL USE Amendment to Special Use, Briarwood Country BRIARtiOOD C.C. - Club golf cart facility. First reading. GOLF CART FACILITY FIRE LAIC ?ES (HYATT) Amendment to Section 22 -167 of the Municipal Code re fire lanes (Hyatt). First reading. Trust.ee.Swanson moved, seconded by Trustee Rosenthal that the. Consent Agenda be accepted. Motion carried unanimously. DISPOSITION OF Proposals were invited for demolition and CALLNER PROPERTY removal.of' the Callner property at 725 -731 Deerfield Road and 760 -766 Waukegan Road. Trustee Marty moved, seconded by Trustee Swanson, that a contract be awarded to U.S. Dismantlement Corp. for demolition of the Calmer proper) at 725 -731 Deerfield Road and 760 -766 Waukegan Road in an amount not to exceed $34,500. Motion carried by the following vote: AYES: Harty, Rosenthal, Sw;. ison, York (4) MAYS: None (0) ABSTAIN: Seidman Trustee Swanson suggested tzat some of the bricks be saved and for a possible heritage memento. He also noted the Historical Society might be interested in having some of the bricks from demolished property for historical purposes. 0 -89 -1 ORDINANCE NAMING ACCESS-AVENUE ROBERT YORK A`IENUE used the Trustee Rosenthal moved, seconded by Trustee Marty, that the ordinance naming Access Avenue be removed from table. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Rosenthal, that rules be waived to permit passage of the Ordinance on first reading. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Rosenthal, that the Ordinance naming Access Avenue be accepted. Motion failed by the following vote: AYES: None (0) NAYS: Mar y, Rosenthal, Seidman, Swanson, York (5) Trustee Marty moved, seconded by Trustee Rosenthal, that Access Avenue be named Robert York Avenue. Motion carried by the following vote: AYES: Marty, Rosenthal, Seidman, Swanson (4) NAYS: None ( 0 ) ABSTAIN: York 0 -89 -2 ORDINANCE Trustee Seidman moved, seconded by Trustee TRAFFIC REGULATIONS Rosenthal, that the Ordinance re traffic FOR ROBERT YORK regulations for Robert York Avenue be AVENUE ad- opted. Motion carried by the following .vote: AYES: Marty, Rosenthal, Seidman, Swanson, York (5) NAYS: None (0) 0 -89 -3 ORDINANCE The previous ordinance specified the 911 Surcharge surcharge begin on January 1, 1989. Since the surcharge cannot be imposed until 90 days after the election, the ordinance must be amended with a date of March 1. Trustee SDeidman moved, seconded by Trustee Rosenthal, that the rules be waived to permit passage of the ordinance on first re=ading. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Seidman, that the Ordinance amending Ordinance 0 -88 -75 re 911 Surcharge be adopted. Motion carried by the following vote: AYES: Marty, Rosenthal, Seidman, Swanson, York (5) NAYS: None (0) 911 INSTALLATION/ The Board discussed the various rates offered MAINTENANCE SERVICE by Illinois Bell for installation and network system. make a cash flow enable the Board maintenance service of an enhanced 911 Trustee Swanson suggested that George Valentine determination of the three contract rates to to decide which was the best for the Village. Trustee Swanson moved, seconded by Trustee Marty, that the authorization for the Mayor to sign 4 contract for enhanced 911 -2- installation and maintenance service be tabled to the next meeting. Motion carried unanimously. DISCUSSIOY Michael Malicki, representing Residence Inn of Marriott-, requested the Board to consider ranting a liquor license to Residence Inn allowing them to serve complimentary beer and wine to its registered guests a few nights a week. Since there is no fooc6 space at the Residence Inn, a separate classir'ication for dispensing liquor would have to be created. Trustee York moved, seconded by Trustee Rosenthal, that the attorneys representing Residence Inn work with the Village Attorney to draft an ordinance to cover this particular situation. Motion carried with Trustees Swanson and Seidman casting negative votes. Trustee York commented on the poor condition of the sidewalk from the Village Hall to Hazel. The snow had not been removed properly, leaving icy, hazardous sidewalks. Village Manager Franz promised better maintenance in the future.
