LA President November 18, 1963 The regular meeting of-the Board of Trustees of the Village of Deerfield was called to order in the Council Chambers of the Village Hall on Monday, November 18, 1963 at 8 :30 p.m. The clerk called the roll and reported the following were Present: John A. S. Lindemann James E. Mandler George P. Schleicher Ellis W. Smith James M. Wetzel Absent: David C. Whitney, President Ira K. Hearn, Jr. and that a quorum was present and in attendance at the meeting. Also present were Messrs. Seymour Axelrood, representing the Village Attorney, and Norris Stilphen, Manager. Moved by Trustee Lindemann, seconded by Trustee Schleicher, that Trustee Wetzel be appointed President pro tem. Motion carried unanimously. Moved by Trustee Schleicher, seconded by Trustee Mandler, that minutes of the regular meeting held November 4, 1963 be approved as submitted. Motion carried unanimously. Certificates of Serivice were awarded to the Trustees, and members of advisory Boards, Commissions and Councils in recognition of their services to the Village. President pro tem Wetzel, on behalf of the Board, thanked the members for the hours of service given so freely to make Deerfield a better place to live. He was asked to recommend what action .this matter. Discussion - North Ave. The manager reported on a meeting on November Berkeley Rd. Extension 14, 1963 on the proposed North Avenue - Berkeley Road extension attended by representatives of the Township, County Highway Department, Bannockburn, Highland Park, High School, Deerfield and owners of property affected by the proposed improvement. The offer of an army reserve,unit to construct the Road with the Village supply- ing materials, was discussed.. Objection was made by Mr. Henry Kobi,tter, North - woods Drive, and suggested the Village take steps to acquire a 40 ft. riEht- of -way on the Petersen tract., and the road be constructed thereon.. The manager reported the County would pay 50% of the cost of a bridge, Highland Park and Deerfield to pay 251/. each, and the County would not require road construction meeting their standards. He was directed to continue to work on this matter, and keep the Board informed. Authorize Attorney to The Mauer suit against the Village was Defend Mauer Suit explained by Mr. Axelrood. Trustee Mandler moved, seconded by Trustee Smith, that the Village attorney be authorized to defend the Village in the Mauer vs. Village of Deerfield suit in Circuit.Court. Adopted by the following,vote: Ayes: Lindemann, Mandler, Schleicher, Smith, Wetzel (5) Nays: None (0) The proposed mmendment to Personnel Rules was tabled as suggested by Trustee Lindemann until all members are present. R. R. Crossings Mr. Axelrood reported a petition for cross- ing gates had been filed with the Illinois Commerce Commission, and request made for a hearing at the earliest possible date. It was the Board's opinion the Telegraph Road crossing should not be closed, and the manager was directed to write the Commerce Commission and Rail- road that the Village objects to the closing of this crossing, with copies of the letter to Bannockburn and the Village attorney. A letter was received from Mr. Gordon Lindquist of the Chicago Motor Club, in which he stated he did not recommend adult crossing guards at railroad crossings, and did recommend a safety education program in the schools and through newspaper publicity.. A summary of activities of the Board of Zoning Appeals for the year 1962 -63 was received and read. Trustee Schleicher asked when the signs at the Sara Lee plant were authorized, and the manager was asked to check this matter and report to the Board. 39 1964 MFT Projects Approved The manager presented a list of proposed Motor Fuel Tax projects for 1964, as follows: Overlayment of Streets Estimated Cost Hazel Ave. between Wayne and Waukegan $ 9,470.00 Chestnut St. between Osterman and Greenwood 13,900.00 Stratford Rd. between Greenwood and North Ave. 9,980.00 Woodland Dr. between Stratford and Wilmot 8,540.00 Total MFT Projects $41,890.00 In addition he proposed that Westgate Road from Wincanton to Warrington be overlayed at an estimated cost of $3,900.00 from Motor Fuel Tax Fund for non - arterial streets. Trustee Mandler moved, seconded by Trustee Smith, that the above listed projects be approved, and the engineers be authorized to proceed with the pre- paration of plans and specifications for the Motor Fuel Tax projects. Adopted by the following vote: As requested by Trustee Schleicher, a Statement of Policy was presented and read affirming the character of the Village as a residential community of homes, setting forth objectives to implement the policy, and designating the west and south future boundaries to be established at the Toll Road. Trustee Schleicher said he felt the policy of the Village should be clearly stated as a guide to the several advisory boards and commissions. President pro tem Wetzel suggested the matter be taken up in one of the private meetings being held -to discuss pending problems, in which at this stage the Board is attempting to define and delineate between matters of administration and policy. He said he felt with so many ddvisory boards and commissions it would be well to have written statements of policy so advice and specific matters would be rendered in conformance with established policies. A report was received from Mr. Robert Ramsay, Chairman of the Parking Committee, recommending that land for parking be acquired in the southeast quadrant of the Village. Copies of the report will ge given to the Board of Trustees and the Plan Commission, and discussed after review. A letter was received from the Lake County Civil Defense organization asking the Village to oppose moving the State Civil Defense department foom Chicago to Springfield. It was the consensus of the Board that the Village should take no action on this request. The Board approved Trustee Schleicher's proposal that members of the Board meet with the owners of the properties and a regresentative from the Village attorney's office to discuss the matter. Trustee Schleicher will arrange a meeting and Trustees Wetzel and Schleicher will attend. Other Board members will be notified of the time and place in order they may attend if possible.
