04/20/1981233 April 20, 1981 The regular meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in'the`Council Chamber of the Village Hall on Mon- day, April 20, 1981, at 8:00 P.M. The Clerk called the roll and reported that the following were Present: Bernard Forrest, President Jerold L. Heisler Cynthia J. Marty Edwin B. Seidman Vernon E. Swanson J. Robert York and that a quorum was present and in attendance at the meeting. Also present were Village Attorney Jas. Stucko and Village Manager Robert Franz. Trustee Seidman moved, seconded by Trustee Marty, that the minutes of the April 6, 1981 meeting be approved. Motion carried unanimously. APPROVE WARRANT NO. W -81 -4 payment. Motion carried by the following Trustee Heisler moved, seconded by Trustee Swanson, that payment of bills, including fund transfers and reimbursements, be approved for vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) . TREASURER'S REPORT Finance Director George Valentine reported that actual General Fund revenues are approxi- mately equal to projected revenues. Mr. Valentine stated that receipts from the County Clerk's office for ordinance violations,which in the last year have lagged behind as far as eight months, are now only two months behind normal schedule, and that sales tax receipts for the fiscal year are 9% higher than last year. He further reported that expenditures continue to stay within projection for most operating departments and that expenditures and revenues were about the same as they have been running. Mayor Forrest thanked Mr. Valentine for his report.. PUBLIC BEARING Finance Director Geo. Valentine explained 1981 -1982 FEDERAL REVENUE that the purpose of the hearing was to provide SHARING BUDGET the opportunity for citizens to comment on the Village's use in the coming year of revenue sharing funds which may be used for any municipal purpose. The Village will have approxi- mately $102,000 revenue sharing funds this year out of a total budget of almost seven million dollars. The budget proposed this evening envisions using $44,455 of the revenue sharing funds to abate the debt on the new police addition. It shows no other use for revenue sharing funds but rather advocates accumulating such funds and continuing to abate the debt for the police addition. There being no questions or comments from the audience,. Trustee Marty moved, seconded by Trustee Seidman, that the hearing be closed. Motion carried unanimously. PUBLIC HEARING Mayor'Forrest opened.the public hearing on 1981 -1982 BUDGET the proposed 1981 -82 budget and read his budget message which is included in the budget itself. Comments from the audience were invited. There being none, Trustee Marty moved, seconded by Trustee Swanson, that the public hearing be closed. Motion carried unanimously. Shortly thereafter, Library Board Chairman Thomas Parfitt arrived and Mayor Forrest with Board permission re- opened the public hearing on the 1981 -82 budget to•allow Mr. Parfitt to speak about the library budget which is levied through the Village. Mr. Parfitt stated that the library had had no tax increase in 1979 or 1980 and cited: 1) increased cost of books, 2) necessary replacement of carpet, chairs, etc., 3) salary adjustments, 4)a computerized circulation system to handle increasing library operations without increasing personnel, etc. as justification for increasing the library budget for 1981 -82. Mayor Forrest thanked Mr. Parfitt for his report. REZONE MALLIN PROPERTY Trustee Marty moved, seconded by Trustee TO C -2 OUTLYING COMMERCIAL Swanson, that Lot 3 of the John A. Mallin (BUCCOLA) ORDINANCE NO. 0 -81 -27 Subdivision (approx. 5.12 acres) be rezoned to C -2 and developed in accord with a Special Use- Planned Unit Development. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) 234 GRANT PUD FOR MALLIN PROPERTY Trustee Seidman moved, seconded by Trustee BUCCOLA) ORDINANCE NO. 0 -81 -28 Marty, that an ordinance'authorizing a Special Use - Commercial Planned Unit Develop- ment for the commonly described Fritz - Mallin property, be adopted. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) APPROVE ANNUAL 1981 -82 BUDGET Trustee Seidman, moved, seconded by Trustee ORDINANCE NO. 0- 81• -29 Swanson, that the rules be waived to permit passage of the ordinance on first reading. Motion carried unanimously. Trustee Seidman moved, seconded by Trustee Marty., that 'the---ordinance approving the annual budget for 1981 -82 be adopted. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) ESTABLISH SALARY Trustee Heisler moved, seconded by Trustee VILLAGE MANAGER Swanson,that the rules be waived to permit ORDINANCE NO. 0 -81 -30 passage of ordinance on first reading. Motion carried unanimously. Trustee Swanson moved, seconded by Trustee Marty that the ordinance setting the manager's salary at $45,000 for the year 1981 -82 be adopted. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5). NAYS: None (0) WAGE AND SALARY PLAN Trustee Marty moved, seconded by Trustee ORDINANCE NO. 0-81 -31 Swanson, that the rules be waived to permit passage of the ordinance on first reading. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Swanson, that the wage and salary plan ordinance, establishing salaries for Village personnel, be adopted. Motion carried by following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) SCAVENGER RATES INCREASED Trustee Seidman moved, seconded by Trustee Swanson, that the rules be waived to permit passage of the ordinance on first reading. Motion carried unanimously. Trustee Heisler moved, seconded by Trustee Swanson, that the ordinance increasing rates for collection of residential waste to $3.86/mo. for once a week service and to $7.89/mo. for twice a week service effective May 1, 1981 be adopted. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) MUN. CODE AMENDMENT Trustee Heisler moved, seconded by Trustee VILLAGE CLERK BY APPOINTMENT Swanson, that the rules be waived to permit ORDINANCE,NO. 0 -81 -33 passage of the ordinance on first reading. Motion carried unanimously. Trustee Heisler moved, seconded by Trustee Swanson, that the ordinance providing that the Village Clerk be appointed by the President_ with the advice and consent of the Board of Trustees be adopted. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson, York (5) NAYS: None (0) VILLAGE C1. RK APPOINTED Trustee Marty moved, seconded by Trustee Swanson, that Mayor Forrest's recommendation of Naomi S. Clampitt for Village Clerk be approved. Motion carried unanimously. Mayor. Forrest then administered the oath of office -to Mrs. Clampitt. APPOINT DEPUTY VILLAGE CLERK Trustee Seidman moved, seconded by Trustee Marty, that Mrs. Marjorie Emery be appointed Deputy Village Clerk. Motion carried unanimously. MARJORIE EMERY HONORED Marge Emery ", presented in appreciation of her audience as well as the ti.ons. In honor of her twenty years of service Mayor Forrest read a delightful "Ode to her with several laughter- provolcing mementoes and a plaque years of dedicated service to the Village of Deerfield. Price for her many VILLAGE CLERK (1953 -80) years (1953-80) of public service to Deerfield HONORED &- PLAQUE PRESENTED as Village Clerk, the Village Clerk's office was dedicated to her memory and a bronze plaque will be affixed to the office door. At the invitation of Mayor Forrest, Mrs. Carmelita Marquardt spoke briefly, but with deep sincerety, of "Catherine's unlimited devotion to her office and her twenty -seven years as champion of the residents of Deerfield ". Mayor 'Forrest read a letter from Mr. Trenton Price (Catherine's husband) expressing the family's appreciation "for the signal honor you are paying our wife and mother, Catherine ". Fur- ther, Mayor Forrest read a letter from former Deerfield resident Lucile Loarie wherein she remarked that she had known "Catherine--from the 1940's "; had observed "her atti- tude as a public servant" finding that "she exemplified the highest type of public ser- vice and dedication "; that she extended herself to "get out records not only for citi- zens but outsiders as well" believing "thoroughly in the public's right'to know ". The audience expressed its approval of the tribute paid Catherine and the plaque reading "Dedicated to Catherine B. Price in Appreciation of her Service as Village Clerk (1953- 1980)". Azicopy of Mayor Forrest's Presentation Speech is attached hereto. ELECTED OFFICIALS SWORN IN Swanson, Jerold L. Heisler, and Marvin W. message. Village Clerk Naomi Clampitt administered the oath of office to newly elected officials: Mayor Bernard Forrest and Trustees Vernon E. Ehlers. Then Mayor Forrest read his inaugural The Board recessed at-9:20 and reconvened at 9:40, all members being present. VCDC PRESENTATION ACCESS AVENUE and recommendation on alternative facilitate efficient traffic flow Petersen Lane offset, and increas Mayor Forrest introduced Mr. Larry Dondan- ville, member of the Village Center Develop- ment Commission, who presented their report alignments for a route. (Access Avenue) which will in and out of the Village Center, correct the Hoffman- : the development and business potential of the District. Mr. Dondanville sketched the history of the project from 1971to the present, discussing the consideration and rejection of certain routes, the employment of professional traf- fic consultants, etc. He stated that the VCDC had narrowed its considerations to two plans each with unique advantages (which he discussed in some detail) finally favoring and recommending the route starting at Hazel Avenue, proceeding south on Park Ave., east on Jewett Park Rd., south through the Village -owned parking lot (the old Beehive property), crossing Deerfield Rd. and continuing south thru the Village -owned parking lot (just west of the Deerfield Hardware Store), and east to Hoffman Lane, and south to Osterman Avenue. Mr. Dondanville stated that the development program had been subdivided into six sections and discussed each section in some detail estimating the cost of developing each section. The cost of the total project he estimated at over one million dollars. He stated that the improvements can provide the framework for development in the western quadrants of the Village Center for decades to come. Mr. Dondanville answered questions posed by the manager of the Deerfield Commons and business property owners who could be affected by the proposed.route. There being no further questions, Mayor Forrest thanked Mr. Dondanville for his report. At 10:40 P.M. Trustee Marvin W. Ehlers took his seat on the Board and was in attendance thereafter. REPORTS: Mgr. Franz stated that Chief of Police Brandt had been notified by the Illinois Department of Transportation that Deerfield's application for funding for the Bicycle Safety Pro- gram had been granted. Trustee Heisler moved, seconded by Trustee Swanson, that the attorney be directed to prepare an ordinance necessary to implement the program (authorizing Bicycle Safety Patrol officers, outlining their duties, defining and giving them power to enforce bicycle traffic laws, etc. and establishing a Bicycle Compliance Board - - -a bicycle court.) After discussion reviewing the aspects of the program as presented and approved by the Board on January 19, 1981, the motion to direct the attorney to prepare the ordinance carried unanimously. The Board will meet with the Cable Negotiating Committee April 27, 1981 at 7:30 P.M. to discuss the proposed enabling ordinance and franchise agreement with Omnicom Cable - vision. 236 Mgr.-Franz called the Board's attention to a flyer announcing the first of three meetings, to be held-April 29 at 8 P.M. by the VCDC and Plan Commission to re- evaluate planning and zoning-in the area South of the Deerfield Commons. There being no further business to come before the Board, upon motion by Trustee Marty, the meeting was adjoured at 11:05 P.M. SUFFICE TO SAY, THIS WAS HER HOME- AWAY -FROM -HOME, NOT ONLY DID SHE HOLD REGULAR OFFICE HOURS BUT SHE WAS ALWAYS WILLING TO COME INTO THE VILLAGE 1 HALL AT ODD TIMES TO HELP OUT WHEN A.RESIDENT HAD A QUESTION OR A PROBLEM SHE COULD SOLVE, IT IS FOR THOSE REASONS THAT WE ARE PLEASED TO HONOR MRS, CATHERINE B.
