December 18, 1978
The regular meeting of the Board of Trustees of the Village of Deerfield was
called to order by the clerk, in the absence of the President, in the Council Chambers
of the Village Hall on Monday, December 18, 1978 at 8:05 p.m. The clerk called the
roll and reported that the following were

and that a quorum was.present and in attendance.. -at the.meeting. Also present were
Messrs. James Stucko, representing the Village attorney, and Norris Stilphen,'manager.
Trustee Marty moved, seconded by Trustee Swanson, that Trustee Blumenthal be
appointed President pro tem. Motion carried unanimously.
Trustee Seidman moved, seconded: by Trustee Marty, that minutes of the meeting
held December 4, 1978 be approved with the following addition: Page 3 - line 35 "The matter
was referred to the Plan Commission for final recommendation, with Paul Box designated
as traffic consultant ". Motion carried unanimously.
Approve Warrant No. W 778 -12 Trustee Gavin moved, seconded by Trustee Marty,
that Warrant No. W -78 -12 -.Payment of bills,
including fund transfers and reimbursement, be approved. Adopted by the following vote:
Ayes: Blumenthal, Gavin, Heisler, Marty, Seidman, Swanson (6)
Nays: None (0)
Treasurer's Report The treasurer's report for November included
the highlight control report, cash and invest-
ment statements, detail expenditures by activity, revenue and expense statements, and
cash flow statements. He stated expenses and revenues were about the same, and sales tax
receipts were over $87,000.
S.C. Presentation. to Safety Council Chairman Blumberg presented a
Lt. Charles humidor to Lieutenant Charles who has been
working with the Council for several years.
The President pro tem read a letter lauding Lieutenant Charles for..:his- work -w th.:,the Council
which will be placed in his presonnel file.
Report- School Crossing Guards Lieutenant Charles stated.guide lines and a
-tentative ratio have been established by the
School Boards and the Safety Council for the placement of school crossing.guards and the
committee selected at the October 24th meeting. The study had beea le e,�_d but�put
from the chairpersons of the PTOs is desired before the study appears in t e newspapers.
The committee has had three meetings, and they hope to have a final report soon. .
Narrow Streets Report Chief of Police Brandt reported that approxi-

on narrow streets, and without an ordinance
to forbid parking warning tickets could not be issued.
Fire Chief Gagne stated that no record is kept of the number of times when parked
cars. have created a problem for passage of emergency vehicles, but he has called the "
police..,a. number of times when he is in his own car. He feels the problem will only get
worse rather than better, and pointed out that during the holiday season there are many
parties which may aggravate the parking problem on narrow streets. He said that recently
Overland Trail was blocked by parked cars and the firemen had to proceed on foot.
A resident stated she had called the Police Department and was told which side of
the street should be used for parking for a number of cars and proposed that this solution
be publicized and residents notified, Mr. Stucko stated that many parkers lived out of the
Village. Trustee Seidman suggested that parking be permitted on only one side of a
narrow.street, which would eliminate a number of signs. Mr. John Dallas, Fair Oaks Avenue,
stated there was no parking problem on Fair Oaks and he felt that No Parking signs on
this street was overly res fictive. Hezasked that Fair Oaks be excluded.
The manager stated both cars that block a street should be ticketed. Chief Brandt
stated the`Village has an ordinance that a street cannot be obstructed, but they cannot

give tickets to both.
Mrs. Laura Lee Christoph, Evergreen Place, asked why, with CB radios, the Fire
Department cannot get through, and said too much money was spent on signs. The
Safety Council Chairman said the Council saw a potential problem for emergency vehicles
and they looked at safety and the Budget was the Board's decision.
Trustee Heisler asked the Fire and Police Departments to keep a record of times
that streets are blocked with - parked cars, and he will talk to T*ts -e*-_ z about
a letter or flyer about obstructing traffic. Mr. Blumberg

Trustee Swanson said he supported the idea kjW it would deal with people
of moderate income. Trustee Marty stated the language should be Y up a bit
and suggested that they get some information from the building commissioner. Mr.
Stucko said an ordinance would be required.
Report -H.R. Commission A report from.the Human Relations Commission
Extension Interim Housing requested the continuance of the Interim
Assistance Housing Assistance Program.for Deerfield
Senior Citizens for the 1979 -80.
Trustee Swanson moved, seconded by Trustee Marty, that the matter be referred _
to the Finance Committee who will meet in January, 1979.
Motion carried unanimously.

Trustee Seidman moved, seconded by Trustee Gavin, that the Consent Agenda be
approved, including passage of the three ordinance. Adopted by the following vote:

Trustee Seidman moved, seconded by Trustee Marty, that the Resolution amending
the Annexation Agreement for the Deerfield Center Associates..(former Strub property)
be-passed.
Motion carried unanimously.
The President pro tem signed the three ordinances and the resolution indicating
his approval thereof.

The parking lot will be landscaped with blue spruce and 28 flowering crab-:trees. Mrs.
&aura Lee Christoph warned that spruce trees were a hazard in a parking lot. The Village
;,engineer stated construction would be started in the spring and will be phased to that'
°parking will not be disrupted. *It was stated the spruce trees would be at a corner.
Authorize-O:rdinande . Trustee Heisler moved, seconded by Trustee
Comprehensive Plan Swanson, that the Comprehensive Plan as amended
be approved,. and the attorney be instructed to
prepare the ordinance.
Motion carried unanimously..

'Sec. '22.165 No Parking
Central to Village Garage Drive

The ordinance was presented amending Section
22.165 of the Municipal Code to prohibit parking
on Elm Street from Central.Avenue to the Deer-
field Garage Drive from 10 a.m. to 12 noon.
Trustee Seidman moved, seconded by Trustee Marty, that the rules be waived to permit
action on the ordinance at its first. presentation. Motion carried unanimously.
Trustee Seidman moved, seconded by Trustee Swanson, that the ordinance be passed as
presented. Adopted.by the following vote:

The President pro tem signed the ordinance indicating his approval thereof.
Request Lease of Brickyard A request was received from Kenny -Jay Dee2 of
Wheeling for the lease of a parcel of the
brickyard property owned by the Village •for a temporary field office and storage yard,
for construction equipment,for twelve to eighteen months.at a fee of $200 per month.
Discussion was had on the proposed lease, the manager-stating there were many
negative aspects - open storage for equipment and sand and gravel, the land tied up for
up to two years, and there would probably a number of complaints. It was his opinion
that $200 per month was not enough payment. Trustee Swanson remarked that, although the
company wanted a lease of twelve to 18 months, it would probably -be two. -years before the
property is available for Village use. Mrs. Laura Lee Christoph, Evergreen Place, said
she objected to the lease and felt that there would be many complaints from-_--residents.
The President pro tem suggested that the manager write to the company that the
Board is not interested in the lease of the property at $200.per month and the.Village
has other plans for the land, including a reservoir.. .The.Board concurred.
;°,lerk':s Reports The clerk reported that eettifidd_.copies. of
the ordinance abating the levy for sewage treat-
ment facilities bond tax had been filed with the County Clerks of Lake and Cook Counties,
and return receipts have been received. She said she understood that parking on Chestnut
north of Greenwood was a temporary measure and that snow and ice along the west side with
cars, particularly station wagons, parked diagonally on the east side, the pavement avail-
able for traffic was too narrow.
Board's Reports Trustee Seidman stated the ordinance passed at
the previous meeting which allowed twelve permits
per year-for parking on the street from 2 a.m. to 6 a.m. should be clarified. He also
said sidewalks at the Town and Village Halls should be plowed. On Orchard Street, walks
were shoveled, and later were torn up by the plow.
Mr. Philip Vision, Deerfield Road, stated that Deerfield Road is a main thoroughfare
and many elderly people use the sidewalk. Snow had melted and refrozen and he shuddered to
think what'could happen. The manager said the walk had been plowed. Mr. Vision suggested
the Village spread sand, at least along the apartment building sites. Trustee Marty said
the cost of sand or salt for every sidewalk would be prohibitive.
There being no further business, on motion by Trustee Heisler and seconded by Trustee
Seidman, the meeting was adjourned at 9:37 pm.
