The regular meeting of the President and Board of Trustees of the Village of
Deerfield was called to order by the President in the Council Chambers of the Village
Hall on Monday, July 16, 1979 at 8:04 p.m. The clerk called the roll and reported that
the following were

and that a quorum was present and in attenance at the meeting. Also present were Messrs.
James Stucko, representing the Village Attorney, and Norris Stilphen, manager.
Trustee Seidman moved, seconded by Trustee Heisler, that the minutesJof the
regular meeting held' July 2, 1979 be approved as corrected. (Page 63, line 34 . Add
"on the north side of Tall Tree Lane and the turnaround "; Page 64, line 16 - Strike "has
been ", insert "must be "). Motion carried unanimously.
Approve Warrant No. W -79 -7 Trustee Heisler moved, seconded by Trustee Seidman,
that Warrant No. W -79 -7 - payment of bills, in-
cluding fund transfers and reimbursements, be approved. Adopted by the following vote:

Treasurer's Report The.treasurer submitted a report, dated June, 1979,
which_.included the _highlight':control :.report;. cash_.
and investment statements, detail expenditures by activity, revenue and expense state-
ments, and cash flow statements.
Proclamation -Sr. Citizens' Recognition The President read a Proclamation designating
Day August 29, 1979 August 29, 1979 as Senior Citizens' Recognition
day, and urging all citizens to participate in
makling.this a most memorable occasion :for :our.Senior.Citizens.
Trustee Seidman moved, seconded_.by. Trustee York, that the Resolution be adopted..
Motion carried unanimously.
Withdraw Approval Aerial Trustee Heisler moved, seconded by Trustee
Mosquito Spray Seidman, that the aerial spraying for mosquito
abatement by John Clark be reconsidered. Motion
carried unanimously.
Mr. Dominick Ronzani, head of the Highland Park Mosquito Abatement District,
stated the District planned no aerial spraying, and that Mr. Clark had taken upon himself
to ask for approval. Highland Park is opposed to the aerial spraying. Mr. Ronzani said
the Clark.-firm is one of the best in its field. Prior to the firm's employment;. spraying
was done by High School or college students, and as a whole, a poor job was done. He
said the area west of Wilmot Road is not in the district, and he will send a letter on
how to join the district.
The manager said the Lake County Health Department said there was no danger of
mosquitoes in the area carrying St. Louis encephalitis.
Trustee Heisler moved, seconded by Trustee Seidman, that approval previously
given to John Clark for:the aerial spraying of mosquitoes "be withdrawn.
Motion carried unanimously.

Trustee Gavin.left the meeting and was absent thereafter.
Mr. Charles Malk, representing Chesterfield Builders, stated the property was now
subdivided into 20 lots, all meeting the R -2 area requirements. Lot 17 has been eliminated
and the former Bente property (Lot 15) is now 20,300 square feet in area, and Lot 16 has
been increased to.16,.600 square feet. Variations will be required as before.. The 21 foot
wide street pavement will be gradually increased.to 24.feet.in width. No sidewalks will
be constructed, and while heretofore Mr. Malk had said he would contribute the cost of
sidewalks, no contribution will be made now.
Mr. Nick Mihail, Berkley Court; stated the association found no fault with the
proposed plan, but expressed concern.about water retention on the site. He pointed out
that variations after the fact will.require a public hearing. Several residents were
concerned about flooding which they felt could result if care were not taken in planning
water retention.,
Safety.- Council Chairman John Blumberg objected to no sidewalks, stating that people
complained about children having to walk in the streets. He pointed out that sidewalks
were required.on the Moran Subdivision.at the west side of Woodland Park.
Trustee Heisler moved, seconded by Trustee York, that the attorney be directed to
prepare an ordinance rezoning the property at the west end of Berkley and Linden to the
R -2 Single family residence classification and the Board approve the preliminary plat of
subdivision..with-:variations and no sidewalks.
Motion carried unanimously.
Ordinance -Mun. Code Amend.
Sec. 18 -10 Cab Fares
(0- 79 -45)
A letter from Mr. Fred Barth, driver for AAA Cab,
asked that the-rates be changed to 1/8 per mile
inasmuch as meters can not be changed to 15 cents
as suggested by the Board.
The ordinance was presented amending Section 18 -20 of the Municipal Code by setting
the rate for taxicabs at 95 cents.for .the first'. . A/8.mile for one person,.and 10 cents for
each succeeding 1/8 mile, for each additional passenger:--(excluding children under 12 years
of age) ten cents, and waiting time at $6.00 per hour.
Trustee Seidman moved, seconded by Trustee Heisler, that.the rules be waived to
permit action on the ordinance at its first presentation. Motion carried unanimously.

as presented. Adopted bu the following vote:

S.C. Report- Minimum 16 Yrs. A report from the Safety Coucil recommended that
Operation of Self Service Gas no person less than sixteen years of age shall be
Authorize Ordinance permitted to operate any self- service devices ;
only licensed drivers may operate pumps.
Safety Council Chairman Blumberg.stated the Council had found that operation of
gasoline pumps by persons less than sixteen years of age to be quite. prevalent.. It was
suggested that the Village have the signs printed for uniformity, and sell them to
,.operators.of self = service gas stations at cost.
Trustee Heisler moved, seconded by Trustee York that the Safety Council's recom-
mendation be accepted and the attorney be directed to prepare an ordinance to effectuate
the change.
Motion carried unanimously.

S.C. Report - Deceleration Lane
Lake -Cook & Pine
Authorize Plans
A report from the Safety Council recommended
the construction of a deceleration lane for
west -bound cars turning into Pine Street
from Lake -Cook Road.
Trustee Seidman moved, seconded by Trustee Heisler, that the Safety Council's
recommendation be accepted, and the Village engineer be authorized to proceed with the
plans.
Motion carried unanimously.

The ordinance was presented granting a
variation from Chapter 20 of the Municipal
Code to permit the construction of a sidewalk
4 feet in width rather than 5 feet, in
Vecchione's Deerfield Road Subdivision, as
A letter from Mr. Stucko stated a variation could be granted by the Board in-
asmuch as subdivision improvements are not included in the Zoning Ordinance.
Trustee Seidman moved, seconded by Trustee York, that the rules be waived to permit
action on the ordinance at its first presentation. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Heiserl that the ordinance be passed
as presented. Adopted.by the following vote:

Ordinance - Zoning Amendment The ordinance was presented amending Articles
Multiple Use Developments .5.1 -3, 5.2 -3, 6.1 -3 and 6.2 -3 of the Zoning
in Existing Structures ordinance by adding to each article a provision
(6- 79 -48) for multiple use developments containing two
or more permitted or Special uses on the same
zoning lot on a single structure which existed prior to the adoption of the ordinance,
and amending.Article 7.2 -4 of.the said ordinance.by adding multiple use of existing
structures.:

permit action on the ordinance at its first presentation. Motion carried unanimously.

in Hall and Osterman's Addition to Deerfield, as requested by Francis M. Carr.

permit action on the said ordinance at its first presentation. Motion carried unanimously.

Approve R.E. Sale Contract Trustee Heisler moved, seconded by Trustee York.
Lot 3, Stryker Sub. that the Real Estate Sale Contract be approved
Authorize Signature and the President be authorized to sign the
contract for the purchase of Lot 3, Stryker Sub-
division at a price of $33,000, $9,500 to be paid at closing, and principal sum of
$7,833.33 on each of the next 3 anniversary dates of the closing, plus interest payable
on the same date at the rate of 6 per cent per annum on the balance remaining unpaid.

Ordinance -Mun. Code Amend', The ordinance was presented amendiing Sections
Sec..: 22.129 & 22.129A 22.129 and 22.129A of the Municipal Code by
Parking Lot 10, Fees & Penalties adding Lot No. 10 - Located on the north side of
(0- 79 -50) Deerfield Road east of Park Avenue containing 44
parking spaces and establishing (a) Parking Fees
and (b) impounding charges.
.Trustee York suggested the Board give serious consideration to the installation of
parking meters on the lot. Trustee Heisler proposed that no parking be permitted before
9:00 a.m. in order that the lot be used by shoppers, and suggested 4 -hour meters.
Trustee Seidman moved ;eseconded by Trustee York, that the rules be waived to permit
action on the ordinance at its first presentation. Motion carried unanimously.
Trustee Seidman then moved, seconded by Trustee Heisler, that the ordinance be passed
as presented. Adopted by the following vote:

Clerk's Reports
and Cook Counties, Illinois.
The office of the Secretary of State acknowedged-:receipt.:of
the Resolution setting forth the Prevailing Wages in Lake
Receipt was acknowedged of the Audit of the Police Pension Fund.
A suit for a declaratory judgment was filed by Therese V. Kitzerow, Jack Kitzerow
and Chicago Title and Trust Company vs. the-Village of Deerfield.
Authorize Atty. to Defend Trustee Heisler moved, seconded by Trustee York,
Kitzerow Suit that the Village attorney be authorized to defend
the Village in the Kitzerow law suit. Adopted
by the following vote:

There being no further business, on motion by Trustee Heisler and seconded by
Trustee Seidman, the meeting was adjourned at 9:19 p.m.
