A letter was received from the Cook County department of the Illinois
Youth Commission, stating the Village's letter regarding youth problems had been
referred to Springfield, since they handled only Cook County problems. Trustee
Lindemann asked that the appointment of a Youth Commission be placed on the
agenda.
A letter from the Cook County Highway Department stated no funds were
available for the improvement of Lake -Cook (County Line) Road.

The manager reported specifications had been prepared for street lights.
He stated a check had been mailed to Progress Development Corporation for fees
paid for Sbbdivision improvements in Pear Tree Subdivision, no improvements
having been installed. He reported Highland Park had received excellent prices
on bids for gasoline, but a supplier had questioned the fact that no advertise-
ment Ror bids had been published, and the matter had not been resolved.
Trustee Lindemann stated he had received complaints that juveniles were
loitering in the railroad station when the attendant is not on duty, and
suggested the company be asked to lock the station when there is no station
agent present. Trustee Schleicher pointed out the station is open as a convenience
to users of the railroad, and proposed that the complaints be brought to th„
attention of the company with the request they take necessary action to
alleviate the problem. Trustee Lindemann suggested the Youth Commission
contact the railroad.
There being no further business, the meeting was adjourned at 11:00 p.m.

The regular meeting of the President and Board of Trustees of the Village
of Deerfield was called to order by the President in the Council Chambers of the
Village Hall on Monday, October 21, 1963 at 8 :30 p.m. The clerk called the roll
and reported the following were

Ordinance - Maximum Fine Trustee Mandler moved, seconded by Trustee
For Violations $500 Lindemann, that the ordinance be adopted
0- 63 -52) establishing a maximum penalty of $500 for
the violation of any ordinance, and pro-
viding that each ordinance of the Village imposing a penalty is amended by making
the maximum penalty for each violation $500. Adopted by the following vote:

Trustee Schleicher entered the meeting at 8 :40 and was present thereafter.
1st Presentation - Three The first presentation was made of three
Zoning Amendments P.S. Co. ordinances amending the Zoning Ordinance
RCA and Soil Testing providing for automatic classification
upon annexation of Public Service Company
property (Lot 10, Downey's Cook County addition to Deerfield) as an R -1
Single- family residence district with a conditional use for an electric
sub - station;
Ordinance providing for automatic classification upon annexation as an
M- Manufacturing District with a Conditional Use for Radio Corporation of America;
Ordinance providing for automatic classification upon annexation as
an M- Manufacturing District with a conditional use for Soil Testing Laboratories.
Resolution Establishing A Resolution was presented establishing a
Youth Council Youth Council of 12 members, to study
and investigate problems of juvenile
delinquency in the Village, and to make recommendations to the Village Board
and to the residents of the Village to maintain the peace and property rights
and preserve the human resources of the youth of Deerfield. Discussion was
had and a change was made in the terms of membership, four to serve one year, four
to serve two years, and four to serve three years, their successors to be
appointed for three year terms. Trustee Mandler moved, seconded by Trustee
Schleicher, that the said resolution be adopted. Upon roll call the resolution
was passed by the following vote:
Ayes: Lindemann, Mandler, Schleicher, Whitney (4)
Nays: Wetzel (1)
Trustee Wetzel stated he was opposed on the basis of lack of specific
membership designations.
In a discussion of the membership of the Council, it was the concensus
of the Board that no Trustees or the Municipal Justice should be appointed,
except as ex- officio members. The manager was requested to notify the Manpower
Commission of the vacancies on the Youth Council.
President Whitney signed the corrected resolution.
The President signed the contract for Motor Fuel Tax project 15 TL CS,
Deerfield- Waukegan traffic light improvements, as heretofore authorized by
the Board.

Approve Change in Plans & Trustee Wetzel moved, seconded by Trustee
Cost 17 CS Deerfield Underpass Mandler that a change in plans and a
reduction in cost to $3,142.22 be
approved for the Deerfield Road underpass, Motor Fuel Tax project 17 CS.
Motion Carried unanimously.
Vote for D. E. Pilger A ballot and slate of candidates for Trustee
IMRF Trustee of the Illinois Municipal Retirement Fund
having been received, Trustee Wetzel moved,
seconded by Trustee Mandler, that the Village's ballot be cast for Donald E.
Pilger, Deerfield Park District Superintendent. - Motion carried unanimously.
Ordinance Accepting R. E. An ordinance was presented accepting the
from Deerfield Park Dist, following described property conveyed by the
30 ft. Rosewood Right -of -Way Deerfield Park District to the Village for
0- 63-53) Rosewood Avenue right -of -way:
The South 30 feet of a parcel of land described as follows: The East
60 feet of the South 170 feet of the Northwest 1/4 of the Northwest 1/4
M of the Southwest 1/4 of Section 32, Township 43 North, Range 12, East of
11-0 the 3rd Principal Meridian in Lake County, Illinois.

Trustee Mandler moved, seconded by Trustee Schleicher that the rules be waived
to permit action on the said ordinance at its first presentation. Adopted by
the following vote:

Trustee Mandler then moved, seconded by Trustee Schleicher, that the said
ordinance be adopted. Upon roll call the ordinance was passed by the following

Resolution - Accept I,ndemnity Trustee Mandler moved, seconded by Trustee
Bond for Lost Bond Coupons Lindemann that a resolution be adopted
approving the indemnity bond submitted by
Owosso Savings Bank of Owosso, Michigan, and authorizing the Village Treasurer
to direct the paying agent to pay out the amounts due on five lost bond
coupons. Motion carried unanimously,
Appoint Ross Finney The President appo8nted Mr. Ross Finney
Police Pension Fund to the Board of Trustees of the Police
Pension Bund to fill the vacancy created by
Dr. Paul Wells' moving from the Village. Trustee Mandler moved, seconded by
Trustee Wetzel that Mr. Finney's appointment be confirmed. Motion carried
unanimously.
