A meeting of the Board of Local Improvements of the Village of Deerfield was
called to order by the secretary, in the absence of the President, in the Council
Chambers of the Village Hall on Monday, November 6, 1978 at 8:00 p.m. The secretary
called the roll and reported that the following were
Present: D. Jeffrey Blumenthal
Norma Gavin
Jerold L. Heisler
Edwin B. Seidman
Vernon E. Swanson
Absent: Bernard Forrest
Cynthia J. Marty
and that a quorum was present and in attendance at the meeting. Also present were
Messrs. Herbert Linn, representing the Village attorney, and Norris Stilphen, manager.
Mr. Swanson moved:,. seconded by Mrs. Gavin, that Mr. Heisler be appointed
President pro tem. Motion carried unanimously.
Approve Voucher 7, DiPietro Mr. Blumenthal moved, seconded by Mr. Swanson,
$8129.10- S/A 113 that the issuance of Voucher #7 be approved
Waukegan - Northwoods Sewer in the amount of $8,129.10 to DiPietro Plumbing
Corp. for work completed on the Waukegan- North-
woods Sanitary Sewer, Special Assessment No. 113. Adopted by the following vote:
Ayes: Blumenthal, Gavin, Heisler, Seidman, Swanson (5)
Nays: None (0)
Resolution- Completion & Mr. Swanson moved, seconded by Mr. Blumenthal,
Acceptance S/A 113 that the Resolution be adopted pertaining to
Waukegan- Northwoods Sewer the completion -and , acceptance, -of I Special Assess-
ment No. 113 at a total assessment cost of
$46,426.62, a total cost of the improvement of $49,183.02, an amount of cost over
assessment of $2,756.40, the sum of $1,958.40 having been heretofore approved out of
additional public benefit funds, and authorizing the Village attorney to file in the
Circuit Court the Certificate of Completion and procure an adjudication with respect
to such Certificate. Adopted by the following vote:
Ayes: Blumenthal, Gavin, Heisler, Seidman, Swanson (5)
Nays: None (0)
Certificate of Completion Mr. Swanson moved, seconded by Mrs. Gavin,
S/A 113 that the Certificate on Completion of the work
be approved for the improvement of portions of
Waukegan Road and Northwoods Drive by the construction of a sanitary sewer, and the
additional construction cost over the amount assessed is being assumed by the Village
as public benefit, and there shall be no abatement; the Certificate being addressed
to the Court and signed by the President and Village attorney. Adopted by the follow-
ing vote:
Ayes: Blumenthal, Gavin, Heisler, Seidman, Swanson (5)
Nays: None (0)
Application to Court Mr. Swanson moved, seconded by Mr. Seidman,
Certificate of,Completion S/A 113 that the appication to the Court for the con-
sideration of the Certificate of Completion
be approved for the improvement of portions of Waukegan and Northwoods Drive by the
construction of a sanitary sewer, Special Assessment No. 113, and to set a time and
place for a hearing on the application, the application to be signed by the President
and the Village attorney.
Motion carried unanimously.
There being no further business to come before the Board of Local Improvements,
the meeting was adjourned at 8:08 p.m.
