02/22/1971 (2)Gd U G7 1 D ,54 February 22, 1971 The adjourned meeting of the President and Board of Trustees of the Village of Deerfield was called to order by the clerk in the Council Chambers of the Village Hall on Monday, February 22, 1971 at 8:15 p.m. Upon roll call the following were Present: Charles.R. Bootz George Kelm George P. Schleicher Stephen M. Slavin M. Jay Turner, Jr. Absent: Bernard Forrest, President and a quorum was present and in attendance at the meeting. Also present were Mgssrs. Richard Houpt, Village attorney, and Norris Stilphen, manager. Trustee Kelm moved, seconded by Trustee Schleicher, that Trustee Bootz be appointed President pro tem. Motion carried unanimously. Trustee Schleicher moved, seconded by Trustee Slavin, that the minutes of the regular meeting held February 2, 1971 be approved as submitted. Motion carried unanimously. Approve Warrant No. W -71 -2 Trustee Slavin moved, seconded by Trustee Schleicher, that Warrant No. W -71 -2 - payment of bills, including fund transfers and reimbursements, be approved. Adopted by the following vote: Ayes: Bootz, Kelm, Schleicher, Slavin, Turner (5) Nays: None (0) Support P.D. 3/6/71 Mr. Peter Trenchard, Park Commissioner, spoke on Referendum the Park District referendum to be held March 6, 1971, and plans for land acquisition and facilities to be constructed if the $1,750,000 bond issue is approved, illustrating his talk with slides. A comprehensive plan for recreation programs and facilities has been developed including a golf course, recreation building, a second swimming pool, tennis courts and baseball diamonds. Mr. Trenchard gave a breakdown of estimated costs of the various phases, and the estimated amount of tax which would be added to tax bills for payment of principal and interest on bonds. Following a brief discussion, Trustee Slavin moved, seconded by Trustee Bootz, that the Board go on record as supporting the referendum, the Park Board having shown foresight and intelligent planning for the needs of the Village. Motion carried unanimously. P.C. Report- Rezoning to R -6 A report from the Plan Commission recommended 1030 Deerfield Rd. S.D. 109 d'enial.•of.the petition of School District No. 109 to rezone property at 1030 Deerfield Road to the R -6 Two- family District. Decision was made that representatives from the School Dsitrict be invited to attend the next meeting, at which time a decision on the petition would be made. P.C. Report -R.R. Parking A report from the Plan Commission listed objections to the plan for commuter parking at the Milwaukee Railroad station prepared by Paul Box & Associates. Discussion was had on the proposed plan, and it was the consensus of.the Board that Mr. Box meet with the Plan Commission to discuss the objections. A member of the Park Board will also be invited to attend this meeting, since Jewett Park will be affected by the plan. Report -Sump Pump Inspections The manager reported that corrections have been made in all cases where sump pump discharges were connected to the sanitary sewer after the ordinance was passed prohibiting such connections. A report was submitted listing 49 houses where sump pumps are incorrectly connected, all of which were installed prior to passage of the ordinance. Discussion was had on whether diconnection can be required in such cases. The manager was directed to send copies of the Village attorney's letter regarding this matter to the Board. The Village attorney reported he is still awaiting final word from Mr. Jensen on the gasoline tank leak determination ordinance. U it, Ordinance -Mun. Code Amend. Sec. 16.310 Charitable Solicitation Exception (0 -71 -6) the present Section 16.310 to read Trustee Schleicher moved, seconded by Trustee Kelm, that the ordinance be passed amending Section 16.310 of the MunirLipal Code pertaining to exception for local charitable solicitation, and renumbering "16.311 ". Adopted by the following vote: Ayes: Bootz, Kelm, Schleicher, Slavin, Turner (5) Nays: None (0) The President pro tem signed the ordinance indicating his approval thereof. Approve Easter Seal Tag DA letter from the Village attorney answered questions raised by the requebt for permission to conduct an EAster Seal Tag Day. Trustee Slavin moved, seconded by Trustee Bootz, that permission to conduct the tag day be granted, but no solicitation be permitted in the streets. Motion carried unanimously. Trustee Schleicher suggested that the manager draft a letter to be sent to organizations requestiYg permission for solicitation of funds. Box Report - Deerfield- Kipling A report.from Paul Box and Associates on the Signalization Referred Back Deerfield - Kipling- Kenton signalization recom- Elder Lane - Waukegan Signals mended that left furns from Kenton Road be prohibited, and appropriate signs be posted one block north warning motorists that right turns only are permitted. A letter from Mr. William Nelson stated that additional signalization was a better solution than to prohibit left turns. Mr. Werner Neuman endorsed Mr. Nelson's recommendation. A petition signed by residents df Elder Lane asked that the traffic signal installation at Waukegan -Hazel and Elder Lane be reviewed Trustee Slavin moved, seconded by Trustee Schleicher, that the report on the Deerfield = Kipling Signalization be referred back to Mr. Box for further study, and he be requested to review the Waukegan -Hazel -Elder Lane signalization also. Motion carried unanimously. The meeting was recessed at 9:45 p.m. and reconvened at 9:55 p.m. Re: Ad Hoc Sewer Survey Committee., Trustee Slavin asked that the question of appointment of an ad hoc sewer survey committee be held over to the next meeting, and stated he felt strongly that such a committee was desirable. Mr. Werner Neuman.proposed.the.appointment of a technical health and environmental commission to submit recommendations to the Board for action, and when given an assignment by the Board, an ad hoc committee would be formed to study the matter. The President pro tem asked that copies of Mr. Neuman's report be distributed to the Board for discussion at the next meeting. Approve Payment $1544.68 Trustee Slavin moved, seconded by Trustee Paul Box Associates. Schl "etcher, that payment of $1,544.6$ be approved to Paul Box and Associates for work completed on the High Adcident Location Traffic SAfety Study. Adopted by the following vote: Ayes: Bootz, Kelm, Schleicher, Slavin, Turner .(5) Nays: None (0) Trustee Slavin asked that Mr. Box review the Waukegan Road entrance and exit traffic problems at Deerfield Commons. Report -No Parking Lake -Cook Rd. A report from Mr. Paul Box recommended that Authorize Ordinance parking be prohibited on both sides of Lake -Cook Road throughout the Village, and also on Waukegan Road in the vicinity of the deerbrook Shopping Center. Discussion was had on the area to be posted. Trustee Kelm moved, seconded by Trustee Bootz, that the Village attorney be directed to prepare an ordinance prohibiting parking on both sides of Lake -Cook Road from the railroad tracks to Waukegan Road, and on Waukegan Road in the vicinity of Deerbrook. Motion carried unanimously. 1,3 7. MFT Resolution $9000 Trustee Schleicher moved, seconded by trustee Petersen - Deerfield Signals Kelm, that the resolution be adopted appropriating (R -71 -1) an.additional $9,000 from Motor Fuel Tax funds for the installation of traffic signals at Petersen Lane and Deerfield Road, supplementing resolutions herdtofore adopted regarding signals at Hoffman Lane and Deerfield Road. Adopted by the following vote: Ayes: Bootz, Kelm, Schleicher, Slavin, Turner (5) Nays: None (0) Approve Additions Hoffman Trustee Schleicher moved, seconded by Trustee Petersen Deerfield Signals Turner, that additions to the contract for the installation of traffic signals at Deerfield - Hoffman- Pettersen intersection be approved, a total addition of $6,955. Adopted by the following vote: Ayes: Bootz, Kelm, Schleicher, Slavin, Turner (5) Nays: None (0) Proclamation- Historical Trustee Kelm moved, seconded by Trustee Turner, Society Week March 3 -6 that the.Proclamation designating the week of March 1 to 6, 1971 as Deerfield Area Historical Society Week be approved. CQ Motion carried unanimously. lst Presentation - Ordinance The first presentation was made of an ordinance Planned Development Lots approving the planned development of Lots 67 and 67 & 68, Hovland Sub. 68, Hovland Subdivision. The ordinance has been posted on the bulletin board in the lobby. h 1970 Population - 18,949 A certificate from the Secretary of State showed the 1970 population of the Village of Deerfield to be 18,949. Communications A letter was received from Mr. Thomas Ploss regarding Project Transi -Plan, with a newspaper article from Chicago Today. Discussion was had on proposals for aid to mass transporta- tion. Information will be obtained on government proposals and report made to the Board. A letter from Mr. Joseph Valenti requested the Board's cooperation in hastening the elimination of flooding on the Lake -Cook Road sanitary sewer. Authorize Audit Wolf & Co. Trustee Turner moved, seconded by Trustee Schleicher, that Wolf and Co. he authorized to audit the financial records of the Village for the fiscal year 1970 -71. Adopted by the following vote: Ayes: Boot, Kelm, Schleicher, Turner (4) Nays:S Slavin (1) Reports - Communications The manager reported the Illinois Municipal League is sending summaries of bills 6ftnterest to municipalities which have been introduced in the General Assembly. Decision was made that he should notify the Board of any bills of interest to the Village. A letter from the Lake County Heart Association asked for the help of the Board in Alerting the community to the dangers of heart disease. The use of the Village Hall for this purpose was suggested and approved. The report on SAra Lee surcharges for sewage treatment was received. Mr. Werner Neuman reported the treatment plant at Sara Lee had been shut down. Trustee Schleicher stated he had received telephone calls regarding odors from the plant. The manager stated that the Fire Chief had suggested that right turns on the red light be permitted at Hoffman Lane, and the matter had been referred to Baxter and Woodman. Trustee Slavin suggested that Mr. Box also be consulted. A hearing will be held on March 10, 1971 by the Illinois Commerce Commission on the Milwaukee Road's proposed increase in fares.
