R-04-10Resolution No. R -04 -10 Whereas Lake County is subject to flooding, tornadoes, high winds, winter storms and other natural hazards that can damage property, close businesses, disrupt traffic, and present public health and safety hazard; and Whereas the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) has required that communities that wish to be eligible for grants from the Hazard Mitigation Grant Program (HMGP) prepare and submit for approval an all - natural hazard mitigation plan; and Whereas the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) has required that communities that wish to be eligible for grants from the Pre - Disaster Mitigation (PDM) Program prepare and submit for approval an all - natural hazard mitigation plan; and Whereas the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) has required that communities that wish to be eligible for grants from the Flood Mitigation Assistance (FMA) Program prepare and submit for approval a flood mitigation plan; and Whereas the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) under the auspices of the National Flood Insurance Program's Community Rating System (CRS) provides credit to those communities who prepare floodplain management plans and recognize the planning committee by action of the community's governing board; and Whereas funding support from the Illinois Emergency Management Agency has been obtained to help prepare a natural hazards mitigation plan for the County; and Whereas the County of Lake is working with interested communities in the County to prepare a Multi jurisdictional All - Natural Hazards Mitigation Plan; and, Whereas the Village wishes to participate as a member of the Multi- Jurisdictional All - Natural Hazards Mitigation Team; Now, therefore be it resolved that: 1. The Lake County Mitigation Planning Team is hereby established as a temporary advisory body to this Council. 2. The Mitigation Planning Team shall be composed of representatives from: a. The following Village offices: 1) Police Departments 2) Engineering 3) Government Access Channel/Public Information 4) Management Information Systems 5) Permits & Regulatory 6) Planning 7) Public Works 3. Barbara K. Little, Director of Public Works and Engineering, is appointed as the official representative of the Village of Deerfield to Lake County Multi- Jurisdictional All Natural Hazard Mitigation Team. 4. The Mitigation Planning Committee is charged with the following: a. Collect data on the natural hazards facing the County; b. Assess the impact of those hazards on people, property and public services; c. Review the programs and activities currently undertaken by the County, participating municipalities, State and Federal agencies, and the private sector to mitigate the impact of the hazards; . d. Identify new activities or changes in current programs that will better reduce the County's vulnerability to those hazards; e. Prepare a hazard mitigation plan for the County that recommends appropriate measures; f. Submit the recommended plan to this board and the participating municipalities for adoption; and g. Keep the public informed of its deliberations and recommendations. 5. The Mitigation Planning Team shall complete its work by September 2005. At that time, it is expected that the Team will be disbanded. The Team should deliberate the advantages and disadvantages of a permanent organization to coordinate mitigation activities in the County and include its recommendation in the hazard mitigation plan. 6. Members of the public and interested organizations are encouraged to: a. Attend Mitigation Planning Team meetings; b. Monitor the activities of the Team on the County's website; and Attend the public meeting that will be scheduled to review the recommended plan.
