The regular meeting of the President and Board of Trustees of the Village
of Deerfield was called to order by the President in the CouncilChambers of the
Village Hall on Monday, August 5, 1963 at 8 :25 p.m. The clerk called the roll
and reported the following were

Absent: John A. S. Lindemann
and that a quorum was present and in attendance at the meeting. Also present
were Messrs. Seymour Axelrood, representing the village attorney, and Norris
Stilphen, manager.
Moved by Trustee Mandler, seconded by Trustee Schleicher, that minutes of
i� the regular meeting held July 15, 1963 be approved as submitted. Motion carried
unanimously.
LJ The President signed the ordinance annexing,the Louis Klein property,
passed at the July 15, 1963 meeting, indicating his approval thereof.

The President signed the ordinance indicating his approval thereof.
It was reported three Trustees had submitted Master Lists of Pending Items,
which will be referred to the Finance Committee for review and recommendations.
Trustee Schleicher pointed out that, while some items would require the expenditure
of funds . there were other items that could be taken care of without cost.
Refer Outdoor.- Adv. Sign The report of the Zoning Board of Appeals
Back to Zoning Bd. of Appeals regarding the granting of a variation for the
construction of the Deerfield State Bank - wilson
sign, as petitioned by Outdoor Advertising Co., was read and discussed at length.
The Board of Zoning Appeals recommended approval of the variation, hased on hard-
ship, with limitations on area and height. Mr. Howard Kane, attorney for the
petitioner, stated the sign now met the specifications of the Zoning Board, except
the height, which is 16 ft. without the clock, and 17.2 ft. with the clock. He
stated the Bank is the lessee of the property on which the sign is to be located,
with•Outdoor Advertising as sub - lessee. The sign would be illuminated until 11 p.m.
and the clock will remain illuminated or-not, as the Board indicates. Mr. Kane
stated he had discussed taking down the fence between parking lots with Messrs.
Aberson, Plan Commission chairman, and Ramsay, of the Deerfield State Bank. Trustee
Hearn moved, seconded by Trustee Mandler, that the matter be referred back to the
Zoning Board of Appeals for further recommendation.
Motion carried unanimously.
Trustee Wetzel stressed that it is the consensus of the Board that Mr.
Ramsay be asked to remove the fence between the parking lots.
School Crossing Corp. Report The report of the School Crossing Committee
Close Telegraph Rd. Crossing was read in full, and President Whitney
commended the committee on its excellent report.
A letter was received from the Village of Bannockburn Board, suggesting the
Telegraph Road crossing be closed for two weeks to see.if there are objections or
if traffic would become impeded. The attorney stated there should be no legal
liability in the closing of the crossing if signs are posted and lighted. Trustee
Wetzel stated he felt Bannockburn should be given at least 10 days notice
before closing. Trustee Wetzel moved, seconded by Trustee Schleicher, that
the manager be authorized to close the Telegraph Road railroad crossing with
semi- permanent lighted barricades, that Bannockburn be notified of this
action to close on':August.l3th, and he continue to negotiate with governmental
authorities to finalize action to permanently close the crossing. After a
brief discussion, motion and second were withdrawn. Trustee Wetzel then
moved, seconded by Trustee Mandler, that the manager be authorized to close
the Telegraph Road railroad crossing with semi - permanent illuminated barri-
cades, which closing shall be reviewed by the Board of Trustees at the August
19th meeing, and notice of the closing be sent to the Village of Bannockburn.
Motion carried unanimously.
The report of.the Committee recommended a three point program with respect
to crossing guards, and child safety: (1) erection of gates at three railroad
crossings and the closing of the Telegraph Road crossing; (2) a safety education
program udder the leadership of the Safety Council with support by the Police,
school boards and administration and all residents; and (3) adult crossing
guards as established during the pest year, and if the budget permits, a guard
at the Waukegan- Deerfield Road intersection to replace the policeman stationed
there. Trustee Mandler proposed a school patrol boy could be stationed at the
intersection instead of the adult guard. It was the consensus.of the Board
that the Safety Council spearhead the program, and letters be sent to the schools
asking their cooperation. Trustee Wetzel moved, seconded by Trustee Mandler,
that the Board accept the majority report of the Committee, and the Committee
be commended for their activities, and copies of the report be sent to other
organizations.
Motion carried unanimously.
Report -Human Relations Com. Trustee Wetzel reported he and Trustee
Lindemann had attended a meeting of the Deer-
field Committee on Human Relations, who will conduct further research on problems
of human relations that can be reasonably�expected.in the Village, and what
would be an appropriate approach to such problems. The Committee will meet again.
The manager reported Greengard Associates had furnished descriptions of
property needed for Rosewood Avenue right -of -way, and offers to purchase would
be submitted to owners.

Ordinance - 1963 -64 The ordinance levying taxes for the year May 1, 1963 -
Tax Levy (0- 63 -34) April 30, 1964 was presented. It was noted that the
ordinance reduced the levy for sewer bonds by $10,000.
Trustee Hearn moved, seconded by Trustee Mandler, that the rules be waived to
permit action on the Tax Levy Ordinance at.its first presentation. Adopted by
the fol lcQi ng vote:

Ordinance - St. & Bridge Trustee Hearn moved, seconded by Trustee Mandler, that
Levy (0- 63-35) the rules be waived to permit action on an ordinance
relative to tax levies for street and bridge purposes.

Trustee Mandler then moved, seconded by Trustee Hearn, that the ordinance
levying an additional tax for street and bridge purposes be adopted. Upon roll call,

The meeting was recessed at 9:55 p.m. and reconvened at 10 :05 p,m., the
attorney having left the meeting.
Trustee Schleicher moved, seconded by Trustee Hearn, that the Plan Commission's
report on the proposed Lake Eleanor Subdivision zoning and annexation and the Union
Drainage Ditch problem be added to the agenda.
Motion carried unanimously.
Authori-ze Annexation Ordinance The manager reported a request,for annexation had been
K. G. Moore Property received from Mr. Kenneth G. G. Moore, Wilmot Road.
Trustee Wetzel moved, seconded by Trustee Mandler,
that the attorney be authorized to prepare an ordinance annexing Mr. Moore's property.
Motion carried unanimously.
Authorize Bids - County Line Trustee Hearn reported Import Motors had accepted
Sewer & Water the Village'siproposal for sewer and water service,
and Baxter and Woodman had prepared plans for water
and sewer main extensions on County Line Road. Agreements regarding annexation
will be worked out.by the attorney for the Village and the Company. Trustee Mandler
moved, seconded by Trustee Smith, that the Board authorize the advertisement for
bids for the County Line Road sewer and water extensions in accordance with the plans
and specifications prepared by Baxter and Woodman, said bids to be returnable August 19,
1963. Adopted by the following vote:

Amendment - Personnel Rules
The following amendment to the Personnel Rules and
Regulations was,presented and read:
Section VI - paragraph C, to read as follows:
"C. Municipal employees enjoy a special privilege under the lbws of the State of
Illinois wherein it is provided that their wages cannot be garnisheed by creditors.
There is an equal responsibility placed upon those who enjoy a special pri., Hgge
to be certain that they do not abuse it. Thus it is essential that every municipal
employee so conduct hks affairs that he does not incur debts that he cannot promptly
pay.
Therefore any employee of the Village who contracts for goods or services for
which he is unable or refuses to pay shall be subject to dismissal or other discipli-
nary action."
Trustee Mandler moved, seconded by Trustee Schleicher, that the said amendment
be adopted.
Motion carried unanimously.
The manager reported Governor Kerner had signed a bill designating
Columbus Day as a legal holiday. President Whitney suggested he prepare a
list of State holidays and school holidays.for review by the Board. Trustee
Schleicher asked the manager to give an'esti•mate of the cost of an additional
holiday for Village employees.
Accept Bid Savage Heating Two bids were received for changes in the heating
$925-Sewage Treatment Plant system at the Sewage Treatment Plant, as follows:

The manager reported five bids had been received
for the construction of the Deerfield Road side-
walk, Motor Fuel Tax project 18 CS. The engineer
low bid of $3,183.10, submitted by Mayer Paving.

Approve P.C. Report Re: The report of the Plan Commission was read
Lake Eleanor Annexation recommending annexation of the proposed Lake
Eleanor Subdivision as an R -1 Single Family
Residence District under a Community Unit Plan, as requested by Peter F. Waytula
& Son,Company. After discussion of a 14ft station and sewers, Trustee Schleicher
moved, seoonded by Trustee Mandler, that the Plan Commission's report be accepted,
and the attorney be directed to prepare the necessary ordinances for zoning and
annexation, the Village attorney to study any liability in connection with the
construction of a spillway for the lake, and the engineer to study any problems
which might arise from the development.
Motion carried unanimously.
Drainage Ditch Sewage The manager reported on progress being made on
corrections to the sewerage system to eliminate
the discharge of raw sewage into the Union Drainage Ditch. The matter of
separation of sewers in the business district was discussed, and the possibility
of flooded basements. The village attorney will be asked for an opinion on the
Village's liability under the ordinance passed by the Drainage Commissioners.
It was the consensus of the Board that the sewer system be investigated to get an
overall picture of what would be required to correct the present contamination,
and estimated costs of improvements.
Accept Audit Trustee Wetzel moved, seconded by Trustee Mandler,
that the audit for the year 1962 -63 prepared by
Wolf and Company be accepted.
Motion carried unanimously.
A letter was received from Mr. Max Weinrib, Progress Development Corporation,
requesting the refund of $1050 paid for acreage fees for the Floral Park Sub-
division. The Village attorney had advised that there is no'legal reason to
refund these fees. Trustee Hearn moved, seconded by Trustee Smith, that the

The letter from the Board of Trustees of the Police Pension Fund regarding
contribution by the Village of pension fund payments for an officer called up
for service with the armed forces was referred to the manager for his recommendation.
