09/20/1971September 20, 1971 A meeting of the Board of Local Improvements of the Village of Deerfield was called to order by the President in the Council Chambers of the Village Hall on Monday, September 20, 1971 at 8:30 p.m. The secretary called the roll and reported that the following were Present: Bernard Forrest, President Charles R. Bootz Albert E. Brust George Kelm Werner E. Neuman Stephen M. Slavin M. Jay Turner, Jr. Absent: None and that a quorum was present and in attendance at the meeting. Also presetit were Messrs. Richard Houpt, Village attorney, and Norris Stilphen, manager. Mr. Brust moved, seconded by Mr. Bootz, that the minutes of the meeting held September 7, 1971 be approved as submitted. Motion carried uriafiimtiusly. Discussion -S /A 110 Wilmot Improvements bids for the construction of exceeded the amount provided several courses of action av, the additional costs, rather assessment. The manager stated that Baxter & Woodman, engineers for Wilmot Road curb and sidewalk improvement, Special Assessment No. 110, had reported that the &improvement, plus legal and engineering costs, in the assessment roll by $5,000 to $5,500. Of the ailable to the Board, he recommended that the Village pay than abandon the project or initiate a supplemental The Village attorney reported he'.had discussed the assessment with Mr. Lyle Petersen, spokesman for the five objecting owners whose properties extend to the center line of Wilmot Road. Mr. Petersen had stated the objectors would dedicate the East 30 ft. of their property for Wilmot Road right -of -way and construct side- walks themselves provided the Village will pay for the construction of curb and gutter and parkway seeding. Mr. Turner stated he was concerned about setting a precedent if the Village pays for installation of curb and gutter, an improvement to private property. It was pointed out the objectors would dedicate 30 ft. for right -of -way and install sidewalks themselves. Mr. Neuman stated the sidewalks was requested by parents who were concerned about the safety of school children, and recommended that the Board proceed with the improvement as outlined by the Village attorney. Resolution Awarding Contract Mr. Neuman moved, seconded by Mr. Turner, that a Bolander -S /A 110 - Wilmot Resolution be adopted awarding the contract for Improvements Wilmot Road curb and sidewalks, Special Assessment No. 110, to Eric Bolander Construction Company, the low bidder. Adopted by the following vote: Ayes: Bootz, Brust, Neuman, Turner (4) Nays: Klem, Slavin (2) Accept Offer 5 Objectors Vr. Neuman moved, seconded by Mr. Turner, Re: S/A 110 that.the Board accept the offer of the five objecting property owners to dedicate the East 30 ft. of their properties for Wilmot Road right --of -way and to install sidewalks at their own expense, the said sidewalks to be installed within 30 days in accordance with plans and specifications, and authorize the Village to pay other expenses of the improvement from corporate or other available funds. Adopted by the following vote: Ayes: Bootz, Brust, Neuman, Turner (4) Nays: Kelm, Slavin (2) There being no further business to come before the Board of Local Improve- ments, on motion by Mr. Turner, seconded by Mr. Bootz, the meeting was adjourned at 8:47 p.m. Secretary APPROVED: .T 1 1
