December 16, 1963
The regular meeting of the President and Board of Trustees of the Village
of Deerfield was called to order by the President in the Council Chambers of the
Village Hall on Monday, December 16, 1963 at 8 :40 p.m. The clerk called the roll
and reported the fol lowi nT..were

and that q quorum was present and in attendance at the meeting. Also present were
Messrs. Seymour Axelrood, representing the Village attorney, and Norris Stilphen,
manager.

Moved by Trustee Mandler, seconded by Trustee Lindemann, that the bids be
turned over to the engineers for study and analysis, for recommendations to the
Board.
Motion carried unanimously.
The meeting was recessed at 8:45 p.m. for a meeting of the Board of Local
Improvements.
The meeting was reconvened at 10 :50 p.m., all members being present.
Minutes of the regular meeting held December 2, 1963 were discussed, and
several additions and corrections were made and noted. President Whitney criti-
cized the village clerk for holding two jobs, one with a newspaper, and asked
that remarks of his and other Board members be added to paragraphs relating to
the discussion had in connection with the amendment to Personnel Rules and the
petition requesting a restudy of the zoning on the jurisdictional map for the
area south of County Line Road. These paragraphs will be re- written and sub-
mitted to the Board. He further asked that minutes of meetings be furnished to
the Board on the Friday immediately following the Board meetings. Trustee
Hearn moved that the Board authorize the employment of a competent secretary
to take minutes of the meetings and furnish copies of same to the Board. Motion
failed for lack of a second. The tape- recording of meetings was suggested by
Trustee Mandler.

Trustee Mandler moved, seconded by Trustee Wetzel, that the bills as listed above
be approved for payment. Adopted by the following vote:

Sara Lee Signs The manager reported the Building
Commissioner had issued permits for
the Sara Lee signs as a part of the building permit, as being i•n compliance with
the provisions of the 0 & R Ordinance, and that the dictionary definition of
"facade" included "wall ". Trustee Mandler suggested that when signs are included
in the building permit, the Board be made aware of the fact. Trustee Lindemann
stated signs for automobile service stations are issued as a part of the building
permit, and he could see no legal reason to retract the permit for the Sara Lee
Signs.
Letters to be Published Trustee Hearn stated that five mem-
bers had signed the letter rega H ing
the communication sent to all residents by three citizens pertaining to the
zoning of the'area south of County Line Road, which had been read prior to the
meeting and given to the paper for publication. He stated the letter read by
Trustee Smith at that time was worthy of endorsement by the Board, and moved
that Trustee Smith's permission be asked to submit the letter to the newspaper
for publication. Seconded by Trustee Lindemann.
Motion carried unanimously.
Refer Jurisdictional Zoning to
The letter of the Plan Commission was
Plan Commission with Petitions
read stating the Plan Commission saw
no reason to re -open the zoning on
the jurisdictional area unless a petition is received. Trustee Wetzel stated the
matter should be referred back to the Plan Commission with the petitions presented
at the December 2nd'meeting, and that just to
drop the matter was not responsive
to the expressed wishes of the people. These
petitions had been returned to the
persons presenting them for photocopying, and
had not yet been received. Trustee
Wetzel moved, seconded by Trustee Smith, that
the Plan Commission's letter dated
December 13, 1963, regarding a restudy of the
jurisdictional area be tabled.
until such time as the Plan Commission has had
an opportunity to review the
petitions and again correspond with the Board.
Adopted by the following vote:
Ayes: Hearn, Lindemann, Mandler, Schleicher,

S/A #101 - Marshall Assessment Mr. Axelrood reported that in the
court hearing on the Greenwood Storm
Sewer Special Assessment No. 101, and regarding the objection filed by the attorney
for Mr. Irl Marshall, the judge had suggested the assessment be decreased by two -
thirds. He stated that Messrs. Bowen, Greengard and Uteg had concurred, and
that, if the Board approved, the two - thirds abatement of the assessment would
be paid by the Village as public benefits. Trustee Mandler moved, seconded by
Trustee Wetzel, that the Village attorney be authorized to negotiate on the
two - thirds basis proposed. After a brief discussion, motion and second were
withdrawn, and the manager was directed to get a statement from Mr. Greengard,
the engineer. .
The recommendation of the Electric Commission regarding the employment of
an electrical inspector on a part time basis was referred to the Finance
Committee.
The Plan Commission report regarding the proposed Innisfree Subdivision
was referred to the Village Engineer.
Defer Action - Ordinance The ordinance was presented establish -
Special Connection Fees ing special connection charges for
connections to the new County Line
Road Sewer and water mains. Trustee Mandler referred to the letter of the Village
attorney regarding special connection charges and suggested it be discussed in
