04/20/1970April 20, 1970 A meeting of the Board of Local Improvements of the Village of Deerfield was called to order by the President in the,Council.Chambers of the Village Hall on Monday, April 20, 1970 at 8:20 p.m. The secretary called the roll and reported that the following were Present: Bernard Forrest, President Charles R. Bootz George P. Schleicher Stephen M. Slavin M. Jay Turner, Jr. Absent:. George Kelm and that a quorum was present and in attendance at:.-the meeting. Also present were Messrs. Richard Houpt,,Village attorney, and Norris Stilphen, manager. Discussion - Greengard Bill A bill was received from Charles W. Greengard $1500 - Hovland Improvements Associates in the amount of $1,500 for additional S/A 107 - Additional Services inspections-and reports required by the delinquency of the contractor, George W. Kennedy Construction Company, in the construction of Hovland improvements, Special Assessment No. 107. The letter pointed out there was a balance in excess 6f $4,600 for engineering fees provided for in the estimate of cost for the improvement. Mr. Bootz stated that the engineer should have investigated the reliability of the ccontractor, and the contract awarded on the basis of his recommendation. The manager stated this had been done. Mr. Bootz moved, seconded by Mr.Turner, that no action be taken on the matter until further information is received. Motion carried unanimously. Mr. Slavin stated the matter was esentially a legal question, and asked the Village attorney to review the Village's obligation to the engineer and advise whether payment must be made.for these additional services. Mr. Schleicher moved, seconded by Mr.. Slavin, that the village attorney review the contract with Charles W. Greengard Associates to determine whether this is a proper charge. Motion carried unanimously. There being no further business to come before the Board of Local Improvements, on motion by Mr. Bootz, seconded by Mr. Schleicher, the meeting was adjourned at 8:25 p.m. a Secretary APPROVED:
