The regular meeting of the Board of Trustees of the Village of Deerfield
was called to order by the Mayor in the Council Chamber of the Village
Hall on Monday, June 6, 1988 at 8:00 P.M. The Mayor called the roll and
announced that the following were
Present: Bernard Forrest, Mayor
James L. Marovitz
Cynthia J. Marty
Harriet E. Rosenthal
Edwin B. Seidman
Vernon E. Swanson
J. Robert York
and that a quorum was present and in attendance' Also present was
Village Manager Robert Franz and Village Attorney James. Stucko.
Mayor Forrest noted there was an error in the minutes of the previous
meeting. The meeting was called to order by the Mayor, not -the Clerk.
Trustee Seidman moved, seconded by Trustee Marty, that the minutes.of
the previous meeting, as amended, be approved. Motion carried
unanimously.
MANPOWER COMMISSION Mayor Forrest announced the following appoint-
ments: Robert Fox, Plan Commission; Alvin
Causey, Human.Relations Commission, Mrs. Else Kuerten, Sister City
Committee; Kevin Forrest, Appearance Review Committee; Timothy Minor,
Cable Advisory Board; Charles Bechler, Board of Building Appeals;
Lee Rose, reappointed tc. Flood Advisory Committee.
Trustee Seidman moved, seconder by Trustee Marty that the appointments
be approved. Motion carried unanimously.
FIRST FLOOR /VILLAGE The Village Center Development Commission has
CENTER - RETAIL USE ONLY considered limiting first floor use to retail
only in the C -1 District. The VCDC recommends
that now permitted office, service and religious uses he considered
special uses on the first floor.
Trustee Martv moved, seconded by Trustee Marovitz, that the reco*nmenda-
tion of the VCDC limiting first floor uses in the C -1 District be tabled
and referred to Committee for discussion. Moticn carrier wi h Trustee
Swanson casting a negative vote.
REAR.YARD_VARIATION Board of Zoninu Appeals re2(ected petitioner's
922 OSTERMAN - request for a variation to construct a garage
DeFRANCESCO six feet from the propert.• line and recommended
that a lesser variation be granted alio•-ing a
13 foot rear yard variation in lieu of the 25 feet rer:u_reP by
ordinance. Due to absence of petitioner, Trustee Seidman n:oved,
seconded by Trustee Marovitz, that the recommendation of the Board of

be tabled. Motion failed by the following vote:

The Board queried Mr. Speckmann of the Board

Mary Ann Cronin, representing the Marriott Hotel, appeared before the
Board to clarify the proposed hotel sign and its location on the site
plan for Parkway North Phase III.
0 -88 -35 ORDINANCE Richard Wendy, attorney for developers of the
SPECIAL USE - DEERFIELD Commons Shopping Center, reviewed the
COMMONS SHOPPING CENTER alternative conditions outlined in petitioner's
letter of May 27. An easement cannot be granted
but a license agreement granting essentially the same rights to the
Village could be given. Trustee Marovitz inquired if the license
agreement would be a recordable document and if developer were willing
to donate the $15,000 for Streetscape improvements for a 5 year period
in lieu of one year. Both questions were answered affirmat=

Trustee Marty commented on the deplorable condition ^f the Commons

BID - HEAT LANCE (TORCH Due to safety factor brought to its attention,
Public Works Department recommended rejection
of bids. Trustee Rosenthal moved, seconded by Trustee Swanson, that the
bids received for purchase of one heat lance (torch) be rejected.
Motion carried unanimously.
DISCUSSION: Glen Clark, a Deerfield resident, related his
problem with the Police Departmenti. over the
parking area at the train station that he believes is a motorcycle only
lot. Bicycles parked in this area have fallen and scratched his
motorcycle. He has asked the Police Chief to enforce a Village
ordinance that he feels specifies the lot exclusively for motorcycles
and related his controversy with the Police Chief over this matter.
Mayor Forrest directed the Village. Manage. to lock into this situation
and report on it at the next meeting.
Village Manager. Robert Franz noted that the Village which has acquired
civil defense equipment from the Federal. government needs authorization
for the 'Mayor to sign gapers to maintain its.,eligib lity for Federal
surplus property. Tru:::ee Marty moved, seconded by Truster Marovitz,
that the Mayor be authc.izea to sign the necessary documents to receive
federal surplus property. Motion carried unanimously.
Trustee Rosenthal commented on the efforts of volunteers during the
recent Clean Up Day. She suggested that this event be given enough lead
time next year to involve the entire community to a greater extent.
Trustee Rosenthal mentioned the emergency no right turn sign at
Deerfield and Castlewood and asked if there had been any comments from
the area residents. Heavier patrolling of the area during peak traffic
hours was suggestei . Village Manager Franz advised the.'.; the sign is
temporary until the ,;ollway rump signais are installed this summer.
Mayor Forrest asked about the status of the water pressure in the
Village. Village Manager Franz gave' a status report on the sit•ua. ion.
If water cannot be made up in the reservoir for emergency purposes a ban
will have to be put into effect until it is filled. Highland Park
cannot pump enough water at this time to fill the Village's demands.
Relief is in sight in 4 to 6 weeks when renovation at the Highland Pork
pumping station is completed. Village Engineer James Soyka explained
that normal pressure is 55 pounds and the pressure at the highest point
in Deerfield is down to 25 pounds. The Board agreed that a ban on

Trustee York commented on the amount of traffic that will be generated
in the area as office space is filled. He cited an example of a recent
arrival in the business community with 328 employees who live in 177
different zip codes. Traffic will be a major concern for future Village
trustees.
Trustee Rosenthal suggested that in view of the Winnetka shooting
incident, Deerfield should initiate a regional approach toward the
passage of an intergovernmental resolution and ordinance that will
control and regulate the sale and possession of hand guns and /or fire
arms and weapons. Trustee Rosenthal moved, seconded by Trustee Marty,
that Staff be directed to research gun control measures and keep the
Board informed of their progress. Motion carried unanimously.
There being no further business, upon motion of Trustee Rosenthal,
seconded by Trustee Seidman, the meeting adjourned at 9:25 P.M.
