12/01/1980194 December 1, 1980 The regular meeting of the Board of Trustees of the Village of Deerfield was called to order by the President in the Council Chamber of the Village Hall on Monday, Decem- ber 2, 1980 at 8:01 P.M. The Clerk called the roll and reported that the following were Present: Bernard Forrest, President Jerold L. Heisler Trustee Marty moved, seconded by Trustee Heisler, Edwin B. Seidman Vernon E. Swanson to acknowledge receipt of the Safety Council's Cynthia J. Marty report and to refer it to Staff for review and Absent: Norma Gavin Motion carried unanimously. Mayor Forrest requested J. Robert York in the Staff report. and that a quorum was present and in attendance at the meeting. Also present were Village Attorney James Stucko and Village Manager Robert Franz. Trustee'Seidman moved, seconded by Trustee Heisler, that the minutes of November 17, 1980 be approved. Motion carried unanimously. DIAL -A -RIDE 'In response to Board request to explore alter - REPORT AND RECOMMENDATION natives for Dial -a -Ride bus service, Mr. Robert Benton was present to explain and interpret de- tailed data submitted to the Board in his written report. He announced that: 1) as of December 8, 1980 Dial -a -Ride service would operate Monday through Friday as a result of a Nortran decision; 2) that some decision had to be made immediately as to whether to continue Dial- a -Ride service, because Deerfield's contract with RTA expires January 14, 1981. He reported on possible assets and liabilities of alternatives (Cab service, Village Ownership, School Bus Service, Nortran 1 -Bus service), and a Marketing Plan including newspapers, posters, etc. Mr. John Coyne of the American Cab Company was present indicating interest in supply- ing service by his cab company. There ensued a lenghty discussion and consideration of data on hand and Mr. Benton's recommendation to continue Dial -a. -Ride service on its present basis for at least another year. Following the discussion, Trustee Marty moved, seconded by Trustee Seidman, to notify RTA that Deerfield wishes to participate in second -year funding of the Dial -a -Ride Service and to raise fares to $1 (adults) and 50� (children and senior citizens) as of January 1, 1981 with the understanding that Deerfield's por- tion of the subsidy should not exceed $4,000 per month. She further added to the motion that detailed operating reports will be filed monthly with the Board by Staff, and if expenditures exceed $4,000 in any given month the Board will re- evaluate the service to determine if it should continue. Motion carried by the following vote: AYES: Heisler, Marty, Seidman, Swanson (4) _ NAYS: None (0) Mayor Forrest directed the Staff to continue working on Cab Service information and to evaluate proposals. BICYCLE SAFETY Trustee Marty moved, seconded by Trustee Heisler, SAFETY COUNCIL REPORT to acknowledge receipt of the Safety Council's report and to refer it to Staff for review and later submission to the Board.. Motion carried unanimously. Mayor Forrest requested that data on Costs be included in the Staff report. BOARD OF ZONING APPEALS Manager Franz reported that: 1) the BZA had REPORT & RECOMM. ON VARIATION held a public hearing on November 18, 1980 to con - 905 KING RICHARD CT. sider a request of Nathan Jacobson, 905 King - Richard's Ct., to allow construction of a green- house addition 40 ft. from the rear property line which is in compliance with the Zoning Ordinance but encroaches 1.0 ft. upon a recorded subdivision rear -lot line; 2) it was the unanimous decision of the BZA to recommend granting the request. Trustee Seidman moved, seconded by Trustee Swanson, to accept the recommendation of the Board of Zoning Appeals to grant a rear-yard variation and that the.Village , attorney be instructed to prepare the necessary ordinance. Motion carried unanimously. ORDINANCE NO. 0 -80 -47 95 CONSENT AGENDA Ordinance establishing Deerfield Energy Commission ORDINANCE NO. 0 -80 -48 Ordinance prohibiting parking on both sides of Osterman Ave. from Waukegan Rd. to Railroad.tracks-- Trustee Swanson moved, seconded by Trustee Marty that the consent agenda be approved including passage of the two ordinances. Motion carried by the following-vote: AYES: Heisler, Marty, Seidman, Swanson (4) NAYS: None (0) The President signed the two ordinances indicating his approval thereof.. VECCHIONE ANNEX. PETITION Mayor Forrest stated that recent discussions with the State indicate a real. possibility that the State will approve a traffic light at Castlewood and Deerfield Roads but a firm committment has not yet been received.. He recommended that the Vecchione annexation petition be tabled until the January 5., 1981 Board meeting. Accordingly, Trustee Marty moved, seconded by Trustee Seidman, to table the Vecchione annexation petition until the January 5, 1981 Board meeting. Motion carried unanimously. Mayor Forrest stated that the Clavinia residents had been notified. AWARD BID Director of Public Works Edmund Klasinski re- STREET LIGHTING sponding -to Board inquiry explained the Control CONTROL CENTER Center was to replace a 35- year -old unit which controls the mercury street lights. Trustee Seidman moved, seconded by Trustee Swanson, that the bid be awarded to Deerfield Elec- tric Co., Inc., 758 Hoffman P1., Deerfield, in the amount of $5,520 for one electrical street lighting control center. Motion carried by following vote: AYES: Heisler, Marty, Seidman, Swanson (4) NAYS: None (0) Mgr...Robert Franz reported that: 1) the contractor on Waukegan Rd. began .paving work. Two northbound lanes have been completed, and if the weather cooperates the paving should be completed within the week. Regarding sidewalk gaps and damaged concrete, a letter has been placed on file with the State who indicate (though not yet in writ- ing) that repairs will be made as soon as possible, weather permitting. 2).Dis*cussion has been had in the past about parking spaces for compact cars`, and he,asked the Board to consider instructing the Plan Commission to hold a hearing to amend the Zoning Ordinance to allow parking spaces sized for compact cars in all parking lots in Deerfield. Trustee Marty moved, seconded by Trustee Siedman, to request the Plan Commission to hold a public hearing to consider a text amendment to permit parking spaces of a reduced size to accommodate compact cars. Motion carried unanimously. There being no- further - business to come before the Board, upon motion by Trustee_ Seidman and second by'Trustee Heisler, the meeting was adjourned at-9:26 P.M.
