A special meeting of the Board of Trustees of the Village of Deerfield was called to
order by the Mayor in the Council Chamber of the Village Hall on Thursday, October 6,
1983, pursuant to a notice sent to all members of the Board and the press by 8:00 P.M.
on Wednesday, October 5, 1983.
The Deputy Clerk called the roll and reported that-the following were
PRESENT: Bernard Forrest, Mayor
Stephen Jackson
Cynthia Marty
James Marovitz
Edwin Seidman
J. Robert York
Absent: Vernon Swanson
Also present were Village Manager Robert Franz and Village Attorney James Stucko.
Mayor Forrest stated that the press and all necessary parties had been notified of
the calling of this special meeting. Mr. Stucko stated that this was a legally
constituted meeting of the Board of Trustees.
Mayor Forrest read the following statement:
"As the Board is aware, the Citizens' Advisory Task Force continue to work on the
issue of street connections from the subdivisions adjacent to Deer Run Subdivision.
"It's my understanding that their final recommendations will be available for Board
action in approximately two weeks.
"At this point in time, the Kennedy Group is prepared to make certain dedications and
grants of easement to the Village which, to the best of my knowledge, will be con-
sistent with the final recommendations of the Task Force.
"We have before us this evening a Plat of Dedication on which I would request Board
action and acceptance. If the dedications and easements are not in accordance with
those finally recommended by the Task Force, consideration will be given by the Board
to making possible amendments on the Final Development Plan.
"In my opinion, action by the Board is necessary this evening in order to preserve
our options for an emergency access connection between the Deer Run and Colony Point
Subdivisions.
"Our intent is certainly not to pre -empt the Advisory Task Force or to significantly
alter the approved preliminary plat, but rather to be certain that the Village exer-
cises its rights to plan for necessary street and emergency connections within this
subdivision and those adjacent to it."
Mayor Forrest said that the Board had before it a Plat of Dedicat ion for Phase II of
Deer Run Subdivision which contains dedications and certaip. easements for a 60' right -
of- way between Lots 70 and 71 on the preliminary plat and dedications..on Tamarisk and
Inverrary Lanes, and easements for storm water retention on the north end of-the property
Trustee Jackson referred to the southwest end of the subdivision, and it was pointed
out that nothing was being done on the southwest section at this time. Trustee
Seidman asked whether there were any covenants and Mayor.Forrest said there were none
at this time. Mr. Stucko said that covenants would have to be put on at a later
date, when the final plat is approved.
Trustee Jackson asked whether any action taken.on the Plat of Dedication before the
Board at this time would pre -empt the placing of restrictive covenants on the final
plat as recommended by the Advisory Task Force: Mayor Forrest stated that tonight's
action would not affect the covenants, which would require further action when the
final plat was considered for approval. The 15' emergency access shown on the pre-
liminary plat at the northeast part of the Deer Run Subdivision has been broadened
on both sides, however, on the final plat this could be shifted so that the broadening
could extend further east on Lot 71 if desired.
Trustee Marty asked whether the 15' easement would still be valid even though the
dedication at this point were to be 60' and the answer was affirmative.

Mayor Forrest then read a statement from Trustee Swanson, is follows:
"Although I'am unable to be present at the s'pecial'Village Board meeting when
this item is discussed, I want you to know I am in favor -of this dedication by
Kennedy.
"I believe that the Board is committed to not foreclosing the possibility of
required future access between the Colony Point, Kennedy and Briarwood Vista
Subdivisions."

Discussion was had regarding the street names shown on the plat. Since "Inverrary"
would cause confusion for the Police and Fire Departments, this name will have to
be changed.
Trustee Marty moved, seconded by Trustee Marovitz, that the Plat of Dedication be
accepted and the Mayor authorized to sign it.
Trustee Seidman asked who had been notified of this special meeting. The Mayor re-
plied that those notified were the press, the Board and the Advisory.Task Force
Chairman.
The motion carried by the following vote:
AYES: JACKSON, MARTY, MAROVITZ, YORK (4)
NAYS: NONE (0)
ABSTAIN: SEIDMAN (1)
ABSENT: SWANSON (1)
There being no further business to come before the Board, the meeting was adjourned.
