12/02/1976�C December 2, 1976 SPECIAL MEETING Pursuant to notice thereof, a Special Meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the President in the manager's office in the Village Hall on Thursday, December 2, 1976 at 9:06 p.m. The clerk called the roll and reported that the following were Present: Bernard Forrest, President D. Jeffrey Blumenthal Norma Gavin Edwin B. Seidman Daniel H. Stiehr Vernon E. Swanson Absent: Cynthia J. Marty and that a quorum was present at the meeting. Also present were Messrs. Norris Stilphen, manager, James Soyka, Village engineer, and George Valentine, treasurer. The President explained that the purpose of the meeting was to consider the retention of an architect for expansion of Police facilities. December 3rd is the deadline for filing an application for a Federal Grant. Trustee Swanson stated a decision should be made on the basis of expenditure of Village funds, and not funded by a grant. The manager stated applications for grants are about ten times the amount available for funding, and because grants are based on unemployment in building trades, Deerfield is ranked in the lower 30 per cent. Trustee Swanson said 36 responses were received to the request for qualifi- cations published in the Chicago Tribune on November 14, and five firms were selected for interviews: Otis Associates; Orput Associates; Loebl, Schlossman & Hackl; Holland and Steed, Inc.; and A. M. Kinney Associates. The estimated cost for new construction and remodeling would appear to be $400,000 to $500,000 and the architect fees would be $40,000 to $50,000. The Architectural Selection Committee recommended that Loebl, Schlossman & Hackl be retained to provide architectural services for the construction of police facilities, the contract to be divided into phases. The cost of the initial phase, Programming and Schematic design, should not exceed $5,000 to $6,000, and additional phases to be negotiated. A letter from Loebl, Schlossman & Hackl guaranteed a maximum cost of $5,000 for the initial phase which would be credited to later fees when the project proceeds. If the project does not proceed further, there would be no additional cost or obligation. The Village is to furnish a certified land survey, plans of existing buildings, and information on soil conditions on the property. Discussion was had on financing. The President said some Revenue Sharing Funds could be used, and any surplus, but a bond issue would probably be necessary. Trustee Stiehr moved, seconded by Trustee Gavin, that a contract be entered into with Loebl, Schlossman & Hackl for initial Programming and Schematic Design with a guaranteed maximum cost of $5,000. Adopted by the following vote: Ayes: Blumenthal, Gavin, Seidman, Stiehr, Swanson (5) Nays: None (0) Trustee Seidman moved, seconded by Trustee Stiehr, that the Village engineer be authorized to expend up to $1,000 for surveys, if needed. Adopted by the following vote: Ayes: Blumenthal, Gavin, Seidman, Stiehr, Swanson (5) Nays: None (0) The manager stated the grant application must be signed and Mr. Soyka will hand carry the application to Northeastern Illinois Planning Commission, who must also sign the application, and then to E.D.A. Trustee Gavin moved, seconded by Trustee Swanson, that the President be authorized to sign the grant application. Motion carried unanimously. Trustee Blumenthal stated trees on Pine Street at Lake -Cook Road cause a sightline problem. Decision was made to refer the matter to the Safety Council. Mr. Smalley will be asked for recommendatinns on an ordinance to regulate liquor signs.
