01/02/1979NO, January 2, 1979 The regular meeting of the President and Board of Trustees of-.the..Village of Deerfield was called to order by the President on Tuesday, January 2, 1979 at 8:05 p.m. in the Council Chambers of the Village Hall. The clerk called thr roll and reported that the following were Present: Bernard Forrest, President Norma Gavin Jerold L. Heisler Cynthia J. Marty Edwin B. Seidman Vernon E. Swanson Absent: D. Jeffrey Blumenthal and that a quorum was present and in attendance at the meeting. Also present were Messrs. Herbert Linn, representing the Village attorney, and Norris Stilphen, manager. Trustee Seidman moved, seconded by Trustee Gavin, that the minutes of the regular meeting held December 18, 1978 be approved as corrected. (Page 5, line 39 - add "is sent to the Board and "; Page 6, line 8 - strike "Trustee Swanson, insert Mr. Blumberg" and line 39 - strike "since" insert "if "; Page 7, line 9 - Add "It was stated the spruce trees would be at a corner "). Motion carried unanimously. Public Works Director Klasinski and his department were complimented on the snowplowing they had done under extremely adverse conditions of cold and a heavy snowfall. P.W. Report A report on the objectives of the Public Works Department, completion of projects and hours worked was submitted by the Director of Public W6rks_,Ed Klasinsk.i'for the fiscal year 1978. He stated water usage was dorm this year, the design of planting along the *1111. Street parking lot has been submitted and he will try to.get the work done this spring or on a phased basis. The paint for crosswalks is of such poor quality that duplicate walks will soon fade out. There have been complaints about snow in front of mail.;bo.xes, but the Board said it was up to the individual to remove the snow. Ordinance =Mun. Code Amend. Sec. 22 -67 On St. Parking 2 -6 AM 12 Permits per Year (0- 7,9 -1) The ordinance was aresented amending Section 22 -67 of the Municipal Code prb.h biting__on•_-_.._ _,. street parking between 2 a.m. and 6 a.m. by a revision of the last sentence to read:) Permission shall be limited to the overnight parking of 12 vehicles, in the aggregate, to the members of a single household during any twelve (12) month period. Trustee Swanson moved, seconded by Trustee Gavin, that the rules be waived to permit action on the ordinance at its first presentation. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Heisler, that the ordinance be passed as presented. Adopted by the following vote; Ayes: Gavin, Heisler, 3:arty, Seidman, Swanson (5) Nays: None (0) The President signed the ordinance indicating his approval thereof. $1 Dldg. Permit Fee Sr. The staff proposed a Building Permit fee of Citizens for Repairs $1.00 for a maximum of $5,000.00 for repairs Authorize Ordinance for senior citizens, as proposed by the Human Relations Comr_iission. Trustee Swanson moved, seconded by Trustee Marty, that the attorney'prepare' the ordinance to establish a $1,00 Building Permit fee for repairs of $5,000 or less for senior citizens. Motion carried unanimously. Approve Payment $1500 Paul Box & Associates and Loan drive -up facility and access, Trustee Swanson moved, seconded approved to Paul C. Box and Associates The"Plan commission recommended payment of $1,:500 to Paul C. Boic..and Associates for a traffic study of the Deerfield Savings from funds budgeted fo the P]:an Commission. by Trustee Gavin, that payment of $1,500 be Adopted by the following vote: Ayes: Gavin, Heisler, Marty,Seidman, Swanson (5) Nays: None (0) _ Traffic Study Policy Mr. John Baer, Plan Commission Chairman, stated the Village should not specify who should be emplgyed by a developer for a traffic study, and recommended that the Village do as it has done in the past - get a second opinion. Discussion was had -on the question of a traffic consultant policy. Trustee Marty said if the traffic study is not satisfactory as submitted by a developer, it should be reviewed by Paul Box at Village expense, but if a second opinion is deemed necessary it s "'O U. should be at the developer's expense. Trustee Swanson concurred, and suggested a list of three consultants be furnished to the developer if a second opinion is desired. P.C. Report - Lipowich PRD.._. :-_._ . A report from the Plan Commission recommended- Birchwood-Gordon approval of the prelimary plat of the Planned Authorize' Ordinance Residential Development of three lots at the southwest corner of Birchwood and Gordon Terrace, as submitted by Mr. Maury Lipowich, with a variation of 5 per cent in lot area required for each lot. Trustee Seidman moved, seconded by Trustee Marty, that the report and preliminary plat;be approved, and the attorney be directed to prepare the ordinance authorizing the Planned Residential Development. Motion carried unanimously. Release Escrow- Vecchione!s Sub. Milburne- $,18433.80 DiMeo- $22483.35 and $22,483.35.to DiMeoMeo Brothers, Motion carried unanimously. Trustee Swanson moved,-seconded by Trustee.Heisler that escrow funds be released for work completed in Vecchione's Deerfield Road Subdivision in the amount of $18,433.80. to Milburne Brothers, Inc. Inc., as recommended by the Village engineer. It was stated that the street serving Vecchione's Subdivision was not dedicated and is not plowed, Trustee Heisler moved, seconded by Trustee Seidman;. that the Public Works Department be instructed to plow this street and send the bill to the owners. Motion carried, Trustee Swanson abstaining. Reduce Letter of Credit $2,250 Kraft Resub. as recommended by the Village engineer. Motion carried unanimously. Trustee Marty moved, seconded by Trustee Gavin, that the Letter of Credit be reduced by $2,250 for work.completed in the Kraft Resubdivision, Ordinance -Amend Sp. Use PUD The ordinance was presented authorizing an amend - Part Parcel 2 Deerfield Center ment to Ordinance 74 -49 granting a Special Use (0 -79 -2) Planned Development- Office Complex to permit the construction of a detached restaurant and an office building on a portion of Parcel 2 on the Deerfield Center Associates property (former Strub property).in accordance with Exhibits attached. Trustee Marty moved, seconded by Trustee Swanson, that the ordinance be passed as presented. Adopted by the following vote: Ayes: Uavin, Heisler, Marty, Seidman, Swanson (5)' Nays: None (0) The President signed the ordinance indicating his approval thereof. 1st Presentation- Ordinance.Adopting The first presentation was made of an ordinance Comprehensive Plan adopting an official Comprehensive Plan for the Village. Trustee Marty moved,.seconded by Trustee Seidman, that this stand as a first presentations_ Motionr• carried unanimously. . t , Mrs. Laura Lee Christnph, Evergreen Place, listed numerous objections, citing page numbers. She stated the single- family residential character of the Village should 10 be maintained, that low density should be used __instead of low average, and that 35 feet height was .too high for residences. Trustee i,Iarty said 35 feet height has always been included in the Zoning Ordinance. Mrs. Christ ©ph said she was opposed to scheduling matters of great importance, such as the Comprehensive Plan ordinance, during the winter when the weather may be extremely bad, Advertise for Bids Police Addition second meeting in February for Decision was made not to employ a construction manager for the police addition project and to advertise for bids to be returned for the the construction project. Ordinance -Mun. Code Amend., The ordinance was presented amending Sect.jzor. Sec. 3 -9 Reduce No. Class C 3 -9 of the Alunicinal Code by a redmction of Liquor Licenses one in the number of Class C liquor licenses, (0 -79 -3) leaving a total of three Class C licenses to be issued. Trustee Seidman moved, seconded by Trustee Marty, that the rules be waived to permit action on the ordinance at its first presentation. Motion carried unanimously. Benton Report- Nor.tran Mr. Robert Benton, the Village's Nortran Buses During Edens Cons truction Trustee, reported on transportation and bus problems which will result from the construct- ion p6gj,.ect.on Edens Highway which will take two years for completion. An observer was sent to the RTA Edens-.Committee, who chartered a helicopter but were unable to find additional parking. The Milwaukee Road will put on an extra train during the Edens construction and 14 coaches added. It was recommended that the Village lift parking restrictions. An extra bus trip can be made to serve southwest quadrant of Deerfield „ and he said the mini buses are expected in April, which will help but not solve the parking problem. School buses will be available during part of June and all of July and August, but have no fare boxes. The possibility of using CTA buses will be explored. The possibility of outlying feeder lots was proposed, but 'rir. Benton:said�oiily:::the' brickyard property owned by the Village is available and is probably too far from the railroad station. President Forrest suggested that the School District be contacted about the lease of the High School site to serve commuters from the west. The lot can be developer and the Village could charge 25 cents for parking. Parking restrictions on streets can not be removed. Mr. Benton said this lot could be served but would be quite costly with commuters paying a 25 cent parking fee and two bus fees at 30 cents each. lie felt the Village should discuss the lease of the lot with the School District inasmuch as the Village would lease the lot. Mr. Benton said no service is punned for Briarwood Vista since the extension of Carlisle is opposeUthe residents and there are more houses in Kings Cove and Colony Point. Mrs: Chtl9t6ph said the Comprehensive Plan should include not only bike paths but also bus connections.and stated she was not opposed to the extension of Carlisle. 1 Reports In connection with no parking on narrow streets Trustee Swanson said the Village engineer could not find any reference to a required distance between signs. Trustee Heisler said the distance between signs was based on the advice of Mr. Hal Winer, the prosecuting attorney. Trustee Marty said the Chief of Police and attorney should be consulted. Trustee Heisler said that a number of tickets had been issued for parking in spaces designated for the handicapped.. In Schaumburg there is a $35 fine if cars are parked in spaces for the handicapped.
