The regular meeting of the Board of Trustees of the Village of Deerfield
was called to order by the Mayor in the Council Chamber of the Village
Hall on Monday, August 1, 1988 at 8:00 P.M. The Clerk called the roll
and announced that the following were
Present: Bernard Forrest, Mayor
Cynthia J. Marty
Harriet B. Rosenthal
J. Robert York
and that'a quorum was present and in attendance. Also present was
Village Manager Robert Franz and Village Attorney James Stucko.
Trustee Rosenthal moved, seconded by Trustee Marty that the minutes
of the previous meeting be approved. Motion carried unanimously.

SPECIAL USE - MORIAH Trustee Rosenthal moved, seconded by Trustee
CONGREGATION Marty, to remove the rezoning an6 amendment to
Special Use - Moriah Congregation from table.
Motion carried unanimously.
Philip Kupritz, architect for petitioner, distributed a letter sent to
Barbara Houpt, Director off Community Development, explaining the error
in the drawing he had submitted at a previous Board meeting. He
apologized and withdrew the drawing which was not in compliance with the
Plan Commission. recommendation.
This stands as a first reading of an ordinance re rezoninc and amendment
to Special Use - Moriah Congregation.
R -88 -10 RESOLUTION This resolution provides for submission to
REFERENDUM - EMERGENCY electors of Deerfield in November a referendum
911 for a proposal to impose a 50 cents per month
surcharge for installation of a 911 emergency
system in the Village.
Trustee Marty moved, seconded by Trustee Rosenthal, that the resolution
authorizing referendum in November re Emergency.911 be adopted. Motion
carried unanimously.
AWARD OF BID - WARWICK James Soyka, Director of Public Works and
ROAD PUMPING STATION Engineering, reported that the Warwick Road
Pumping Station was rebid. The lowest bid came
in $47,000 less than the lowest bid submitted previously for this
project.
Trustee Marty moved, seconded by Trustee Rosenthal, that a contract for
construction of the Warwick Road Pumping Station be awarded to Wm.
Ziegler and Sons, Inc. at a cost not to exceed $1,549,000. Mot--ion
carried by the following vote:

AWARD OF BID - WARWICK Trustee Marty moved, seconded by Trustee
ROAD PUMPING STATION/ Rosenthal, that a contract for construction
NORTHEAST QUADRANT engineering services for the Warwick Road
SEWERS Pumping Station and the northeast anadrant
sewers be awarded to Baxter and Woodman at a cost not to exceed
0162,000. Motion carried by the following vote:
AYES: Marty, Rosenthal, York (3)
NAYS: None (0)
PACE, METRA, DEERFIELD Authorization is needed for execution by the
PARK AVE. IMPROVEMENTS Mayor of an agreement among PACE, METRA and the
Village whereby PACE and METRA will fund
transit improvements on Park Avenue from Deerfield Road to Jewett Park
Drive at an estimated cost of $122,760.
Trustee Marty moved, seconded by Trustee Rosenthal, that the Mayor be
authorized to.sign the Tri -Party agreement with PACE, METRA and
Deerfield for funding of Park Avenue "Kiss 'N Ride" improvements.
Motion carried by the following vote:

SEWER REHABILITATION

quadrant be awarded to J. R. Meyers Co., Inc.

RESOURCE RECOVERY

LAKE COOK ROAD The proposed agreement between the Village and
RETENTION BASIN the Metropolitan Sanitary District spells out
the responsibilities of each in the operation
and maintenance of the Lake Cook Road retention basin. Several minor
correct`ons on,the first page of the Agreement were noted.
Trustee Marty moved, seconded by Trustee Rosenthal, that the Mayor be
authorized to sign an agreement as amended with the Metropolitan
Sanitary District re operation and maintenance of proposed Lake Cook
Road retention basin. Motion carried unan'_mously.
