Pursuant to notice thereof, a special meeting of the President and
Board of Trustees of the Village of Deerfield was held in the Village Hall
starting at 8 :15 p.m. on Monday, July 13, 1964. The following members were
Present; James E. Mandler
George P. Schleicher
Absent:;. I. K. Hearn, President
John A. S. Lindemann
Ellis W. Smith
James M. Wetzel
Also present was Mr. Norris Stilphen, Village manager. Trustee Wetzel
entered the meeting at 8 :25 p.m. Trustee Mandler chaired the meeting.
No quorum being present for the transaction of business, the meeting was
confined to discussion of flooding problems resulting from recent heavy rain-
storms. Citizens from the Kenwood, Warrington and Brookside areas were present.
They stated that sanitary sewage was present in flooded basements which could
create a serious health problem.

V The manager reported on steps taken by Village employees to alleviate
V these conditions, and listed number of feet of sewers cleaned during the past
three years, corrections made on Rosemary Terrace, proper connection of services
where errors had been made and TV inspections to locate sources of trouble. He
stated a new sanitary sewer installed by Kennedy Builders through the Colony
Point development would be of help in cutting down the amount of storm water
infiltration into the sanitary sewerage system.

A resident pointed out that no municipality could afford a storm sewer
system that would take.care of extremely heavy rainstorms, and stated that
even though storm sewers were large enough to carry off the water, the drainage
ditches would be flooded and prevent entry of storm water from the sewers.
The meeting was adjourned at 9:50 p.m.
