The regular meeting of the President and Board of Trustees of the
Deerfield was called to order by the President in the Council Chambers of
Hall on Monday, February 3, 1969 at 8:30 p.m. The clerk called the roll
that the following were

Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager.
Mr. Seymour Rothstein, Chairman of the Caucus Nominating Committee, extended an
invitation to all present to attend the Town Meeting to be held Tuesday, February 4,
LO 1969 at the Deerfield High School, where the Caucus slate of candidates will be
presented and other Caucus business transacted. He stated that speeches by candidates
U will be limited to three minutes.

1st Presentation - Ordinance The ordinance approving a planned development
Approving Planned Development (Lot 50, Hovland Subdivision) was presented and
Lot 50 Hovland Sub. read in full. Several changes were made in
Section 2: Paragraph 1 - add water main on Laurel
Avenue; Paragraph 3 - add "in addition to special assessments; Paragraph 4 deleted as
not applicable. Action will be taken on the corrected - ordinance at the next meeting.

Authorize Execution Hwy. Permit Discussion was had on the Highway Permit application
Traffic Light -Kates for the installation of traffic lights at the Kates-
& Waukegan (Sara Lee) Waukegan Road intersection, to be paid for by
Kitchens of Sara Lee'. Trustee Schleicher stated
it had been his understanding that the electrical energy charges for the operation of
the lights would be paid by Sara Lee, or the lights would be connected to the company's
circuits, with m aintenance by the company. It was suggested that the manager askrSara
Lee how the company shall be billed for continuing expenses.
Trustee Raff moved, seconded by Trustee Craig, that execution of the Highway
Permit application be authorized. Adopted by the following vote:

Accept Bid Deerfield Review The manager reported that the Lerner Life had not
Legal Advertising responded to the Village's bid request for legal
advertising, but had sent a rate card for all
advertising. Sealed bids on legal advertising were opened and read as follows:
Hollister Newspapers (Deerfield Villager) - 12� per line, 12 lines per inch, 6 point type.
Circulations figures and costs for sample legal notices were given. Deerfield Review -
10C per line, 12 lines per inch., $1.20 per column inch. It was pointed out that type
used is 30 per cent shorter than conventional 6 point, resulting in additional savings.

Trustee Forrest moved, seconded by Trustee Schleicher, that the low bid of the
Deerfield Review be accepted for legal adVb tisings for the Village. Adopted by the
following vote:

E. Interceptor Sewer submitted by Robinson and Brock for work com-
pleted on the East Side Interceptor Sewer be

E. Interceptor Sewer to Baxter and Woodman for engineering services
in connection with the construction of the
East Side Interceptor Sewer. Adopted by the following vote:

Receive Permit - Cleanout. The manager reported that a permit had been
MAahole SW Sewer Lake -Cook Rd. received from the State Sanitary Water Board
for the installation of a Cleanout mahhole
on the southwest sewer at the West Ditch along Lake -Cook Road.
Resolution Opposing A lengthy discussion was had on the proposed
Libertyville Missile Site installation of a Sentinel Missile Site in
(R -69 -1) the Libertyville area.. Letters opposing the
installation had been received from citizens,
as well as a resolution adopted by the Presbyterian Church. Members of the
audience urged the Board to take action to oppose the installation. A copy of
a resolution passed by the Zion Church was presented, with copies of published
material on the hazards of atomic weapons near a heavily populated area. Several
Trustees stated they did not feel qualified to judge on matters concerning
National defense. A member of the audience stated that other municipalities
had passed resolutions opposing the installation. A copy of the resolution
presented by Glenview was read. The conflicting statements of scientists, who
opposed the installation due to the possibility of an accidental explosion of
an atomic warhead with great loss of life and property in a heavily poplated area,
and statements by the Defense Department that no hazard existed,were discussed,
Trustee Craig stated he did not have enough information to make any decision,
and he did not believe the Village should take action on any matter that is before
Congress; individuals or groups should write to Congressmen on any matter they
are interested in, by the Village should not. Trustee Bootz expressed his agree-
ment with Trustee Craig's statement.
Trustee Forrest moved, seconded by Trustee Schleicher, that the resolution
suggested by Glenview be adopted. Upon roll call, the following vote was recorded:

Pass: Bootz, Craig, Kelm (3),
Since those voting pass are counted with the majority, the resolution was
declared adopted by a favorable vote of five to one.
The resolution will be typed for the President's signature.
Approve Temporary Sign A letter was received from the agents for the
.Turnstyle - Deerbrook Deerbrook Shopping Center now under construction,
Shopping Center 30 days requested permission to erect a temporary sign
advertising the Turnstyle store which will open
in June or July. The sign would be located next to the existing sign and would
be approximately 15 ft. by 8 ft. Trustee Craig moved, seconded by Trustee Raff,
that permission be granted for the temporary sign as requested for a period of
30 days from the date of erection of said sign, with renewals as required until
the store opens, subject to Board review.
Motion carried unanimously.
Approve y,ij a harm Trustee Raff moved, seconded by Trustee Forrest,
Hazel Ave. Brie $3,486.51 that payment of $3,486.51 be approved to Eric
Eric Bolander Company Balander Construction Company, this amount being
the Villages share of the cost of work completed
on the Hazel Avenue bridge. Adopted by the following vote:

Trustee Raff suggested that radar checks of speeding on Hazel Avenue be made.
Trustee Schleicher suggested that speed signs be posted, and Trustee Craig pointed
out that increased traffic on Hazel Avenue may require elimination of parking.
Report- County Discussion was had on Deerfield Township Supervisor
Landfill Proposal Sam Smith's proposal that the County operate landfill
sites on a non - profit basis. The manager reported
that Mr. Smith has no written material on this proposal but he would be happy to meet
with the Board for discussion. Several Trustees expressed interest and indicated it was
their opinion that refuse disposal could be handled better on a County basis. The
manager was directed to advise Mr. Smith that the Village is interested and ask that
they be kept posted as. to progress.
Communications - Reports The letter from Dr. Charles Foelsch regarding the health
of former. Police Chief David Petersen will be photo-
copied and sent to the Board.
The manager reported that the filter covers for the sewage treatment plant had
been approved by the Sanitary Water Board.
Approve Girl Scout Trustee Craig moved, seconded by Trustee Bootz, that
Cookie Sale the Board approve the request of the Girl Scouts for
permission to conduct their annual cookie sale, orders to
be taken March 14 - 21, delivery Aptil 21 - 26.
Motion carried unanimously.
Village Bank Parking Lot The manager reported costs of the Village -1st National
Costs $13,161.85 Bank parkid.g.olat: Construction - $9,457.45; labor -
fi� '3 $3,704.40; a total of $13,161.85. The -statement of
cost has been sent to the bank, and will form the basis for any subsequent cancellation
of the parking agreement.
Reports - Communications Bids of insurance will be taken on specifications
prepared by the present Village insurer. The manager
pointed out that all agents will be bidding on the same amount of coverage.
The manager will attend a meeting on CATV in Evanston. An invitation was received
to attend a State Chamber of Commerce dinner meeting in Waukegan on February 15th.
Trustee Craig reported he had received a telephone call regarding the February 13th
Plan Commission hearing on the proposed Master Plan and a possible rezoning of the
vacant property lying between Greenwood and Hazel Avenues. In order to stop the spread
of unfounded rumors, be explained that hearings on the Master Plan will be conducted
by the Plan Commission in order to prepare recommendations on the Plan for consideration
by the Board. He explained that much time will go by before action can be taken to
affirm, modify or reject the Plan Commission's report.
The manager reported that the traffic count at Hoffman Lane and Deerfield Road
met the State standards for a traffic light and the Village can go forward on the
installation.
The manager reported briefly on bills of interest to municipalities which have
been introduced in the General Assembly.
The Board-directed the manager to write to the Assistant to the Governor regarding
Toll Road drainage problems. "
The Village attorney reported that the attorney for the East Drainage Ditch had
advised him that the President of the Commission was considering the two possibilities
for-maintenance of the'Aitch, i.e, annexation of the southerly part or permission from
the Court to do work out$lde the district. He has assured him that the Village will give
assistance in either case.
The manager reported that he was meeting the next morning with a resident of
We -Go Park regarding a drainage problem.
There being no further Bueiaess, on motion by Trustee Forrest, seconded by Trustee
Bootz, the meeting was adjourned at 10:30 p.m. C
