12/05/1988December 5, 1988 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the Mayor in the Council Chamber of the Village Hall on Monday, December 5, 1988 at 8:00 P.M. The Clerk called the roll and announced that the following were Present: Bernard Forrest, Mayor James L. Marovitz Cynthia J. Marty Harriet B. Rosenthal Edwin B. Seidman Vernon E. Swanson and that a quorum was present and in attendance. Also present was Village Manager Robert Franz and Village Attorney James Stucko. Trustee York was in attendance a few minutes after roll call. Trustee Marovitz noted that the minutes of the previous meeting regarding the nonconforming lot at 501 Wilmot needed clarification. Village Attorney James Stucko suggested the second line of the first paragraph read "petitioner to consider an appeal from the interpretation of ". Trustee Seidman moved, seconded by Trustee Marty, that the minutes of the previous meeting as amended be approved. Motion carried unanimously. MANPOWER COMMISSION Mayor Forrest announced the following appointments: Al Causey, reappointed to Human Relations Commission; Christine Sobek, Human Relations Commission; Tom Rubens, Board of Zoning Appeals; Lynn Neck Petty, Architectural Review Committee; Mindy Kolof, Cable Advisory Board. Trustee Seidman moved, seconded by Trustee Rosenthal, that the Manpower Commission appointments be approved. Motion carried unanimously. FINAL DEVELOPMENT PLAN -1318, 1306 1266 WAUKEGAN ROAD 0- 88 -78 ORDINANCE FINAL PLAT RESUB- DIVISION (FOX) 0 -88 -79 ORDINANCE FRONTYARD VARIATION (FOX) 0 -88 -80 ORDINANCE JOURNAL COURT MADE ONE WAY STREET Consent Agenda Ordinance re Final Development Plan - R -5 Planned Unit Development 1318, 13062 1266 Waukegan Road. First reading. Ordinance re Final Plat of Resubdivision southeast corner of Hackberry and Wilmot Roads (Fox). Ordinance re frontyard variation - southeast corner of Hackberry and Wilmot Roads (Fox). Ordinance re establishing Journal Court between Waukegan Road and Hazel Avenue as one way southbound. . Trustee Seidman moved, seconded by Trustee Marovitz, that rules be waived to permit passage of following ordinances on first reading: Final Plat of Resubdivision (Fox), frontyard variation (Fox) and establishing Journal Court as a one way street. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marty, that the Consent Agenda be approved and the ordinances adopted. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson (5) NAYS: None (0) 0 -88 -77 ORDINANCE EMBASSY SUITES SIGNAGE PLAN Trustee Rosenthal moved, seconded by Trustee Marty, that rules be waived to permit passage of the ordinance on first reading. Motion carried unanimously. Trustee Rosenthal moved, seconded by Trustee Marovitz, that the ordinance re amendment to Special Use - Signage Plan for Embassy Suites be adopted. Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) METRA AGREEMENT Village Manager Robert Franz discussed the COMMUTER STATION changes in the proposed Metra Agreement. LAKE COOK ROAD The language defines more explicitly the development of the balance of the land, the need for Metra to follow through on all Plan Commission and Village Board requirements on land*use petitions and clarification of who determines the breakdown for resident and nonresident parking. f Trustee Marty moved, seconded by Trustee Marovitz, that the Mayor be authorized to sign the Agreement with Metra re commuter train station on Lake Cook Road. Motion carried unanimously. VILLAGE PROSECUTOR Harold Winer, Village Prosecutor, requested HOURLY FEE an increase in his hourly fees, which had not been raised in over four years. Trustee Rosenthal moved, seconded by Trustee Marty, that the Village be authorized to increase the Village Prosecutor's hourly fee from $60 to $75• Motion carried by the following vote: AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None (0) PURCHASE OF ONE The Police Department is requesting authori- POLICE SQUAD CAR zation to purchase a new police car to replace the Watch Commander's car. Trustee Seidman moved, seconded by Trustee Swanson, that the Police Department be authorized to purchase one police car from S & K Chevrolet in an amount not to exceed $12,377.08. Motion carried by the following vote: AYES:, Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6) NAYS: None DISCUSSION: John Dolan, a Deerfield resident, commented on the lack of sidewalks on Lake Cook Road. The Board advised that Trammel Crow as part of their development on Lake Cook Road are required to build sidewalks from Forestway to the railroad tracks. Sidewalks on the north side of Lake Cook road will in the future extend from Pine Street to,the tracks. Village Manager Robert Franz noted the Municipal Code requires that any temporary traffic regulations be acknowledged at a Board meeting. Temporary traffic signs are in place at the following locations: 4 -way stop signs on Kates and Matas Roads, right turn only sign at Marathon parking lot exiting on Deerfield Road, and a no parking sign on east side of Waverly. Mayor Forrest announced the Kates Road Bridge will be officially opened on Saturday, December 10, 9 A:M. Mayor Forrest advised that the Board meeting on December 19 will be held at 7 P.M.
