R-04-06VILLAGE OF DEERFIELD LAKE AND. COOK COUNTIES, ILLINOIS RESOLUTION NO. R -04 -06 A RESOLUTION TO ADOPT THE INCIDENT COMMAND SYSTEM IDENTIFIED IN THE NATIONAL INCIDENT MANAGEMENT SYSTEM WHEREAS, on February 28, 2003, President George Bush issued Homeland Security Presidential Directive (HSPD) -5: Management of Domestic Incidents, which directs the Secretary of Homeland Security to develop and administer a National Incident Management System (NIMS): and, WHEREAS, the Directive requires Federal departments and agencies to make adoption of the NIMS by State and local organizations a condition for Federal preparedness assistance; and, WHEREAS, the Directive describes preparedness assistance as resources necessary for preparedness, response, recovery and mitigation of domestic incidents; and, WHEREAS, the Directive includes acts of terrorism, wildland and urban fires, floods, hazardous materials spills, nuclear accidents, aircraft accidents, earthquakes, hurricanes, tornadoes, etc.; and, WHEREAS, the Village of Deerfield Police department supports and utilizes a Unified Incident Command System; NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF DEERFIELD, LAKE AND COOK COUNTIES, ILLINOIS, in the exercise of its home rule powers, as follows: SECTION 1: It shall be the policy of the Village of Deerfield to adopt the NIMS concept of emergency planning and unified command as identified in the National Incident Management System document as directed by HSPD -5. SECTION 2: That this Resolution shall be in full force and effect from and after its passage and approval as provided by law. PASSED this 7th day of September '2004.
