The regular meeting of the President and Board of Trustees of the
Village of Deerfield was.called to order by the President in the Council
Chambers of the Village Hall on Monday, March 1, 1976 at 8;10 p.m. The
clerk called the roll and reported that the following were

and that a quorum was present and in attendance at the meeting. Also present
were Messrs. James Stucko, representing the Village attorney, and Norris
Stilphen, manager.
Trustee Stiehr moved, seconded by Trustee Marty, that the minutes of
the regular meeting held February 16, 1976 be approved as submitted.
Motion carried unanimously.
President Forrest announced the promotion of Officers Gary Stryker
and David Turnbaugh to the rank of Sergeant in the Deerfield Police Depart-
ment, effective March 1, 1976. Both Sergeants were congratulated by the
Board.
Report - Village Engineer A report was received from the Village
Engineer on the objectives and status of
Engineering Department projects. Regarding the 50/50 sidewalk program, Mr.
Soyka stated requests are initiated by the resident. The North Waukegan Road
sidewalks will be installed by Special Assessments. President Forrest
suggested the public hearing be held in May. The engineering for reconstruc-
tion of Kates Road by Special Assessments will not be done this fiscal year,
but will be started after May, 1976 as a fill -in project. Trustee Stiehr
stated a lot of trucks use Kates Road and the existing surface is in poor
condition. He felt the Village should go ahead with the project as.,soan as
possible.. The President asked Mr: Soyka to see what the Engineering Depart-
ment's priorities are and try to move up this project.
The contractor for the Cranshire- Hampton- D-eerpath storm,.sewer_improve-
ments has completed all.construction and landscaping and is awaiting delivery

Mr. Robert York, on behalf of the Chamber of Commerce, urged the Board
to pass an ordinance to make it possible to grant a "pouring" license to
places where food is served. Such licenses should be under strict control. He
felt it was to the interest of the people of the community to have a place or
places where food and drinks may be served. If a "pouring" license could be
issued, it should be possible to get one or more restaurants of a type that
could make available a room for club meetings.
Discussion was had on the Lake Forest ordinance on alcoholic beverages.
It was the consensus that certain provisions of the Lake Forest ordinance should
be added to the Deerfield Code with some clarifications and additions to Defini-
tions.
Approve Consent Agenda The Consent Agenda, with two deletions, was
presented for consideration as follows:

CONSENT AGENDA
Ordinance amending the Municipal Code by adding a new Section 18.413B to require
ducting of restaurant food preparation area discharge fans. (0- 76 -13)
Approval of final plat, Florian's Resubdivision of Lot 46, Hovland's Subdivision,
and execution thereof authorized,
Resolution appropriating $14,000 from Motor Fuel Tax funds for construction of
cul -de -sacs on Forestway and Fairview.
Trustee Seidman moved, seconded by Trustee Swanson, that the Consent Agenda
be approved;, including passage of the ordinance. Adopted by the following vote:
Ayes: Blumenthal, Gavin, Marty, Seidman, Stiehr, Swanson (6)
=Nays: None (0) .
The President signed the ordinance indicating his approval thereof.
Resolution - Request SE The Resolution was presented requesting the Lake
Lake Co. Branch Court County Board to secure appropriate alternate space
to continue the operation of a branch cairt in south-
east Lake County, beginning in the summer of 1976. The branch court is currently using
space provided by the City of Highland Park.
Chief of Police Brandt stated no rent is paid for a branch court and,no space
can be provided by the Deerfield Police Department. The City of Lake Forest is
willing to provide facilAties for the Crime Laboratory, but not for the branch court.
There will probably be no branch court in southeast Lake County. President Forrest
suggested that County Board members be contacted regarding the branch court.
Trustee Seidman moved, seconded by Trustee Marty, that the Res mlution be
adopted.
Motion carried unanimously.
Tag Day Request Denied A request was received from the Renee Shaffer Gettle-
R S.Gettleman Foundation man Memorial Foundation Auxiliary for permission
to solicit funds in the Village by a canning tag
day to, -aid> the University of Chicago Cancer Research foundation in seeking a cure
for Hodgkin's disease.
Trustee Swanson stated he felt fund raising on Village streets should be con-
fined to local organizations. The clerk stated it is the Board's policy to permit
only local organizations and the Salvation Army to solicit funds on Village streets.
Trustee Seidman moved, seconded by Trustee Marty, that permssion be granted
for solcitation of funds by the Renee Shaffer Gettleman Memorial Foundation Auxiliary.
The motion failed, all members voting Nay.
S.C.. Report-Stop Signs A report from the Safety Council asked the Board
Fairview & Gordon .to reconsider the Council's request for the in-

Gordon Terrace. Chairman Ferris stated there have
been three :aecidents..recently at this intersection, one a personal injury.
The Village engineer stated the cul -de -sac on Fairview would be completed in
about six Honths. Trustee Marty asked that the State requirements for stop signs
be sent to the Safety Council. ,
Trustee Seidman moved, seconded by Trustee Blumenthal, that the Safety Council'.
Vecommendation be approved and the attorney be directed to prepare an ordinance
authorizing the stop signs.
Ikustee Blumenthal moved, seconded by Trustee Gavin, that the motion be
amended to include a provision for removal of the stop signs when the Fairview cul-
de -sac is completed. Motion and second were withdrawn when the attorney stated he
wand prefer two ordinances- the first to authorize the installation of the stop
signs, and a second to authorize removal when the cul -de -sac is completed.
The motion was adopted by the following vote:

House Numerals
Authorize Ordinance
A report from the Safety Council recom-
mended that the Municipal Code be amended
to require the following standardizations
for house numbers: 1. Numerals should
be a minimum of 4 inches in size; 2. Arabic block numerals; and 3. Color of
the numbers should be contrasting with the color of the background.
The manager recommended that these standards be required -4for all new
residences but not made retroactive for existing residences. Trustee Seidman
said the standards should be required on all homes and not limited to new
residences. Safety Council Chairman Ferris stated the Fire and Police Depart -
mazts have requested standardizing house numbering a minimum of 4 inches in size
but he felt 3 inches in size was large enough. The President suggested that a
letter be sent with the water bills requesting compliance with the Safety Council's
recommendation for standardization of house numerals.
Trustee Stiehr moved, seconded by Trustee Gavin, that the attorney prepare
an ordinance to require block numerals a minimum of 3 inches in size and of a
contrasting color for all new residences.
Motion carried, Trustee Seidman voting Nay.
S.C. Report -Sign, S &L A report from the Safety Council recommended
Driveway to Waukegan Rd. that the Board consider the erection of a
sign at the exit from the Deerfield Savings
and Loan parking lot prohibiting a left turn onto Waukegan Road.
Discussion was had on the sign and it was felt that two signs were needed -
Do Not Enter and No Left Turn. Trustee Stiehr pointed out that the signs would
be on private property.
Trustee Seidman moved, seconded by Trustee Marty, that the Deerfield
Savings and Loan be requested to erect signs - "Do Not Enter" and "No Left Turn" -
at the exit from the parking lot onto Waukegan Road, the signs to be purchased
from the Village or some other supplier.
Motion carried, Trustee Gavin voting Nay.
Approve Tree Planting Trustee Gavin reported that the Bicentennial
S5' of Alley N of Cemetery Committee would like to plant ga;t�g crab
trees on the south 5 feet of the alley north
of the cemetery. The Village should maintain the plantings, which were suggested
by a nurseryman. Mr. Irl Marshall has offered to give the trees. The alley is
us--d by only one person who has approved the plantings which will not interfere
with the use of the alley.
Trustee Seidman moved, seconded by Trustee Blumenthal, that permission be

cemetery, the plantings to be maintained by the Village.
Motion carried unanimously.
Ordinance -Mun. Code Amend. The ordinance was presented amending the
Nea Sec. 28.137 - Cannabis Municipal Code by adding a new Section
(0- 76 -14) 28.137, defining Cannabis and establishing
penalties for violations.limited to persons
possessing less than 30 grams of any substance containing cannabis.
Trustee Marty moved, seconded by Trustee Gavin, that the minimum fine of
$50 for a first offense and a minimum of $100 for subsequent offenses be
eliminated. Motion carried, Trustee Seidman voting Nay.`
The Chidf of Police and.the Youth Officer stated it was another tool they
felt could be used effectively . A local ordinance would not be used to "hassle"
young people. It is hoped that through.,the:-enforcement of a local ordinance
it can be discovered who is selling the cannabis.
Trustee Stiehr moved, seconded by Trustee Seidman, that the ordinance be
passed with the elimination of minimum fines. Adopted by the following vote:
Ayes: Marty, Seidman, Stiehr, Swanson (4)
Nays: Blumenthal, Gavin (2)
The ordinance will be corrected for signature by the President.

lst Presentation- Ordinance The, first presentation was made of an ordinance
Liquor Licenses amending Section 15.009 of the Municipal Code to
provide for the issuance of a third Class A (beer)
license.
Trustee Seidman moved, seconded by Trustee Marty, that the ordinance be tabled
pending action on liquor licensing in general.
Motion carried unanimously.
Authorize Attorney to Trustee Marty moved, seconded by Trustee Stiehr,
DeE end -S /A Litigation that the Village attorney be authorized to defend
the Village in the law suit Diver v. Village of
Iberfield in connection with payment of Special Assessment bonds. Adopted by the
following vote:
Ayes: Blumenthal, Gavin, Marty, Seidman, Stiehr, Swanson (6)
Nays: None (0)
Reports - Communications The clerk reported that the Covenant for Hamilton's
Subdivision has been signed but the plat has not
been recorded because the County Clerk must re- certify payment of taxes due March 1,
1976.
The manager reported that the City of Highland Park has asked to extend the
bus service to Deerbrook. The President said he saw no harm in the extension until
the Village gets its own bus service, but there will be no contribution to Highland
Park.
The attorney was asked to prepare an ordinance changing the elevator inspection
fee -in accordance with the recommendation of the building commissioner.
A letter was received from the Sister City of Ludinghausen expressing thanks for
the Village's letter of December 17, 1975, and looking forward to receiving the
material on the Bicentennial Celebration.
Flodstrom Construction hopes to have the railroad station renovation completed
by July 4th.
The manager reported that two additional baggage carts are available from the
Milwaukee Road at a cost of $75 each. If a letter is sent to the Milwaukee Road
accepting the offer, the Village may be able to get the carts without charge through
the agent. Trustee Gavin suggested selling the stairs from the old library building
unit.
There being no further business, on motion by Trustee Seidman and seconded by
Trustee Marty, the meeting was adjourned at 10:05 p.m.
