The adjourned meeting of the President-and Boardof Trustees of the Village of
Deerfield was called to order by the President in the Council Chambers of the Village
Hall on Monday, October 13, 1969 at 8:05 p.m. The clerk called the roll and reported
that the following were

and that a quorum was present and in attendance at the meeting. Also present were
Mr. Richard Houpt, Village. attorney, Plan Commission Chairman Albert Brust, the
Planning Consultant, and members of the Board of Library Directors and Park
Commissioners.
Discussion Library Site A lengthy discussion was had on the two
& Referendum proposed sites for a new library, one in
Jewett Park and the other the four lots north
of the present library on Waukegan Road. Members of the Library Board stated they
favored the Jewett Park site since its use would result in substantial savings to
the taxpayer, and the Park Board would receive the present library for a building
for recreational uses. Park Board members stated they wished to cooperate with the
Library Board, but expressed concern about decreasing the size of Jewett Park
unless the Village would agree to purchase property on Hazel Avenue. They have
discussed acquisition of the Township portion of the Township- Library building
with the Township Board, who had indicated interest in the proposal, but approval
of the sale could only be granted by the electors at a town Meeting.
The possibility of a federal grant for the library was discussed. Mrs.
Mary Mazur, Library Director and member,, of the Plan Commission, stated that
the State Library Board had approved its application for a grant, and it was her
opinion that if Congress approlviated funds, Deerfield had an excellent change
of obtaining a grant, particularly if a referendum is passed on November 22nd.
It was pointed out that the Jewett Park site would not provide sufficient
parking spaces. Library Board members stated they had no plans to use the ground
floor of the building at this time, so that parking would be adequate for the .
present. Mr. John Lindemann, owner of Lindemann's Pharmacy, stated he was opposed
to construction of the library in Jewett Park with insufficient parking which would
result in the use of the parking lot he had constructed for his business and was
already being used for church and Village Hall parking. If necessary he stated he
would seek relief through court action.
The relocation of Park Avenue through the park was discussed. Chairman
Albert Brust stated that this matter would be given a high priority by the Plan
Commission. A resident of Hazel Avenue expressed concern about what property would
be taken if the park is extended northward. It was explained that property would
be acquired only when it came on the market and there was no intention to condemn
land.
It was pointed out that the Library Board's consultant had recommended
construction on a main street to provide easy accessibility to the greatest
number of people. The Village's Planning Consultant also recommen ded the
Waukegan Road sate. Several residetts expressed opposition to locating the
library in Jewett Park.
Trustee Slavin moved, seconded by Trustee Schleicher, that the Village
attorney be directed to prepare an ordinance or resolution approving the plans
of the Library Board as proposed on proposed site 1 (4 lots on Waukegan Road
north of library) and authorizing a referendum on November 22 , 1969.
Motion carried unanimously.
