Adopted by the following vote: Ayes: Bootz, Craig, Forrest, Kelm, Raff, Schleicher (6) Nays: None (0) - 1st Presentation - Ordinance No Parking - Waukegan- Deerfield Intersection with an effective date of May 1, The first presentation was made of an ordinance amending the Municipal Code to establish "No Parking" zones at the Waukegan- Deerfied;d Road intersection, 1968. The ordinance was read in full. I co M W V V lst Presentation- Ordinance Adopting National Bldg. Code 1967 Edition As Amended the ordinance, the Board directed 1st Presentation - Ordinance Sidewalk Construction by Special Tax tax levied against the properties walks within thirty days after the read in full. 295 The first presentation was made of the ordinance amending the Municipal Code to adopt the National Building Code, 1967 Edition, as amended for clarification. Due to the length of that it be posted for inspection by the public. Paul The Manpower Commission having submitted its Bd. of Police Commissioners report, President Finney proposed the appointment of Mr. Earl F. Paul to the Board of Police Commissioners for the term expiring May 1, 1968, to fill the vacancy created by the resignation of Mr. Thomas Wholf who has moved from the Village. Mr. Harold Peterson, a member of the Commission has filed an affidavit that he is an independent voter and not affiliated with any political party. Trustee Raff moved, seconded by Trustee Bootz, that the appointment of Mr. Paul to the Board of Police Commissioners be approved and confirmed. Adopted by the following vote: Ayes: Bootz, Craig, Forrest, Kelm, Raff, Schleicher (6) Nays: None (0) Deny Sara Lee Sign Variation Requ (bst provisions of the Zoning on the SAra Lee property particular hardship were The report of the Board of Zoning Appeals was read, recommending denial of the petition of Kitchens of Sara Lee for a variation from the Ordinance to permit two roof signs on the retail store on the basis that neither practical difficulty or proved by the peti ti:oner. Trustee Forrest moved, seconded by Trustee Bootz, that the report of the Board of Zoning Appeals be accepted. Motion carried unanimously. Trustee Forrest moved, seconded by Trustee Schleicher, that the petition of Sara Lee for a variation for two roof signs be denied. Motion carried unanimously. The manager reported tla t the Plan Commission had requested that no action be taken bn its report on the Gasparac rezoning request, since the Plan Commission wishes to reeonsider the matter and will submit a further report. Approve S.C. Report Authorize Ordinance SW Quadrant Traffic Signs Council further recommended that implemented as soon as possible. A report was received from the Safety Council recommending that the Central and Grove, Central and Jonquil, and Pine and Hackberry intersections be made four -way stops. The the entire master plan for street signs be The Board approved the Safety Council's report and directed that an ordinance be prepared authorizing traffic signs for the Southwest quadrant as shown on the master plan for traffic signs. Discussion - St. Lights The manager stated that the Board had adopted' standards for street lights for new subdivisions and it had been the hope that old street lights would be changed to mercury vapor lights on a program of street light improvements. The question of rehabilitation of street lights in the Briarwoods (Tackett) Sub- division has not been resolved; one light has been converted to gas and one to mercury vapor. There has been no decision on the.existing poles. Trustee Raff stated a policy decision was required so that when a resident or group of re idents asks for the installation of a street light or lights, they may be told the Village's policy on installations and costs. 296 The manager reported that Highland Park had installed street lights by special assessments. The building commissioner reported that Wilmette had installed individual lights and poles with photoelectric cells with the cable placed along side lot lines. The lights are not metered, the power company gives a special rate per light. However, on this type of installa- tion, the question of easements for the cable must be resolved. Trustee Raff proposed that the property owners be required to pay for the p6les, luminaries and installation, the Village to pay for power charges and main- tenance. Mrs. Willard Loarie „ 853 Oxford Road, stated the lights in Briarwoods Subdivision had been paid for by special assessments levied against the property, and the owners should not be required to pay a second time for street lights since the Village had failed to maintain the lights. These lights are the same as those in Lake Forest and are very attractive. She suggested that the Safety Council be consulted on street lighting. In answer to Trustee Craig's question whether street lighting could be special assessed a second time as may be done for sidewalks, the attorney stated the statutes made no such provision. President Finney asked that full information on the Wilmette street light installation be. obtained for discussion at the next meeting, and that the Commonwealth Edison Company be requested to send a written statement on rates and how computed. Trustee Forrest stated it was his opinion that the street lights in the Briarwoods Subdivision sbould be rehabilitated which could be done without the expenditure of much money and would be much less costly than new fixtures. Trustee Forrest then moved, seconded by Trustee Schleicher, that 26 street lights in Briarwoods Subdivision be rehabilitated and converted to gas over a three year period at a cost of approximately $3,600; said lights to be installed at intersections. Discussion was had on the cost differential between gas and a bctric lights, and the illumination provided. The meeting was recessed at 9 :30 p.m. and reconvened at 9:50 p.m., all members present. Trustee Forrest's motion to rehabilitate street lights in Briarwoods Subdivision failed by the following vote: Ayes: Forrest, Schleicher (2) Nays: Bootz, Craig, Kelm, Raff (4) Trustee Forrest asked the manager and Mr. Bowen to submit any other ideas they may have on what can be done with the Briarwoods street lights. Approve Sara Lee Agreement Sewage Treatment November 1, 1967 through Octobe one heretofore in effect except pended solids. The manager was installed in a sealed manhole. The Agreement between the Village of Deerfield and Kitchens of Sara Lee, Inc. for sewage treatment was presented covering the period r 31, 1968. The Agreement is the same as the for the addition of a charge for excess sus - requested to get costs on a sampler to be Trustee Forrest moved, seconded by Trustee Bootz, that the Agreement be approved and execution authorized. Adopted by the following vote: Ayes: Bootz, Craig, Forrest, Schleicher (4) Nays: None (0) Pass: Kelm, Raff (2) Table Bills Krembs Rezoning which were considerably in excess meeting. Trustee Schl@l";her move be tabled until the next meeting, give a report on the expenses. Motion carried unanimously. Approve Bldg. Permit Sara Lee Temporary Bldg. Bills for expenses in connection with the Krembs rezoning petition were presented of the $250 authorized at the June 19, 1967 J, seconded by Trustee Forrest, that the bills and the Village attorney be requested to house the centrifuge for the sewage The building commissioner recommended the issuance of a building permit to Kitchens of Sara Lee, Inc. for a temporary building to treatment facility. The building would be 0 wood framed with aluminum siding and the company would remove the building in the spring of 1968. Trustee Schleicher moved, seconded by Trustee Forrest, that the Board authorize the issuance of a building permit to Kitchens of Sara Lee for a temporary building, said building to be removed by October 1, 1968. Motion carried unanimously. 1st Presentation -Mun. Code The first presentation was made of an ordinance Amend. Recording Fees amending Section 9.123 of the Municipal Code establishing a 50 per cent service charge for recording fees. The ordinance was read in full. Ordinance- Mun* Code Arpend. An ordinance was presented amending Sections Sec. 8.301, 8.302, 8.305 8.301, 8.302 and 8.305 of the Municipal Code Bd. of Police Commissioners pertaining to the Board of Police Commissioners 0 -67 -57 to bring said sections into conformity with the Statutes. The ordinance was read in full. Trustee Raff moved, eeconded by Trustee Craig, that the rules be waived to permit action on the ordinance at its first presentation. M In Motion carried unanimously. The manager reported the Department of Public Heatth had approved Fox Chapel Subdivision sewer extensions. The manager reported that street lights would be installed at the Wood - Greenwood and the Parkside - Greenwood intersections. Approve Payment $14,275.25 The manager reported that Zara Construction Company Petersen Ln. Construction had submitted bills for the construction of Petersen Lane totalling $14,688.35; $3,438.10 over the bid price of $11,250.25. The building commissioner explained that the contractor had run itto bad soil conditions and the foundation of the old house which required additional excavation, hauling away the excavated material, and gravel fill for the road base. After discussion of the percentage increase over the contract price without Board approval, Trustee Raff moved, seconded by Trustee Bootz, that the Board approve payment of $14,275.25 to Zara Construction Company, leaving the remaining $413.10 subject to negotiation. Adopted by the following vote: Ayes: Bootz, Craig, Kelm, Raff, Schleicher (5) Nays: Forrest (1) OK Completion Date Mar. 15,168 The manager reported that Scully. Hunter and Scully, Water Main Additions Contract the successful bidder on the contract for water main additions at the west side reservoir, had requested permission to start construction after the first of the year, and there had been no objection on the part of Baxter and Woodman, since delay would not inconvenience the contractor for construction of the reservoir. The:Board approved the request, subject to completion by March 15, 1968. The manager reported that six leaks had been found by the Rankin Leakfinder people, one losing 50,000 gallons of water per day at Pine Street and Deerfield Road. Another leak was at the Village garage. An invitation to a meeting at Proviso High School on October 26th was received from the Board of Commissioners of Cook County. There has been a recommendation that a Council of Govennment be formed to further intergovernmental cooperation on problems of the Chicago metroplitan area. Trustee Kelm will attend this meeting, as will President Finney if he is free. The manager reported that Pierson Realty has complied with the order to disconnect downspouts from the sanitary sewer. A letter from Village Realty stated it was impossible to disconnect within the two week period specified, but abrangements had been made with Di Pietro Plumbing to do the work as soon as possible. In connection with the notice to disconnect the downspouts of the Callner Building, the manager reported that Mr. Milton Callner had died and the managers of the building allege they had not received prior notification and therefore should not be required to pay the $800 fee, since fees had been waived for discon- nections from the sanitary sewer and connections to the storm sewer before the deadline set by the Board. They were advised they could take this matter up with the Board. Invitations were received from the North Shore Gas Company to a Conference on Industry at the Dunes State Park, with a registration fee of $10.00. President Finney stated he had received a complimentary ticket, and since he could not attend, suggested that one of the Trustees go in his place. Trustee Schleicher will attend if possible. Discussion was had on the specifications for police cars, for which bids will be recieved at the next meeting. Trustee Schleicher stated he would like to compare interior body dimensions of cars, since complaints, from the police officers were based on cramped interiors. Trustee Craig stated these dimensions.-. could be easily obtained from data on last year's models,since there was little change this year. Mr. Otto Almasy's letter of resignation from the Safety Council was read. President Finney's letter to be.sdbt to Mr. Almasy was read, expressing gratitude for his services to the Village. President Finney reported that Mr. Frank Connelly had moved from the Village and therefore there were two vacancies on the Safety Council. The Mapower Commission will be requested to suggest names for these appointments. The President reported he had received a bulletin from the Muscular Distrophy Associat-bon regarding their appeal for funds. A letter will be sent suggesting the Association contact the United Fund organization. An invitation tocthe Illinois State Chamber of Commerce Annual Meeting on October 26 -27 was received. Since Police Administration will be discussed, the invitation will be referred to Chief of Police Hall. An announcement was received on a course on Urban Problems at Northeastern Illinois State College. The program is supported by a grant from the State. The Board of Police Commissioners having announced the promotion of Officers Jeffrey McDermott and William Wood to Police Sergeant, Trustee Forrest moved, seconded by Trustee Schleicher, that the Board extend its congratulations to the new sergeants. Motion carried unanimously. President Finney suggested that the Board resume its meetings with the various advisory groups, and proposed meeting with the Board of Police Commissioners since there are two new members. Trustee Schleicher proposed they meet with the Commissioners when the addition to the Police Department is dedicated. Since the completion of the addition is several weeks away, the meeting with the Police Commissioners will be put off until November. The Board approved President Finney's suggestion that they meet with the Human Relations Commission on the 25th or 26th of October. W-1 1►.f� W U 299 A letter from the Village attorney was read regarding a new law, effective July 26, 1967, which requires that a plat of territory annexed to or disconnected from a municipality must be prepared by a Registered Land Surveyor. The question had arisen in aconnection with the Ordinance passed August 7, 1967 annexing Lots 2 and 3, Derrland Park Subdivision, an annexation of surrounded territory, and not by petition. The plat was not prepared by a serveyor. The attorney stated it was Valid, but suggested that in order to forestall any questions, it might be prudent to re- record the ordinance appending a plat prepared by a Registered Land Surveyor. The manager was directed to get costs on a plat of survey of the property annexed.
