The regular meeting of the President and Board of Trustees of the Village of
Deerfield was called to order by the President in the Council Chambers of the Village-
Hall on Monday, August 6, 1979 at 8:03 p.m.' The clerk called the roll and reported
that the following were

and that a quorum was present and in attendance at the meeting. Also present were
Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager.
Trustee Seidman moved, seconded by Trustee Heisler, that the minutes of the
regular meeting held July 16, 1979 be approved as corrected. (Page 66- 8th from last :......_

Proclamations - August Clubwoman Month & The President read two resolutions, the first
Appreciation to Bob Hope, Lake Co. designating the month of August as Clubwoman
Fair - August 11 Month in.Deerfield, and the second expressing
appreciation to Bob Hope for the many hours of
entertainment he has given us, and who will be at the Lake County Fair iri August 11th.
Trustee Marty moved, seconded by Trustee Heisler, that the Proclamations be
approved.
Motion carried unanimously.
Mrs. Laura Lee Christoph, Evergreen Place, introduced Ms.'June Holland, Member-
ship Chairman of the North Shore Better Films Council of the Illinois Federation of
Women's Clubs.
Engineer's Report- Traffic Count
Lake -Cook W of Waukegan

Notify Lake -Cook Plaza
Lake- Cook'Road.,The State will accept the
The Village engineer submitted a report on the
traffic count at 375 Lake -Cook Road and 425
Lake -Cook Road made on June 21, 1979 between
the hours of 11 a.m. and 8 p.m. The warrant
for a traffic signal is met at 375 and 425

Trustee Gavin moved, seconded by Trustee Seidman, that an application be submitte
to the State for installation'of traffic lights, and Lake -Cook Plaza will be notified
that, under the terms of the Annexation Agreement, payment in full for traffic lights
will be made by Lake -Cook Plaza.
Motion carried unanimously.
P.C. Report - Health Club ( Flodstrom).'.__ ,,:_A report from the Plan Commission recommended
Authorize Ordinance that a Special Use be authorized to permit a
health club to be located in the basement of
the building at 707 Lake -Cook Road, as requested by Mr. Sven Flodstrom, subject to the
provision that at least 51 per cent of the membership be tenants of the building.

Mr. Flodstrom said membership on a limited basis would be offered to businesses on
neighboring property inasmuch as there would not be enough tenants of the building to
support the health club totally. Dues_ will be paid by the membership. . .
Trustee Seidman stated it was his opinion that the.requirement that 51 per cent of
the membership be tenants of the building. should be higher and it could be construed as
a commercial use.
Trustee Marty moved, seconded by Trustee Gavin, that the Plan Commission's report
be approved and the attorney prepare an ordinance authotizing the Special Use.
Motion carried, Trustee Seidman voting Nay.
P.C. Report -Sp. Use A report from the Plan Commission recommended
Christ U.M. Church 801 Rosemary that a Special.Use be granted to Chri`s.t�United
Authorize Ordinance Methodist Church, 801 Rosemary Terrace, to permit
scouting groups, the Civil Air Patrol, and other
similar.groups,.ballet.classes, Weight..Watchers, Smoke Enders, AAUW, North Shore Help Line

Trustee Marty moved, seconded by Trustee Swanson, that the recommendation of the Plan
Commission be accepted, and the attorney prepare the necessary ordinance.
Motion carried unanimously.
Planner Barbara Ruffino stated the Plan Commission was working on a text amendment
to the Zoning Ordinance which would permit such special uses. The Village attorney said
the Board should pass the ordinance granting the Special Use, and later could pass the text
amendment ordinance.
Approve Lipowich Request -Time The Planner recommended that the request of Mr.
Extension for Final Plat Maury Lipowich be granted for extension of the
PUD Lots 107 & 108, Hovland. time limit for filing the final plat.-:of the Planned
Residential Development , a resubdivision of Lots
107 and 108, Hovland Sudivision, on Kenmore Avenue.
Trustee Marty moved, seconded by Trustee Seidman, that the extension of the time limit
for filing the final plat of subdivision be approved as requested by Mr. Lipowich.
Motion carried unanimously.
Approve Consent Agenda The Consent Agenda, with three deletions and two
additions, was presented for consideration as
follows:
CONSENT AGENDA
Approve Certificate of Correction of Subdivision Plat for DiPietro Planned Unit
Development, 40 Waukeagn Road.
Authorize payment of invoices amounting to $10,974.86 to Baxter and Woodman for
engineering services in connection with the Sewage Treatment Plant.
Authorize payment of invoice amounting to $1,236.30 to Baxter and Woodman for
engineering services in connection with.the Hazel Avenue Water Main Extension.
Ordinance amending Section 22 -48.1 of the Municipal Code by prohibiting a right turn on
red by cars turning east fron Kipling Place onto Deerfield Road between the
hours of 7:00 a.m. and 7:00 p.m.

Ordinance amending Section '22.165 of the Municipal Code by prohibiting parking on the
north side of Tall Tree Lane and all portions west of a point 213 feet west
of the center line of Wilmot-Road.

Trustee Heisler moved, seconded by Trustee Seidman, that the Consent Agenda be
approved including passage of the two ordinance. Adopted by the following vote:

The President signed the twoLordinances indicating his approval thereof..
Approve Housing Rehab. for Sr. Citizens A report was submitted stating that the Community
Community Development Block Grant Development Block Grant funds cannot be used for

toilet facilities for the handicapped in the new Police addition, since HUD regu-
lations require that the`project.be bid. The Lake County.--Department of Planning,
Zoning and Environmental Quality has agreed to allow the Village to use the remaining
funds, $10,771, for use as Handicapped Rehabilitation Assistance for elderly, disabled,
or handicapped residents with gross incomes of less than $5,400. Maximum grants per
eligible applicant are not to exceed $1,500. Mrs. Rosemary Stavropoulos, Chairman
of the Human Relations Commission, polled members of the Commission who were unanimous
in agreeing would be very worthwhle for the elderly, handicappedor disabled residents on
very limited incomes..
Trustee Seidman moved, seconded by Trustee Marty, that the project be approved
as proposed.
Motion carried unanimously.
Ordinance -No Person under 16 to The ordinance was presented amending the
Operate Self- Service Gasoline Municipal Code by providing that no person
Pumps - FAILED under 16 years of age shall be permitted to
operate a self- service gasoline pumping device,
signs to be obtained from the Village manager_ advising of the restrictions; service
station operators to pay the cost therefor and display said sign on each gasoline pump.
Trustee Marty said the ordinance.was unenforceable and moved, seconded by Trustee
Seidman, that the rules be waived to permit action on the ordinance at its first pre-
sentation. Motion carried unanimously.
Trustee Marty then moved, seconded by Trustee Swanson, that the said ordinance be
passed as presented. The motion failed and the ordinance did not pass by the following
vmte:
Ayes: Seidman = -(1)
Nays: Gavin, Heisler, Marty, Swanson, York (5).
Approve Bike Shelter The Illinois Department of Transportation has
SE Corner Park & Jewett given the Village three free Bicycle racks.
Park Drive The racks will be placed at the southeast
corner of the intersection of Park Avenue and
Jewett Park Drive. The Department was quite pleased with Village efforts to..install
permanent racks east of the station, and agreed to allow the Village to use the excess
1978 -79 parking revenuesfrom the Federally funded commuter parking lots for construction
of a permanent bicycle shelter.
Trustee Seidman moved, seconded by Trustee Marty, that the project be approved
as proposed.
Motion carried unanimously.
1st Rresentation- Ordinances The first presentation was made of an ordinance
Chesterfield Rezoning to rezoning the Chesterfield property from its
R -2 & Variations present classification as R -1 to R -2 Single -.
family residence district, in accordance with
the preliminary plat of subdivision. The first presentation was also made of an ordin-
ance granting variations to the Zoning Ordinance and the Subdivision Ordinance, as
requested by Chesterfield, -in accordance with the preliminary plat of subdivision.
Trus.tee,Marty said she was unhappy that no sidewalks were planned in this new
subdivision..
Rsolution Opposing Text Trustee Gavin moved, seconded by Trustee Marty,
Amendment -Lake Co. Zoning that the Resolution be adopted objecting to a
Ordinance., J3 text amendment to the Lake County Zoning
ordinance to provide for a conditional use
permit for employee cafeterias, restaurants and cocktail lounges, and the Village clerk
forward a certified copy of this Resolution to the Lake County Zoning Board of Appeals,
the Board of Supervisors; and the County C lerk of Lake County, pursuant to Chapter 34,
Section 3158, Illinois Revised Statutes 1977.
Motion carried unanimously.
Accept Bid Rotary Snow Blower Trustee Seidman moved, seconded by Trustee
Stanton Equipment Co. $26593.60 Heisler, that the low bid of $26,593.60 sub-
. mitted by Stanton Equipment Co. be accepted
for a two stage rotary snow blower, self contained. Adopted by the following vote:
Ayes: Gavin, Heisler, Marty, Seidman, Swanson, York (6)

First Presentation -Tax The first presentation was made of the ordinance
Levy Ordinance levying taxes for the fiscal year beginning
:May 1, 1979 and ending April 30, 1980
Draft Ordinance- Repair The Village attorney reported that two houses
of Houses at Pine and Plumtree have been neglected and
need repairs. One house is vacant. Bolingbrook
has enacted an ordinance requiring maintenance of houses. He will draft an ordinance
similar to Bolingbrook's and submit it to the Board for review.
The manager reported that the paving in Vecchione's Deerfield Road Subdivision
has been completed.
The Board approved a joint hearing of the Board of Trustees and the Plan Commission''
on the annexation of the Stone - Anderson - Brandel property on the south side of Lake -Cook
Road on Thursday, September 27, 1979.
An addendum was received from the Illinois Department of Transportation correcting
the Agreement for the Maintenance of Municipal Streets. The corrected amount the Depart-
ment will pay the Village is $11,432.74.
There being no further business, on motion by Trustee Heisler and seconded by
Trustee Seidman, the meeting was adjourned at 9:13 p.m.
