The regular meeting of the Board of Trustees of
was called to order by the Clerk in the Council
Hall on Monday, March 21, 1988 at 8:00 P.M. The

and that a quorum was present and in attendance. Upon motion of Trustee
Marovitz, seconded by Trustee Rosenthal and unanimously approved,
Trustee Marty was named Mayor Pro Tem. Also present was Village Manager
Robert Franz and Village Attorney Allan Nathan.
Trustee Seidman moved, seconded. by Trustee York, that the minutes of the
previous meeting be approved. Motion carries: unanimously.
BILLS AND PAYRCLL Trustee Rosenthal inquired about furnace repair
bills which ap ?eared in the Bills and Payroll.
Finance Director George Valentine indicated he would check the items and
have an answer at the next meeting. Trustee Seidman moved, seconded by
Trustee Marovitz, that Bills and Payroll be approved. Motion carried by
the following vote:

TREASURER'S REPORT Finance Director Gecrge Valentine reported that
sales tax receipts were up sharply over the
prior year reflecting a 15% increase from March :987. The 12 month
total is up 10:7 %. Revenues are performing as anticipated. water and
Garage Departments are running over budget projection, due to increase..
in purchase and sale of water and under estimates in garage supplies.
100.5% of cash was invested at an average interest rate of 7.35 %. '
DEPARTMENTAL OBJECTIVES Larry Alexander of the Public Works Department
PUBLIC WORKS DEPARTMENT appeared before the Board to answer any
questions on the Department's report. He
noted that the statistic's quoted,were for a calendar year but the
objectives are for a fiscal year. The Board complimented the Public
Works Department on the excellent report it had submitted.
X1988 ZONING MAP The Village is required to publish a Zoning Map
each year which reflects. the changes which have
occurred since the publication of the previous'Zoning Map. There-are 18
changes in the new map.
Trustee Rosenthal moved, seconded by Trustee Marovitz, that the recom-
mendation of the Plan Commission regarding the adoption of the 1988
Zoning Map be accepted. Motion carried unanimously.
'SPECIAL USE - OUTDOOR
GARDEN SALES - DEERFIELD
TRUE VALUE
A discussion on the proposed outdoor garden
sales in the Deerfield Commons indicated that
the V ^DC should review this matter and present
its recommendations to the Board.
Trustee Rosenthal moved, seconded by Trustee Swanson, that the recom-
mendation of the Plan Commission regarding Deerfield Commons True Value
Special Use for outdoor:=garden'sales area be tabled until the VCDC
reviews the matter. Motion carried unanimously.

SUBSTANTIAL CONFORMANCE- Embassy Suites wishes to keep its temporary
EMBASSY SUITES signage'in;,lieu of its previously approved
permanent sign 'until such time as the Plan
Commission can hear the Arborlakes request for a change to the
previously approved signage: t
Trustee Seidman moved, seconded by Trustee York, that the recommendation
of the Plan Commission regarding request for substantial conformance -
Embassy Suites by accepted and the period for the temporary sign
extended to 180 days. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Marovitz, that the Consent
Agenda be accepted and the Ordinances adopted. Motion carried by the
following vote:
AYES: Marovitz, Marty, Rosenthal, Seidman, Swanson, York (6)

Trustee Rosenthal advised that she had received a phone call from a
resident on the north end of Jonquil at Brookside who was concerned
about the capacity of existing sewers to handle the proposed
development. Village Engineer James Soyka stated there was a serious
problem on Brookside between Radcliffe and Princeton. The Franken &
Elm subdivision sanitary sewer is not a tributary to Brookside. It does
not contribute to'the Jonquil trunk line and will have no impact. Storm
water will be retained on the subdivision property and released slowly.
The storm sewers on Brookside are designed to handle the flow.
COMMUTER PARKING

Avenue improvements will
Village Manager Robert Franz reviewed the
commuter parking situation created by the
Access'Avenue project. He discussed the
Chestnut Street location and noted that Park
include two way traffic.

Village Engineer James Soyka distributed drawings of the railway area to
the audience and discussed the landscaping, drainage, lighting,. parking
spaces, and traffic pattern contemplated. He commented that the
drawings were only a concept. Final..plans would have to go before the
Plan Commission.
Twenty -two residents of Chestnut Street and the neighboring area spoke
before the Board and expressed their dissatisfaction with the proposed
- commuter parking lot. They cited increased traffic and safety problems
in a residential area, questioned the need for providing parking for out
of town commuters and suggested increasing parking fees in an effort to
discourage out of town use of Deerfield parking. They suggested
alternative sites such as Maplewood School or Metra's offer for a ,.
station on Lake Cook Road. They felt a traffic study by traffic
consultants should have been conducted and were unhappy about their
notification of the Board meeting on this matter. Only one resident
spoke in favor of the proposed lot.

Board members agreed that a traffic study by traffic consultants should
be conducted as soon as possible before construction work begins on
Access Avenue. An increase in parking fees will be considered by the
Finance Committee in connection with the 1988 -89 Budget. On street
parking might be considered as a means of reducing the number of parking
spaces to be replaced.
Trustee Rosenthal moved, seconded by Trustee Seidman, that a traffic
study of Chestnut Street be authorized and consideration of the proposed
temporary commuter parking lo:. on Chestnut Street north of Hazel be
tabled until the traffic study is reviewed. Motion carried.
0 -88 -15 ORDINANCE Trustee Seidman moved, seconded by Trustee
TENTATIVE ANNUAL Marovitz, that the rules be waived to permit
BUDGET passage of the Ordinance providing for the
filing of the tentative Annual Budget on first
reading. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Marovitz, that the Ordinance
providing for the filing of the tentative Annual Budget be adopted.
Motion carried by the following vote:

NAYS: None (0)
DISCUSSION: Village Manager Robert Franz recommended that
the second reading of the Ordinance on the
Final Development Plan for Brickyard Park be put on the agenda for the
next meeting. The Board accepted his recommendation.
Trustee Swanson suggested that a Clean Up Day similar to that held in
the Village in previous years be resurrected as a community effort to
tidy up Deerfield from litter and debris of the winter.
Mayor Pro Tem Marty announced the unofficial Drainage District election
results: Miller 304, Lacey 126 for a 1 year term; Rose 391, Mitchell 141
for a 2 year =.:erm.
There being no further business, upon motion of Trustee Seidman,
seconded by Trustee Marovitz, the meeting adjourned at 10:35 P.M.
