The regular meeting of the President and Board of Trustees of the Village of
Deerfield was called to order by the President in the Council Chambers of the Village
Hall on Monday, August 17, 1970 at 8:05 p.m. The clerk called the roll and reported
that the following were
Present: Bernard Forrest, President
Charles R. Bootz
George P. Schleicher
Stephen M. Slavin
Absent: George Kelm
M. Jay Turner, Jr.
and that a quorum was present and in attendance at the meeting. Also present were
Messrs. Richard Houpt, Village attorney, and A.M. Cleven, representing the Village
manager.
Trustee Schleicher moved, secondedcby Trustee Bootz, that the minutes of

Approve Warrant No. W -70 -8 Trustee Bootz moved, seconded by Trustee
Slavin, that Warrant No. W -70- 8 - payment
of bills, including fund transfers and reimbursements, be approved. Adopted by the

S.C. Report- Speed limits on A report from the Safety Council recommended
Kipling & Longfellow a speed limit of 25 miles per hour on Kipling
Place and Longfellow Avenue, but expressed
the opinion that the ultimate solution to the problem was enforcement rather than
speed limits.
S.C. Report - Longfellow - Kipling A report from the Safety Council recommended
Sidewalks - Authorize Appraisement the installation of sidewalks on Longfellow
Avenue and Kipling Place. Safety Council
member Mrs. Laura Lee Christoph stated there were sidewalks on some properties, but
some were at the curb and none were four or five feet wide with a parkway. The
Village attorney stated that if sidewalks meeting present standards were installed
by special assessments, there could be a question whether property that has a side-
walk would benefit to the extent of the cost.
Trustee Slavin moved, seconded by Trustee Schleicher, that an appraisement
be authorized of properties on Longfellow and Kipling to determine the feasibility
of a special assessment for sidewalks.
Motion carried unanimously.
Report- Hoffman - Petersen - Deerfield Reports on the Deerfield- Petersen - Hoffman
& Kenton - Kipling - Deerfield - Inter- intersection were received from the Safety
sections - Authorize Study Council and Public Works Direttor Klasinski.
Mr. Paul Box, traffic consultant, recommended
the extension of the present signalization to include Petersen Lane. He stated
some temporary steps can be taken - a line painted with a sign "STOP AT LINE ", but
he saw no advantage in other Safety Council recommendations. He drew a sketch to
show the locations of additional traffic signals and a pedestrian crosswalk. He
pointed out the additional signalization and the.pedestrian walk would eliminate
three curb parking spaces but stated he saw no other way to improve traffic and
pedestrian ht this off -set intersection.
Mr. Box stated the Deerfield - Kenton - Kipling intersection cannot be properly
evaluated until school starts when a traffic and pedestrian court should be made.
Further study of both intersections would be required before a final recommendation
can be made.
Trustee Slavin moved, seconded by Trustee Bootz, that studies of the above
two intersections be included.in the Traffic Safety Survey being conducted by Mr. Box.
Motion carried unanimously.
Sacks Subdivision Referred The Sack Subdivision of 3 lots was referred to
the Village attorney and building commissineer
for verification of zoning classification.
P.C. Report- Parking A report from the Plan Commission recom-

districts, no parking space or access driveway shall be located nearer than 25
feet to any lot zoned for residential use except when the immediately adjoining
25 feet of such residentially zoned lot is used for parking or for an access drive-
way.
Discussion was had on the proposed amendment. Trustee Slavin stated it
was his opinion that the amendment be considered in connection..with a comprehen--
sive review of the Zoning Ordinance. Plan Commission Chairman Dan Stiehr stated
the Plan Commission recommended that the change be made immediately.
Trustee Schleicher moved that the Village attorney be instructed to prepare
an ordinance in accordance with the recommendation of the Plan Commission. The
motion failed for lack of a second.

by the Plan Commission. Adopted by the following vote:

Approve Preliminary Plat The Plan Commission recommended approval
Likes Sub. + Bond or Covenant of the preliminary plat of the Likes Sub -
division of three lots at the northwest
corner of Broadmoor and Somerset with the provision that the owner file a bond
or cash escrow for improvements on Broadmoor and the proposed middle of the block
street.
Mrs. Audrey Meldahl, realtor, stated if would be a hardship to the owner
cif a bond is required since he plans to sell only the house on the fully improved
lot. She stated the owner.would agree to a covenant which would spell out that
no building permit would be issued for the two vacant lots until improvements
are installed. The Village attorney stated such a covenant would protect a
purchaser and the Village, and would not preclude the installation of improvements
by special assessments..
Trustee Schleicher moved, seconded by Trustee Bootz, that the preliminary
plat of the Likes Subdivision be approved subject to posting bond or a suitable
covenant.
Motion carried unanimously.
President Forrest stated he would veto the subdivision.
P.C. Report - Recommend The Plan Commission recommended the purchase
Purchase Favelli Property of the ravelli-'. property at 859 Deerfield
Road and also all other property in the area
when it becomes available for future parking.
Approve Final Plat - Resub. The Plan Commission having approved the
Lots 18,19,20,21, Briarwoods final plat of. the Resubdivision of Lots 18,
Country Club Estates 19, 20 and.21, Briarwoods County Club Estates
into three lots, Trustee,Slavin moved,
seconded by Trustee Schleicher, that the plat be approved and execution thereof
authorized.
Motion carried unanimously.
Accept Audit Discussion was had on the Audit report
T from Wolf and Company and the qualified
opinion with regard to the omssion of
accounts for general and utility fundffixdd,'aassets. Mr. Robert Schultz, auditor,
explained this statement is in accordance with the principles established by the
American Society of CPAs. Mr. A.M. Cleven, treasurer, stated that, in order to
set up a fixed assets account it would be necessary to go back to 1903 and would

not reflect the value of assets as far as the Village is concerned. The Village
attorney suggested the matter be taken up with the office of the Auditor of Public
Accounts. *He rendered an oral opinion that the Board could legally accept a qualified

Trustee Schleicher moved, seconded by Trustee Bootz, that the Audit be accepted.
Motion carried unanimously.
The meeting was recessed at 9:25 p.m. and reconvened at 9:40 p.m.
Re: Maplewood School Mr. J. K. Willman, Hazel Avenue, reported
Sewer Connections that correction of sewer connections at the
Maplewood School appeared to be almost finished.
President Forrest stated that dye tests.:wi,1Tll.be ::made after the work is completed
to insure that no storm water will be discharged into the sanitary sewer.
Report.- J.?roject Transi -Plan In connection with the Milwaukee Railroad's
proposed Project Transi -Plan, the Village
attorney stated he had reviewed the Federal and State Mass Transit Acts and the
organization of the Illinois Central Railroad's South Suburban Mass Transit District,
presently the only one in Illinois although the Burlington Railroad district is
being organized. He stated that the powers granted by the Acts are much greater than
those proposed by the Milwaukee Railroad.
Mr. Houpt explained in detail the powers of a Transit District, appointment
of members to the governing Board, financing, allocation of profits, improvements,
sale or lease of equipment and the annexation to or disconnection from a District.
He stated that-the Letter of Intent requested by the Milwaukee Railroad was not
legally binding, but merely a commitment to the principle that a Mass Transit District
should be organized.
Approve Letter of Intent Trustee Slavin moved, seconded by Trustee
Project Transi -Plan Schleicher, that the President be authorized
to execute the Letter of Intent as requested
by the Milwaukee Railroad for the organization of Project Transi -Plan.
Motion carried unanimously.
Approve Church's Plan In connection with the proposed widening of the
Re: North Ave. Paving North Avenue pavement in front of the Trinity
United Church of Christ, Mr. William Russell,
a member of the Church Board of Trustees, proposed an alternate plant which would
save approximately 70 large trees and result in savings in costs which would permit
the Church to keep all its property, but would still accomplish the objective._oU
greater traffic and pedestrian safety. He requested that the Church be permitted to
construct additional pavement which would gradually taper the present 35 ft. pavement
to the narrow two -lane pavement, and thereby eliminate the hazard of the abrupt
change in width. He also suggested that street lights and "NO Parking" signs be
installed.
Several residents expressed approval of this suggestion which would provide
greater safety but would tend to keep fast through traffic from this residential
area.
Trustee Bootz moved, seconded by Trustee Slavin, that the proposal of the
Church be approved, and the assistance of the Public Works Department be offered
in arriving at a final plan, reserving to the Board the right of approval of the
plans and specifications.
Motion carried unanimously.

A representative from Kitchens of Sara Lee requested that provision be made
for a breakdown of equipment which could result in smoke of a greater density than
that permitted by the ordinance, but would be beyond the control of the owner. A
representative from the Milwaukee Railroad stated that the 15 second limitation on
greater density smoke permitted from Diesel locomotives 4accllerating from a stationary
position was unrealistic and suggested a 3 minute limitation. He .pointed out that
smoke from Diesel trucks was a greater source of air pollution than that from the
operations of the railroad.
Trustee Schleicher moved, seconded by Trustee Bootz, that the word
Ylocomotives" in parag}Th 2(b) be replaced by the word 'vehicles ". Adopted
by the following vote:

Art. VII, Chap. 17 - Scavengers Slavin, that the ordinance be adopted

Municipal Code pertaining to Scavengers.

Authorize Ordinance Trustee Schleicher moved, seconded by
25 mph Speed Limit Trustee Bootz, that the Village attorney
on Longfellow be directed to prepare and ordinance
establishing a speed limit of 25 miles
per hour on Longfellow Avenue. 1.
Motion carried unanimously.
Discussion of a requirement for inspection and testing of gasoline storage
tanks was deferred at the request of the Fire District. Trustee Slavin requested
that discussion of procedures for sump pump inspections be deferred to,the next
meeting.
Tax Levy Ordinance The Village attorney stated that the amounts
(0- 70 -35) appropriated for the Police Pension Fund
should be carried over to the tax levy
except for a reduction to $4,000 of the amount appropriated for refunds. Trustee
Bootz moved that the Tax Levy Ordinance be adopted. Seconded by Trustee Slavin
and adopted by the following vote:
Ayes: Bootz, Schleicher, Slavin, Forrest (4)

Complaints on Hovland Improvements A group of residents from Hovland Subdivision
stated that improvements being installed in
the subdivision are not satisfactory. They complained that sidewalks are several
feet higher than street pavement on some lots and do not meet specifications for
thickness of concrete, street pavement and sidewalks are cracked and do not extend
the full length of some properties, and excess dirt has been deposited on private
property. Some driveways are so steep cars hit the sidewalk on entering and leaving.
* Trustee,Slavin stated he had visited the subdivision and had found that a side-
walk �- a-- &4vewa-y-)was 3!� inches thick instead of 6 inches as specified. He
and Trustee Schleicher urged Board members to inspect the improvements to see what
can be done to correct conditions complained of. Mr. James Tiffany, Laurel Avenue,
asked the Board to require the installation of a satellite for the use of the workmen.
He also requested that letters be sent to the engineers and contractors asking why
these conditions exist and why the work has not been completed. *Correction 8/"51/70
President Forrest stated the matter would be on the agenda for the next
meeting when the engineer and contractors will be directed to be present to discuss
the complaints.
Ordinance -Mun. Code Amend. An ordinance was presented amending Section
Eliminate Police Capt. Sec. 7.001 7.001 of the Municipal Code to eliminate the
(0- 70 -36) position of Police Captain. President Forrest
explained that former Police Chief David
Petersen, who held the permanent rank of captiin, is now on full retirement pension
instead of disability pension.
Trustee Schleicher moved, seconded by Trustee Bootz, that the rules be waived
to permit action on the ordinance at its first presentation. Motion carried unanimously.
Trustee.Slavin then moved that the ordinance be adopted. Seconded by Trustee
Schleicher, and adopted by the following vote:

Ordinance - Police Chief Salary An ordinance was presented establishing a
(0- 70 -37) salary of $17,500 per year for the Chief of
Police.
Trustee Schleicher moved, seconded by Trustee Bootz, that the rules be waived
to permit action on the ordinance at its first presentation. Motion carried unanimously.
Trustee Bootz then moved that the ordinance be adopted. Seconded by Trustee
Schleicher, and adopted by the following vote:
